On Friday, September 16th, 2016, we were called out to the home to replace a broken riser pipe below the panel box. We informed Mr. [redacted] that we would need to replace the riser because couplings can not be installed inside of the riser pipe above grade per APS specifications. He said he...

understood. We gave him the option of us digging up the old riser pipe and replacing it for $656, or he could dig it up and we would replace it for $456. He said he did not mind digging it up so he could save on some on the cost of the project. He agreed to have us come out on Monday, September 19th, 2016 to complete the work. We arrived with the materials to complete the work, called the power company (APS) to come and disconnect their power wiring, and proceeded to replace the conduit riser. The APS electrician mentioned to the customer that we didn't have to replace the whole pipe, but only install a coupling. I informed the APS worker that according to his spec sheet, that he was wrong. According to the APS Riser Requirement Handout (Please see attached; 501. 2-1), we are not able to install a PVC Coupler in the conduit above grade. The APS guy said that he would allow it and I told him no, that I do work according to the specs and nothing else. Mr. [redacted] replied that he is selling his house and would prefer to complete the work the cheapest way possible. I informed him that the work he agreed to is the cheapest way to complete this work, and that sub par methods of repair would not be completed by my company. After the job was completed, he signed the invoice stating that he was happy with the work and the price.

There are several missing facts from the business reply and some outright misinformation.
1) They stated in their quote that they needed to replace the pipe 2 feet below ground.  The fact is they replaced it 6 inches under ground and this represents a scope change to work that was quoted in the price but not performed as quoted.
2) They stated on September 16th that they would have to do work on the power cables dealing with the 2 phase power and that experience and knowledge was required to do this work.  The fact is that the APS employee disconnected the cables from the home and Mr. Sunshine did no work on the home wires.  There was no work performed as relates to two phase power and no complications as they led me to believe in their original quote.  This is a second change to scope that was misrepresented.
3) When I questioned the employee that provided the original quote he developed a defensive posture and stated that I would have to talk to his boss.  When his boss arrived he was also unwilling to discuss the changes in scope and was rude and belligerent in his demeanor.  He claimed they charge by the job regardless of how much work or time they spend on it and was not able to discuss further.
4) Their statement that I stated I was happy with the work at the price is a complete lie.  I did in fact state that I was completely dissatisfied with the work and that the price was not acceptable for the work that was actually performed as relates to what was quoted.  I was dissatisfied with the price because of the previously mentioned scope changes.  I was dissatisfied with the work because they misrepresented the difficulty and complexity of the work in the original price quote.  I also stated that the only reason I was going to pay it at this time was because I was in the process of securing a new home loan and could not afford a financial issue to show on my credit that might adversely affect my ability to secure my new home loan to facilitate my move.

We did not reference any specific depth inside of the quote. To further discuss this point, regardless of how deep the conduit was in the ground, we were not responsible to dig up the PVC Riser. When my electrician first arrived at the home, Mr. [redacted] was not impressed with the price, because of this, we offered him a solution where he could dig up the PVC Riser, and we would coordinate with APS and replace it. He agreed, and we gave him a $200 discount off of our standard (and competitive) price of $650 for the job. Everything discussed on the quote and invoice has been delivered and completed. The statement that Mr. [redacted] was "completely satisfied with the work and price" is not a complete lie. He had an opportunity to seek other bids and expert opinions before we started the job, which he forfeited. He had the option to cancel our service, which he did not. If he felt the job was too easy, he had the option to stop the job as we we're working, and either call someone else to complete it, or complete the job himself. He states that we misrepresented the job which is entirely false. Both the quote and the invoice states that the job we were contracted for was to replace the PVC Riser. That has been completed. Becuase of this, Mr. [redacted]'s price complaint is irrelevant and an adjustment will not be granted. Regardless if the pipe is or isn't below 2 feet, that is irrelevant because per our discounted contract, we we're not responsible to dig. Regardless of the skill or intensity of the task, the contracted job of replacing the PVC Riser has been completed. If we had caused property damage, delayed the restoration of power to the home, or did not complete the contracted job, a refund or adjustement would be in completed already. Since none of these issues occured, we are not going to refund any monies to Mr. [redacted]. I have attached all documents for the job including pictures, estimates, invoices, and APS Specifications to show completion of the contracted job.
