Problem:I don't even know where to startwe signed a contract for solar installationThe rebates were supposed to be back with days and daysthis was in marchIt took me months of calling delmarva and harassing this company to get my meter changedcompany kept blaming delmarva, delmarma blamed companynow meter has been changedRebates are the issuesi personally called delware green grant to find out if company had submitted my claimThey told me NOCalled company, made them aware, they told me, they needed a HERS rating for my home since it was newBut they knew my home was new before installing the solar panelsIts been more than a month now, I keep emailing and talking to them, nothing so far, and we are almost at the end of the yearmy generated units were to be sold by myself at the end of month instead of selling it all at onceMy application was signed and I hope submitted to SRECnothing so farI don't know what this company iOS about, I know a lot of people who are also complaining about similar issues with them.TranslateDesired Resolution / OutcomeDesired Resolution:Delivery of OrderselectDesired Outcome:company has to be investigated, and people should be aware of how they do business , because, they do not honor their contractsCan I sue them for breach of contract? I need my rebates as soon as possible

This clients installation has been scheduled for completion Its been held up twice for product changes We expect to have inspections into us on it by 11/

This installation was completed in December of The construction meetings were held before Thanksgiving and construction was set for the beginning of December The installation was completed by mid December During construction the homeowner had to be away on business for part
of the installation We have no missed appointments on our calendar schedule other then a day delay in construction The rebate paperwork was initiated on January 6th, through a phone call with Mr ***, at which time he was told paperwork would be emailed and he must just sign and return the forms The rebate paperwork was then sent on the 6th and returned the same day by Mr*** Mr*** missed a signature so the one page was returned to him for a signature missed on the 8th of January Our company also forwards to all customers another copies of the uncompleted IRS forms needed to file for the FITC The forms and copies of paid in full invoices were emailed to Mr*** on February 2nd We received notification from the utility that the metering for the system was changed to net metering on February 10th Also on February 10th we received photos of the new meter from Mr*** I am going to assume someone filed this complaint on behalf of Mr***, and they were not aware of all of the communication taking place via email during this process The system in questions is up and fully operational, and has been since Mid FebruaryAll rebate paperwork has been filed as of early January, and Mr *** received his FITC forms for filing on the 2nd of February We understand going solar is a process and we work very hard to relay this through to our customers We try to give our customers full support through phone and email, and understand the process can seem tedious, much of the paperwork must be completed as the installation progresses Delaware has several utilities and jurisdictions all requiring there own paperwork and procedures We will continue to support Mr***, and will continue to return calls and emails to answer any questions he may have on his system

We are having numerous issues with Delmarva Power. The state is hosting additional task force meetings to improve their response to rapid growth. We have been working with the Delaware Public Advocates office and the Delaware Public Service Commission to assist our clients in getting
appropriate responses from the utilityWe received notification this week Mr *** installation has been sent to the metering department for change. We contacted Mr *** and he is aware that Delmarva has sent his file to the metering departmentOnce we receive confirmations of meter changes from Delmarva we can foreward the files on to grant and rebates

*** *** called and said they did not return his moneyRequested complaint be re-opened and need updated response
Says they owe him money from Oct

I am in receipt of a complaint filed May 5, This project was contracted and started during the winter months and dig drag on too long due to weather and conditionsAs soon as the weather changed we were able to quickly bring this custom array to completionThe project is certified and fully
operational with documentation attached.Mr*** is awaiting his final SREC Registrations which should be into us in the next few weeksapologize for the delay in reply, the email from the Revdex.com was sent to a bad addressIt has been updated in the Revdex.com System as of this morningJuly 9th,

Mr*** was informed of the utility delays no less then times during this period He informed us that in December he met with an attorney After this meeting he began making demands for, " a check for $60,000.00, free battery back up, and a free system" We informed Mr*** that we had his approvals in place, and that none of his demands would be met We also informed Mr*** he would in fact be getting a bill after completion for his balance due He was provided those bills in advance Mr*** did nothing to prevent the installation under these terms The installation completed, and Mr*** was issued his invoice and refused to pay We then offered Mr*** the option of just paying us back in a few months once he receives his rebatesHe again refused to agree to paying us, and told us that, "He will own our company" At this point we exhausted our collection efforts, and have sent the file on for processing of a mechanics lien against the property During this time Mr*** will have use of his installation and receive his rebates and incentives and we will wait to collect from the lien as security We are hoping once Mr*** receives his incentives he will have a change of heart and pay his bill

