Chimney Ridge of [redacted] provides housing to approximately residents, the majority of whom are college studentsPersonalities and behaviors among people of this age group widely vary, which can sometimes cause conflicts that are beyond our controlHowever, we maintain that we are proactive in our safety measures, and we expect our residents to be proactive as wellWe outline community rules and regulations, and we issue warnings and fines when violations are witnessed or reportedAs a precautionary courtesy, we employ a private security guard to patrol the grounds overnightWe offer an after-hours phone line, which can be used when the main office is closedWe operate a 24-hour video surveillance systemWe periodically change the security codes to our gated communityIn addition, our management has an open-door philosophy whereas residents are encouraged to come to us and to work with us on ways we can improve We are not denying that there have been incidents of crime on property, but we have found that the number and degree of occurrences are the same as, if not less than, those at other comparable properties in the areaThe safety of all of our residents is of the utmost importanceWe will continue to implement new strategies to make our property as safe as it can be, and we encourage our residents to share their ideas with us and to keep us informed and aware of what is going on around them At the same time, we respect our residents’ right to privacyWe are not the policeWe cannot act as law enforcement officials, nor can we evict residents without proper causeIn this complainant’s case, we are awaiting receipt of the official police report before we can determine the appropriate action toward the alleged perpetratorWe understand that this complainant wants the alleged perpetrator to be evicted, but there are legal and contractual constraints by which we must abide We cannot release the complainant from his lease contract due to the actions of another resident or residentsOther than the military clause, there is no provision in the lease that allows for early release or terminationWe will properly address any lease violations with the violators themselvesHowever, if the complainant no longer wants to live on the property, we do allow subleasing or replacements
