Review: I paid $250 for motorcycle practical training. It was a hot day on the rider training range in Modesto CA, and the rider coach, after about half of the first day (Saturday 29 September 2012) of 2 days of scheduled practice, and successful up to that half day, announced that the class would be made smaller because of the weather and to finish early, and I was selected to be deleted and discontinued from the class. But they did not refund the money.

This complaint was referred to the appropriate campus department for resolution at the lowest level in accordance with college procedures. Several attempts have been made to contact the complainant via the telephone number provided by the complainant. To date the complainant has failed to respond to requests to contact the college so that efforts to resolve this matter may proceed. Written correspondence will be forwarded to the complainant by way of certified mail providing the complainant with the contact information for the appropriate administrator.

Pardon me please if I am wrong, but it appears that the business is using personally identifiable information in their response of 07/16/2013. Revdex.com says not to do so, and then I think that the business should edit that out.

MJC has been wanting to move the venue of the complaint from the Revdex.com back to MJC behind closed doors, whereas no progress has been achieved at MJC, in spite of several attempts by me to resolve the issue in a Better Business like way. Their so-called instutional policy has only led to my money being taken for services which they refused to provide, and their covering up or distorting the facts or producing irrelevant material. The circumstances and excuses of the business are unjustifiable. MJC policy of wanting to resolve the matter is to hold onto the ill-gotten money, and throw a smoke screen over the matter. I will explain more as I go on. The high level of motorcycle riding skills of the rider coaches has never been an issue. Instead, what is important is the negative skills levels of one of them in generating revenue for MJC using unjustifiable tactics. He picked on an unfortunate student to blame the hot weather on him. Contrary to what MJC says, there was no written documentation which I saw and agreed upon and signed between the rider coach and the student. The rider coach wanted my name written on a blank form. I never saw what he was going to write on the form nor discussed it. He never even disclosed his true name, but told me a couple of initials. MJC has written a lot about random testing of the content and nature of the course. This seems to be a smoke screen because the story is more suitable for justifying the course to higher authorities and get accreditation, and not to the point of not refunding the money for services not provided. On random quality control testing: Suppose a chicken farm does testing at random, such testing still does not ensure that a bad egg does not come out of the system and goes to the supermarket; and the customer is required to pay for the bad egg because of "institutional policies". Also any claim that motorcycle equipment is thoroughly inspected and deficiencies repaired will be utterly untrue. Almost all the motorcycles had a serious gearbox problem where, with the bike not moving, one could not change from second gear to neutral without shutting down the engine first, changing to first gear and restarting the engine. (Neutral is between First and Second Gear on these Honda bikes.) Rider coaches were fully aware of the problem and told students about the problem, and to resort to stopping the engine. Even CHP or CSMP will not approve that this is a good safe way to ride a motorcycle on the road. I have high regard for the Turlock Police, CHP, DMV and CSMP.

I am not required by DMV to take this motorcycle course. It should not be assumed that I need the course and the way things are going at the present, it does not seem desirable to try to take the course again. When I went to MJC on Sept. 29, 2012, I only needed to enroll in the practical training part of the course. I had already passed the theory classroom part.

If the Dean is aware of what is going on, what his subordinates are doing wrong, here is a good chance to rectify matters by refunding the money that was unfairly taken from a student who should not be punished in this way. The Dean will then come out of this situation with a feather in his cap.

On July 10, 2013 the Community Education Program which is operated under the auspices of Modesto Junior College made another attempt to contact Mr. [redacted] by telephone. There was no response and a voice message was left requesting that Mr. [redacted] contact the appropriate administrator designated as the initial step in resolving this matter in accordance with institutional policy. The Motorcycle Training Course consists of both classroom instruction and live, field/range course based motorcycle training. The learning outcomes of the course include the demonstration of competency levels required for certification. This program requires specialized licensure and regulation. The Community Education Program and the Rider Coaches are specifically licensed and regulated by the California Motorcycle Safety Program (CSMP), which operates under the California Highway Patrol. This program requires that the Rider Coaches undergo rigorous training and continued professional development to maintain their license. All aspects of our program, including our site, the motorcycles, equipment, the classroom instruction, the range instruction, the student service, and office record keeping undergo external inspections several times a year. The inspections are unannounced, and the findings are submitted in writing. All aspects of the training are conducted using CMSP training materials, and the approved, regulated training method(s) identified by the CSMP. While it is inappropriate for the college to comment on matters pertaining to the complainants enrollment(s) and/or performance in the Motorcycle Training Course it is important to note that when a Rider Coach informs a student that he/she is being exited or counseled out of the course the student is provided with an explanation of the demonstrated deficiencies and both the Coach and the student sign a form documenting this information. The course utilizes a variety of individuals from a pool of coaches. It may be possible to schedule Mr. [redacted] to retake the course with a coach or coaches that have not previously assessed his performance in attempting to demonstrate mastery of the mandated course proficiencies. The Community Education Program respectfully requests that Mr. [redacted] contact the identified administrator to discuss this matter and collaboratively identify a course of action that will resolve and bring closure to this matter.