First off I this project has been going on over a year and the company never contacted the Delmarva power until after I contacted Delmarva PowerThe Project is still not completed with my system turned onI have lost countless money due the companies ineptitudeThey told me last year I would get a discount and then a would have no bill because their own screw upThe owner vehemently denies any such conversation and just hangs up on meI have asked for a breakdown of the bill they supposedly have for me, since it lists that I have only paid 16K when in fact I have paid over 19KThe bill also states that there is a credit for difference in Grants, but doesn't explain any of the reductionsWhen I was sold the system the company told me they guaranteed the grants, now the owner is saying they don't but sending me a bill with grant differencesThis guy is a liar and fraud who refuses to honor his word and wants to act like a kid on the phoneI have text messages from the owner saying they would remove the dead branches above the system, the owner denies this factual evidenceThis project has been a disaster from the beginning and the owner has taken advantage that I'm military and out of the country for periods of time to rope me along and take my money without completing their contract, and costing me additional financial hardship for not completing in a timely mannerI want my project completed turned on ASAP, monies paid back to me that I lost for their idiocracy and all my grant monies paid as guaranteed! Take their license because they do not deserve to be in business for these fraudulent practices!!!!!!!!!!!!!!!!
Regards,

We are in receipt of complaint Liberty does not pay for required utility upgrades Its listed in terms and conditions and on contracts as a pass through item to the homeowner as site engineering requirements This became an issue when the homeowner was billed for an extra solar
panelTo rectify the situation for this homeowner we will waive the billing of the extra panel and have the clients final paperwork put through to "paid in full" status

We are in receipt of Mr***'s complaint and have forwarded cancellation paperwork to Mr*** that was received on 11/24/by Mr***. This client first signed contracts with Liberty in April of 2016. His installation was completed and certified in August of 2016. We
worked with Mr***'s accountant in April of to insure his tax credit was processed properly and by May of Mr*** was pleased and received all of his rebates and credits. We contracted with Mr*** in late June of for a small system add on. His installation was scheduled for October of 2017, for three weeks we did not receive a return email or call confirming the dates. We went to his house twice to knock on the door and try to locate Mr***, at the time a car with out of state Florida plates was in the driveway, but no Mr***. The week before installation we were forced to place another installation in its place. Mr*** called two days before his proposed date to say he got the message providing no explanation for why he could not be reached for weeks. We informed Mr*** his installation was moved back two weeks, at which point Mr*** became irate at our office administrator. We explained the reasoning and it was acceptable. The next date schedule started with a cold front coming through with flood warnings, rain, and wind. We emailed Mr*** at 630am to inform him of the need to change, and left a message on his voicemail. Mr*** called us in the afternoon screaming that we could have worked and the rain was not that hardMr*** became irate but was manageable and willing to work with us on a new date. Then Mr*** went to the Revdex.com website and read a review stating that our company is a scam and we do not complete work and we are not allowed to even do the work we do. This review has now made our client feel like he has been scammed out of money. Never mind the review was written and posted to your website during the time of Mr***s first installation, and he received every incentive and rebate already on his completed system. In his mind, a previous customer, with a $35,functioning solar installation, who received $24,of incentives on his installation that we completed has now in his mind been scammed because of a posting on this website. Never mind the hundred or so systems completed since that scandalous review, or the fact that the author of that scandalous review has a functioning solar installation we completed a year ago. But because of the words blindly allowed and unverified on this site, we now have a client who feels that since we could not work in the rain he must have been scammed. We perform on every project and everyone at our company works themselves everyday to get our clients the most out of their solar installations. So on this client, we can drum up another $20,loss to this client review, Mr*** has his cancellation paperwork to return to us for a refund, and because we were running behind on his installation we did upgrade his existing inverter system to a year warranty, which we activated for this client after our last appointment on November and after he told us he was cancelling

We received Mr*** Maryland PSC/ SREC approvals yesterday. They have been sent onto himHe only has Friday availability and its been set up for this Friday. They will provide additional orientation and complete the free work

Solar installations are a long process with the physical onsite installation as a culmination of months of filing and processing with area utilities, state agencies, and suppliers The final installation that may take a day or two is the result of a clients file brought through a substantial
process We try to inform our clients up front that solar is 90% paperwork and planning, and 10% installation day, as a matter of time commitment When a customer signs a contract to purchase solar it puts all of these wheels in motion to bring the contract to a realized functioning solar installation We make every effort to work with our clients on all aspects of the design and installation and to keep them informed as to the process and its phases All of these processes and steps have costs associated We can not roll the costs of a client cancelling a contract months after it is signed onto the next customer who follows through on their commitment to purchase We have created a terms and conditions section of our contracts that state if you purchase solar and decide a month or two later you don't want it you will be charged in very plain language It is an unfortunate situation when it does occur but is clearly known by all parties up front during the purchase process. This client was refunded according to those terms and conditions We will reach out to this client to try to review these terms and conditions and bring this situation to a acceptable resolution for all parties

