[To assist us in bringing this matter to a close, you must give us a reason why you are rejecting the responseIf no reason is received your complaint will be closed as Answered] Complaint: [redacted] I am rejecting this response because: 1) Contractor refuses to complete the job according to the requirement of county's inspectorI communicated with the Inspector (named Jim, ###-###-####) on June 23, and the inspector acknowledged by his written message of June 24, that the job was not completed to insulation standards, quote from his message "That is unfortunate, I thought we were on the same pageHe [contractor M [redacted] ) agreed that he would add insulation that would protect the pipe from freezing....You can call code compliance and file a complaint"Also, my tenant ( [redacted] *.) was a witness when the inspector required that contractor adds proper insulation to the water pipeContractor's denial of Inspector's requirement is a fraud2) Contractor had agreed that all permit fees are included in the total sum of $***, as written clearly in the contractIf I was responsible for paying the permit fees, then why didn't contractor write that down in the contract, as other contractors normally do? Contractor told me that the work permit fee was $I found out later from the County that the permit fee was actually $Furthermore, I hired Contractor because he said he would do the plumbing work, but actually he did NO workPlumbing was done by young men, who likely have no plumbing licenseI will file a complaint with the county, and with consumer protection agencies; and if Contractor persists in his stubborn attitude, I will file a court action, and he will face a judgement Regards, [redacted]

on June 7, 2016, I was contractor to install a new water line, at *** *** *** at Reston VaI agree to install water line at *** also write into the contract there would be additional cost for new shut valve if needed and permit cost I inform *** *** *** that to obtain
county permit the cost would be $he agree, so I pull the permit per verbal agree, also I inform i'm only new shut off valve would be needed and that cost material and labor would be $he agree once the work was complete, we call to have the work inspected, the inspector chek the work and approve the job from the street into his house at the time of inspection and work must meet code and be complete if not no approveafter I show ** *** the permit he notice that it cost $I inform him the total cost included permit cost and time to get permit and $gas charge he request to pay All back fill was done I think he would complaint if I would have done the work free I have been doing plumbing for over 35yrThis the first time I ever had such a complaint I did everything correct in that jobHe just dose want to pay time and effort to obtain permit but he was told at the begin the cost

If I was responsible for paying the permit fees, then why didn't contractor write that down in the contract, as other contractors normally do? Contractor told me that the work permit fee was $390. I found out later from the County that the permit fee was actually $108. Furthermore, I hired Contractor because he said he would do the plumbing work, but actually he did NO work. Plumbing was done by 2 young men, who likely have no plumbing license. I will file a complaint with the county, and with consumer protection agencies; and if Contractor persists in his stubborn attitude, I will file a court action, and he will face a judgement.
