I have reviewed the response submitted by the business and have determined that the response does not satisfy or resolve my issues and/or concerns in reference to complaint # ***
First of all, I sincerely thank Microsurgical Eye Consultants for their responseI am rejecting their response for ONE reason onlyThe Registry of Motor Vehicles requested that I obtain the original diagnosis of poor night vision, so that's what they are expecting me to getI understand that Microsurgical Eye Consultants can not provide that record because their records do not go back that far, but I need that in writing for the RegistryIf I simply tell the RMV that the records at Microsurgical Eye Consultants only go back to and that the original diagnosis was made before that time, then the RMV will ask me to get verification of that from Microsurgical Eye ConsultantsI actually requested that in my complaint, as copied below: *** 1) a copy of the original diagnosis of poor night vision as requested by the Registry of Motor Vehicles (either that or a letter stating that they do not have a record of that diagnosis because their records do not go back that far)2) a letter stating in plain English that's understandable to a non-professional as to whether or not my vision is good enough to drive during the daytime and at nighttime.: Number was covered by the letter, but not Number 1. I would appreciate it stated in writing that Microsurgical Eye Consultants can not provide the original diagnosis because that diagnosis was apparently made before 2010, so their records do not go back that far. And just to clarify something I said in my original complaint, as copied below: *** "I found three references to my poor night vision in those records after being told there was nothing about my night vision in these records." Dr*** said that he had reviewed my records and was unable to locate the original diagnosis of poor night visionI didn't say that I found the original diagnosis in my medical recordsI said that I had found three references to my poor night vision in my medical recordsI took pictures of those references and included them as attachments. Once again, thank you for the responseI will accept the response as soon as an explanation about the original diagnosis being unavailable because the medical records at Microsurgical Eye Consultants do not go back far enoughI will call *** at *** Rehab in Salem and make an appointment, and I will send Dr*** the form permitting me to obtain a temporary driver;s license with my part filled in so he can sign it.Thank you again.Regards,

electronic records. I cannot find a reference to a diagnosis of "poor night vision." However, with your history of having had extensive laser for diabetes back in the 1970's in New York (the evidence of which can be seen on exam) it is typical for patients to have compromised night vision. This is because the part of the retina needed for that purpose has been affected. Therefore, even though we may not be able to locate a specific reference to that disability (Poor night vision ), I agree that that would have applied to you and that you may have been told in years past to avoid driving at night. I have reviewed your recent visual field testing performed in our office on 1/25/18 and feel that the peripheral vision constriction demonstrated on that test would lead me to state that you should not drive after dark. We have researched and located two Driver's assessment programs; one is located at [redacted] Hospital in Bradford, MA ([redacted], ask for [redacted] who performs these assessments) or at [redacted] Rehab in Salem [redacted] (ask for [redacted]).  These programs are able to assess your driving ability both on the road and using occupational therapy assessment techniques and would be the best option to provide you with a true indicator of your driving abilities for the Mass. RMV.  I spoke with  [redacted] myself from [redacted] and the cost for the service through [redacted] is $380 and not covered by insurance.  You would first need to contact the medical affairs department of the Mass. RMV to get a temporary permit to take the test since you do not currently have a valid license. If you can provide this form to me with your part filled out, I would be willing to fill out the form in support of this for an assessment to be performed.    If you have any concerns or questions, please feel free to contact our office.