We are in receipt of the complaint rebuttal.  As per our prior email, Liberty does not pay for utility fees and transformer upgrades.  All transformer upgrades are billed directly to the homeowner through the utility.  We are also not accountable for rebate and incentive changes by individual utilities.  We can only demonstrate to a client what is available at the time of contract.  We do not control the utilities or their decisions on cutting or amending programs. The client did in fact receive all documentation on this installation at numerous times throughout the several month transaction.  It unfortunate when incentive programs change without significantnotice, however their utility is a cooperative, so if enough people became active in the cooperative their procedures could be changed.  Mr. [redacted] did receive an extra panel as part of this transaction.

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
Liberty’s response has not addressed any of our documented issues: Over $5,700 owed to us as follows: 1) $2900 substitution of the smaller array (not contracted for); 2) $2546 refund of solar battery deposit; 3) $272 reimbursement for electric bills per Liberty’s failure to connect our array to the grid. Liberty has agreed they owe us these refunds, but has refused to issue any monies to us in spite of repeated requests beginning in May 2017; Failure to provide us with copies of our SIGNED contracts; The upgraded panels we contracted and paid for (LG) are not the panels that Liberty installed (Canadian Solar). Liberty totally ignored the contract for the LG panels and instead installed a smaller array of panels that were rated as less efficient than the LG panels we contracted for. We were not notified of, nor did we give permission for, this “substitution.” Were it not for the fact that we visually inspected the panels and discovered the Canadian Solar identification labels, we would not have known that Liberty had installed lesser quality panels than we paid for. We have no written documentation, warranty, or information/literature about our installation. Liberty never informed us that they had made a substitution; rather, we told Liberty that we noticed different panels on our roof 4 months after installation; The copious amount of documentation we provided to support this complaint highlights misleading business practices and a near complete lack of business ethics, and a continuing trail of outright lies by [redacted] at Liberty Home Energy/Go Liberty/Liberty Services Company.
Regards,
[redacted]

This installation required utility approvals, registry updates for PJM, updated inverter installation, and panels to color match discontinued 4 year old panels.   We did not anticipate the significant delay in finding color matched panels.  The manufacturer of the panels on site discontinued the product years ago.  We have the units, and have been informed on scheduling that the client no longer wishes to pursue the installation.  We will be forwarding the client cancellation paperwork and refund.

We are in receipt of this email.  The client has already been refunded the $1500.00.  As per our terms and conditions, the client placed a deposit with our company to purchase an installation.  The installation was approved and ready for installation.   The client then decided to...

cancel the contract prior to installation.  We later became aware that the client was in fact unable to secure financing, he provided the documentation, and was provided a full refund of deposit as per our company terms and conditions.

We are getting his meter hook up set so he will be ready for the spring procurement offering.  However we have informed Mr. [redacted] we need to have crews handling 2017 installations through the end of 2017.  All equipment is on his site and all work is being performed gratis.  Monitoring was not included with the original system installation by the manufacturer. We are pleased to hear the installation has be functioning without error for two years and generation numbers are spot on for estimate. we will notify you when his extra meter is connected.

Mr. [redacted]s Project was cancelled and he received a full refund

[redacted] I would like to get my deposit back from Liberty Services Co.  The deposit of $3,909 was given to [redacted] of Liberty Services Co. in December 2016.  Enclosed are a sampling of the text messages between [redacted] and I.  They do not even include the messages from February and March of 2017. I would like me deposit returned as soon as possible before I am forced to take legal action. The deposit in December 2016 was for the installation of a Revenue Grade Solar Meter and Solar Panels.  I have not received any Solar Equipment as of this date. I was promised in July 2017 that I would be the next customer in the list. Please ensure my deposit is returned in full. Thank you for your assistance.

Problem:Once again, Liberty Solar called me today to say they me to fill out some additional paperwork in order for me to sell my extra solar to the power company. When I asked what happened to my previous paperwork they said they have new staff and they need me to fill out more paperwork. I do not know the date of my first complaint but this is my second time writing to you. I have not received any correspondence and it has been well over 30 days. My first complaint contained a full description of the problems I am having with Go Liberty Solar. I have copies of the contracts, etc. but I cannot upload them with the computer I have. I can make other arrangements if you need them and contact me to let me know this.Translate Desired Resolution / OutcomeDesired Resolution:-- Select your Desired Settlement --selectDesired Outcome:I want my solar system to create the electric they say it will, I want the 'extra' electric to be credited to the power company and I want my rebate checks that are now months overdue.
