Meineke Car Care Center (Middletown)

This vehicle has transferred ownership and is no longer under the Meineke Limited Warranty*** has never been a Meineke customer that I can find in our system

that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
Attached is Meineke Limited Warranty. If you look at the first asterisk at the bottom of the page its reads, "This warranty does not cover catalytic converters, which are expressly warranted by the manufacture, under the Environmental Protection Agency's guidelines. These warranties typically assume no liability for damage to or failure of a catalytic converter due to an improperly operating or maintained engine. A manufacture's warranty card for the catalytic converter will be presented to you at the time of the purchase."
EPA requires a 5 year 50,000 mile warranty on new catalytic converters. The car has under 3000 miles since the repair and p[redacted]lem was reported within 6 months. Meineke's response is that since the car changed ownership that it no longer is required to complete the warranty process with the manufacture. Meineke's warranty states the warranty is through the manufacture and not through Meineke and since Meineke is the original purchaser of the Catalytic Converters, they must be the one to initiate the warranty process of the defective parts, their is no such mention of the warranty being void due to change of ownership.
When I spoke with [redacted] at Meineke, he told me that it was as simple as asking their parts supplier to send over a Warranty form for them to fill out. I sat with him while he looked up the invoice and the parts supplier, [redacted] also called the parts supplier and was going to have them fax over the forms but he did not know the fax # at that particular store. [redacted] was not the manager at that store, he filled in for managers at all different Meineke stores, he told me that [redacted] would get the information to me next day. The next day I called [redacted], and he told me he threw away the paper work that [redacted] had left for him and that I need to talk to the Regional Manager [redacted] as he was not familiar with the Catalyic Converter warranty process. 
Finally, I get in touch with [redacted] after numerous calls and he informs me he will get back to me after he looks into the warranty process. I called atleast five times after that and left message each time and no response was given. 
I would seriously considering downgrading Meineke rating as it is clear from the attached warranty that they will do anything to not help a customer, even if it is as simple as calling the parts supplier to fax over a form for them to fill out. That is awful customer service.
