Metro Services of Florida was hired to do a renovation on ***. The company was paid over $25,000, copies of checks are being ordered from the bank. Originally they were only hired to do the recalled electrical panel, which was left unfinished. Business was contacted to make repairs from a punch out list. Showed up and never came back. There are holes in flooring, painting that was never done. Items are falling apart and coming unglued. During renovation, the contractor caused major damage to downstairs unit from a water line break. My budget was used to make extensive repairs, Insurance was never contacted to cover the major repairs from the water damage caused by contractor. Insurance company will not cover an outdated electrical box that was not replaced, smoke alarms are still sitting in the bag, floors are lifting, cracking and weren't installed correctly. You can see where the baseboards do not cover the installed flooring, trim around doors not screwed down, baseboards are lifting, ceiling was never painted or repaired correctly. Only hot water in shower. Business refuses to make any repairs. The company had months to work on renovation and came up with many excuses as to why days went by and nothing was completed. Contractor has a huge digital file that was never supplied to owner. Please look at the extensive file of pictures I supplied as well as the copies of other quotes I received. Metro Services-Efrain ***a was my 3rd quote. He was referred to me as an electrician to do all the electrical from one of the contractors I was given a quote from. Mr.a was very persuasive and ensured me he could match and beat any of the quotes I received and that would include electrical. Never having gone down this path and putting my trust in him, I agreed to go with his company. I am now left with pipes that leak, a floor that is lifting, electrical that is not up to code with a recalled panel and numerous repairs and touch ups. I am on the 2nd and 3rd floor.
Please see attached * I am seeking $12,575 in damages. I need to get the pipes that are leaking fixed. The floor needs to be replaced and there are so many repairs I do not know where to start. Mr. Cartagena needs to provide the receipts for the condo unit below me as I am positive he did not replace, floors, ceiling, painting, baseboards and other water damage items out the goodness of his heart. He constantly told me he was doing me a favor with all the extra work he did said he complete
I am attaching a file. flooring damages is cause by movers owner hire. We have a work scope singe by owner she does not wants to follow. electrical panel smoke detectors not in our contract. We have explained owner she does not want to understand lot of the things she wants done is not in contract.
Owner left us with over $3000.00 for extra materials in upgrades asked by owner we that we paid for.

How is it possible that your scope of work is completed?? I need receipts for the extensive damage that was caused downstairs by the crack in the pipe and the water damage that should have been claimed on insurance that you carry. You replaced the ceiling, flooring, baseboards and painted the unit downstairs out of the goodness of your heart but left me with a recalled electrical panel and smoke alarms still in the bags as well as floors that have planks cracking due to improper prep work and do not meet the walls where you supposedly replaced the baseboards. I can get over the fact that you watered down the paint and said you painted as this is cosmetic and I can hopefully one day afford a real painter to paint the place Properly as I have already paid you for the job. You are an electrician by trade Who made a guarantee that items in this condo would be fixed and corrected as per our agreement and who could not deliver. I believe you were in over your head on this job and needed the money. As a true contractor and I now realize this, would have not taken all
The money up front but would have had the money to make repairs and provide the receipts for the reimbursement. I have nothing but your words. Well I'm sorry but your words have left me with outlets that spark, a paint job that is atrocious, a recalled electrical panel, cracked flooring and leaking pipes. You are the contractor on record with the HOA, the HOA President watched you enter this unit for weeks and months only to see your people smoking and drinking on my balcony When work should have been done. Your delay cost me time from work and moving. It's also interesting that on the days walked in, you walked out with the electrical panel, there are emails of me asking when the electrical will be completed. You have delayed long enough Mr. Cartagena and should be ashamed of yourself. You tore my upstairs bathroom apart and left me with broken items that cost me more money to have replaced. As a professional I expected a professional, not someone who needed the money and did not deliver the service. Can you sleep at night?? I have a *** credit card that was opened for supplies yet these supplies can not be found anywhere in the condo, you returned them for cash. Please explain that??
