As to the customer's request, if you provide full name and mailing address I will arrange for that refund. However, I hope that our facility in all it's other aspects was pleasant and of service to you. If it was, I hope you come back and please read the instructions on the Bay Meter Door in how to use the credit card swiper, specially in how to stop transaction. The fact that this happened to you twice tells me you are not stopping the transaction correctly because our maximum for all of our bays is $10. Meaning if you were to spend $10 worth of time at our bays and needed more time, you would need to slide your credit card again in order to get another $10 worth of time. So if this happened to you in two different occasions I'm assuming that you did not stop transaction correctly. You must press the button on the credit card reader in order to stop transaction, you cannot bring dial back to stop to stop transaction, that will just stop the bay functions. 
I hope this makes sense, but in any case please send me your information that I requested and a refund will be provided for the full $20.00 to demonstrate we're not after taking your money.
