I am rejecting this response because:

This is a follow up to my original complaint file in October that has yet to be resolved. It has been over a month and the apartment manager continues to ignore my e-mails regarding this matter. I originally submitted this complain in October, [redacted] (the[redacted]) responded to the complain by stating she had contacted the electric company, however when I contacted the electric company they did not have record of her discussion with them. I still have not received a refund from either the apartment complex, or the electric company. Original Complaint: I moved out of apartment 904 at McNeil Ranch on July 5th. My lease did not end until 8/31 and due to the deceptive wording of my lease which would have required paying back a "discounted rate" (would have cost over $4,000 to get out of my lease 2 months early on a 13 month lease) I paid rent through 8/31. I was told by [redacted] ([redacted]) that I was not allowed to turn off my electricity upon vacating the apartment. I was also told by [redacted] that at the end of my least the electricity would be transferred to either a new tenant, or back to the apartment complex. In September I received a bill from the electric company for the time period 8/21-9/22 and immediately called to have the electricity turned off since it was clear that the apartment complex did not transfer the service into their name. I received a final bill for the time period 9/22 - 10/1. (the earliest the electricity could be turned off when I called in was 10/1) I also immediately e-mailed the apartment complex manager to inform her that electric service had not been transferred. I included a copy of the bill for [redacted] to review. [redacted] responded to my e-mail and said "It is still vacant [redacted]. I would contact the electric company & have them back bill the property". I contacted the electric company again and inquired if they could back bill the property and they advised me to take the matter up with the apartment complex. I relayed this information to [redacted] and followed up several times asking how this matter can be resolved. [redacted] has failed to reply to repeated e-mails. I called the property several times to discuss this matter with [redacted] but she has failed to return any of my telephone calls or respond to any of my e-mails.
I would like [redacted] to pay for the electric bills covering the time period after 8/31. I am willing take the total bill covering 8/22 - 9/21, divide the amount by 31, and multiply by 10 days which covers the remainder of August. I would like [redacted] to also pay for the final bill covering 9/22-10/1 because this entire bill clearly covers a time period where I have no ownership of the property. Total bills are as follows: 8/22 - 9/21 = $128.63 9/22 - 10/2 = $ 22.03 Total bills = $150.66
Regards,
[redacted]

October 28, 2014
sans-serif;">To Whom It May Concern:
This is written in response to a letter received October 10, 2014, regarding a former resident, [redacted], here at McNeil Ranch Apartments, We appreciate the opportunity to explain the situation in much more detail in regards to Mr. [redacted]'s end of residency here on property.
Mr. [redacted] moved out July 5, 2014. His lease did not end until August 30, so we continued to allow him to pay rent and leave his electricity on in his apartment until the end of the lease.
Although we have had multiple communications with Mr. [redacted], he failed to turn his electricity off in his name, when he moved out. In multiple emails back and forth, we explained that the electricity does not roll out of the resident's name at move out, that they themselves would need to call their provider to stop service. Then, and only then, would our electric provider see that there was an order for no service, and then our property electric provider would start service in that unit, under McNeil Ranch's account.
In an attempt to find out more, we did speak with [redacted] Electric, whom did verify that his account balance is solely his, and not McNeil Ranch's. We also emailed the City of [redacted] in an attempt to remedy the situation for Mr. [redacted], to see if we resolve the billing issue by having the city back bill the property. In finality, to resolve this issue, the City of [redacted] Utilities is back billing McNeil Ranch Apartments and should be mailing Mr. [redacted] a refund check.
Mr. [redacted] was provided with a copy of his 6 page Texas Apartment Association lease. He feels his lease was deceptively worded, however, all TAA leases across the state of Texas are the exact same. Per paragraph 7 of the TAA lease, the resident is responsible for all utilities and services, related deposited, and any charges or fees on such utilities and services during your lease contract term.
You must py all applicable provider fees, including any fees to change service back into our name after you move out. (Please see attachment)
It is unfortunate that this unit is vacant and Mr. [redacted] did not take the proper measures to turn off his electricity. It is our policy here at McNeil Ranch Apartments to provide the best customer service possible. We understand Mr. [redacted]'s frustration, however, our hands are tied, as this bill is solely his responsibility to pay.
We appreciate the time to explain this unfortunate situation and provide more details for a resolution, Best Regards,
[redacted]
