MRA Property Management company that manages *** in Harford County, MD. Some of their staff members harbor many of the attitudes of the *** and *** The same persons that have called police on people barbecuing in parks or studying for exams in door rooms. If you challenge a staff person at MRA about the validity of their responses they become upset and accuse the customer of becoming "hostile" or "threatening". This was my personal experience and let me say, I hate to be interrupted with some presumption of what I am asking, the person still ends being incorrect.

They do not care about the community that they manage and some residents don't quite fully understand how many resident have outstanding past due balances that larger dues paying community is carrying.

Sent bill to collections, did not properly contact me for the bill, refusing to accept payment and drop collections fees.

Desired Outcome

MRA billed me $188. I was notified by mail of the bill and past due status. They failed to notify me of the bill by email, as was my requested method of contact, submitted on MRA's email contact form which they provided a while ago. The bill was not received timely by mail due to unforseen circumstances. Noreen *** at MRA has contacted me by email on other matters but not this. I emailed Ms. foe an explanation and settlement of my account, requested the collections fees be waived. Ms. refuses to take responsibility for her error in billing and proper notification. I am requesting my account be settled for $188 and collections cancelled or fees waived.

MRA did not bill Ms., the HOA that she lives in billed Ms.. She was sent 3 notices with regard to her account before being turned over for collections.

Ms. signed an Email Authorization Request form.

The first paragraph of the form states: "Your Community Association would like to provide via email, notice of Association meetings, including, proxies and ballots, as well as other membership information. The Real Property Act, MD. ANN. CODE, REAL PROP. ART., SECTION 11-139.1 requires written authorization from the owner before doing so."

As per the paragraph it is for membership information. An owners assessment account is not membership information. There is also the Fair Debt Collection Act which we are require to follow and it does not include anyone sending a personal email about an assessment account.

At no time does any HOA send personal emails about HOA dues owed. The HOA complies will all legal requirements.

The Fair Debt Collection Act is outlined on the Federal Trade Commission website. It specifies, "How can a debt collector contact me?
Debt collectors can call you, or send letters, emails, or text messages to collect a debt." MRA can review the info here -***

The bill was for HOA dues, and it was sent to me by MRA. MRA indicates the email form may be used for "membership information;" how does that not include billing when one would think HOA dues are part of HOA membership?

MRA is responsible for property management, which includes overseeing our properties and the HOA's administrative duties including billing. I was on the HOA Board; I am well aware of the business handled by MRA (or lack thereof). In addition to this billing issue, I have witnessed MRA ignore property violations and make little to no attempt at bylaw enforcement. There is no real "property management" by this company. Regardless, my position remains that MRA did unfairly send my account to collections in not following the email process which they established, thus not following the Fair Debt Collection Act.

Complete disaster of a company. Does not enforce community standards. Substandard maintenance and lawn care. Does not address homeowner concerns. Fails to pay attention to community budgets and bills putting communities in financial jeopardy. Often rude and dismissive.

A tree in the common area has fallen on my fence 4 times.I have clld & wrtn 10 yrs+ about it.Tdy I was tld MD law, it's my prblm.
Today when I called MRA, to report the common area tree had fallen a 4th time on my fence, I was told MD law states it't the homeowners responsibility, to cut up & dispose of the tree. Six yrs. ago, the tree started falling. Before that I called & wrote to pls. lop the tree(a Bradford Pear) back it was getting too leggy & would break soon. The first two times the tree fell, my husband & I cut it up & took the pieces to the yard waste center. A call & letter followed. The third time a huge chunk fell & we cut it up & placed the limbs & branches in a neat pile by the tree they fell from. Again we called & wrote the tree needed to be cut down. This last big wind storm, another chunk fell. Again we cut it up & neatly placed it by the tree. This time it damaged our fence. I called today to see why the branches were not picked up yet & that was when I was informed of the MD law & then was told by the agent '***', she was glad to know it was me & would be sending us a bill for the last time they were out. I told her that was completely wrong, because I have asked for years to have something done w/ this tree. Why can a company hide behind the law, so they can provide poor customer service?! This is totally unethical. If we don't pay the HOA fees or a bill, the HOA can take the homeowners house. I feel the HOA should pay my husband & I for cutting up their tree. Had I never reported the tree, that would be one thing. For over TEN yrs. I have called or written about this tree. Now this agent feels she has the power to extort more money from us?! The law was written to pacify feuding neighbors, not to save a big corporation money, by hiding poor service in 'loop holes' of the law.

Desired Outcome

For starters, I do not feel I should be billed for taking away branches. I want the tree ideally pruned WAY back, but will settle for it being cut down. I want the Revdex.com to look into this company & other shady dealing they may be doing to extort money from other home owners.

MRA Property Management does not make decisions for the Association. We let homeowners know what the laws are, what their governing documents state and refer things to the Board of Directors of the Association for their decision. Ms. made a formal complaint that was forwarded to HR and the President of MRA. It was processed internally and appropriately. MRA's goal is to provide excellent customer service and is regretful that this particular homeowner's experience was not as pleasant as we would hope. However, the initial concern s have been addressed and this matter has been closed.
