Contractor overstated the work needed to complete the repairs, did not obtain required permits, refused to give a date the work would be completed. Contractor was to initially find a pinhole leak, which he did. From there he proceeded to define what to him was 'necessary' structural repairs that my town home needed. He was paid to install a peripheral drainage system in the crawl space using pipi....he used flexible tubing. He moved the water heater Oct. 2013, and has not gotten the permit from the Town of Cary. He was paid to install insulation in the crawl space, this needs to be completed. After numerous delays in getting further work completed which he claimed was Necessary' although I kept questioning the necessity of turning the joist below the living area and his refusal to give a date for when the work would be completed, I consulted with a Structural Engineer who confirmed the work described was not necessary and was ill advised. Electrical lighting was installed in the crawl space unnecessarily and without permit. The deck was dismantled unnessarily, the base of the chimney was dismantled...these items are for the HOA to determine, not this contractor who is a resident of the community and has previously done work for this HOA. He blatantly ignored the codes of the Town of Csry, and the bylaws of the HOA. A copy. Of the Engineers report has been made available to him. The last check I gave to him was August 2014. Work was ceased October 2014 based on the findings of the Structural Engineer. After being contacted by an attorney he verbally agreed to settle, however he never signed the settlement agreement, nor submitted his check as agreed by January 2, 2015. The peripheral drainage installed in the crawl space was to control moisture buildup....this work was done in the Sprimg 2014.....I was told the init was 'dry', however an annual inspection by Smith Extermination contradicted the effectiveness of the system. I was then told the joist needed to be turned, and flashing installed. This is what was supposed to be completed in October 2014. None of the work that had been done was inspected by the Town.Desired SettlementClose to $15,000 was paid out to Molescapes.com, and Hestand Associates. There are repairs to be completed and damages from the incomplete work now needs to be corrected, as well as restoring decking, the exterior lattice work around the exterior of the unit, and confirming the drainage system will work as intended. I am seeking a refund in the amount of $10,300 in order to correct and complete the work that was paid for.
