This is the most unhanded, shady business I have ever had the misfortune of dealing with. They can not be trusted. We were led to believe we had reached a settlement, we were even told they would send us a copy of the agreement, so going to court would not be necessary, imagine my surprise when a week later we got a judgment against us, why? because we failed to appear in court. They tell you that if for some reason you can't make a payment please contact them and they will work with, what they don't tell you is they don't respond to e-mails even though it is listed as a way to contact them and as soon as you do ask them for help they file a motion to reinstate your garnishment. If you ever have to deal with this company get everything in writing and if you can get it on the record with the courts because they will screw you if they can.

This company is very unprofessional as well as its employees to the consumers they are collecting the debt from. I voluntary called to payoff my debt and I requested for a payoff letter to be faxed to me but in order to do that I have to fax them first. Now that does not make any sense if I just gave you my personal information over the phone to pay the debt then it should not be a problem for you to fax me a payoff letter with my verbal permission. Also, it should be automatically protocol to mail me out a payoff letter but I even had to ask for that to be done. But for that all I had to do was verbally them send me a payoff letter. They both should work the same way so this company need to shape up on their policies that doesn't make sense also stop stating that this call is recorded because if it is then you have my request recorded to send me a fax copy of my payoff.

Review: In Jan 2009 Chapman Financial received a default judgement against myself in the amount of $3,893. I filed for protection under chapter 13 bankruptcy in March of 2009 and included the Chapman Financial debt. The bankruptcy completed and was discharged in January 2013. All other creditors on my credit report have now accurately corrected their entries to show "discharged in bankruptcy" or removed them all together. After 2 phone contacts and one written request, Chapman still refuses to update the court that this judgement was dismissed in bankruptcy. And in fact on the phone stated "they dont have to". This company is reckless in handling peoples credit information and does not comply with the Federal Fair Credit Reporting Act which required collection agencies to update their accounts within 60 days of discharge of the debt in a completed bankruptcy. Further more, they either dont understand their responsibilities or are just playing dumb that they dont know what is required of them. I work in healthcare and I can tell you that if I was as reckless with my patients information, as they are with peoples credit reports, I would be in jail and fines thousands of dollars. I am also filing a complaint with the federal agency who enforces the FCRA and will retain an attorney to seek damages if this is not resolved immediately.Desired Settlement: Either update the judgement [redacted] with Kootenai county to reflect discharged in bankruptcy, satisfied, or remove from my credit report all together. The fine for each occurrence of a FCRA violation per federal guidelines is between $100-$1000. I will be fair and settle for $500 for my time and energy to get this resolved.

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint. For your reference, details of the offer I reviewed appear below.

Review: I have contacted Chapman Financial numerous times trying to get information on their claim against me as well as set up payment arrangements if I found the item legitimate. On these occasions they would not give me specific information on the debt, at which time they explained to me I needed to pay this debt in full. I was very shocked that a company would attempt to collect over $5,000 from me and not give me specific information on the debt and wouldn't even accept payment arrangements if the debt was found to be legitimate. They wanted my bank account information right on the spot and were very rude in asking for this. Then to my surprise, they printed my name in the paper saying that they were suing me on Dec. 24th 2013 and I have been waiting to be served papers and have not received them yet as of 1-4-2014. I intend to call the court house on Monday and see if a date has been set without me ever being notified. I was very embarrassed to find out from my mother that my name was in the paper, this has ruined my character within my family and my community as other people have called and wanted to know what is going on.Chapman Financial is impossible to deal with and are very unethical in their practices.Desired Settlement: I would like to see the original signed agreement for the debt and a balance on the account from zero to the present. If this is a debt owed I would like for these bullies to accept payment arrangements and produce a document showing the amount of money they paid to purchase this debt. I would like compensation for the embarrassment they caused me and a public apology in the newspaper.

This collection agency is borderline evil. I understand that they are required to collect a debt, but the tactics they use while speaking to their clients is downright wrong. The account manager, Rick, is rude and belittling. They were given on-time payments for my debt and randomly decided to increase my payments by 50%. There is no reasoning or fairness with this agency. They do not attempt to work with you. I am currently speaking to a lawyer now about the legality of their collection attempts.

I received an invoice from Chapman Financial referencing a balance owed to a lab. [redacted] was the representative I reached when I called to inquire about the debt. I asked if I paid the balance in full today if he could dismiss the interest. I was unaware the debt existed for three years and it had been accruing interest the entire time. My question was a simple one and [redacted] dismissed it completely. He then went on to tell me I was "lucky" I had received any statements at all as they don't have to send them. He started being unnecessarily rude. I asked to speak with someone else. He started lecturing me about how the company doesn't have to this or that. It took me asking to be transferred at least 10 times before he did. I am still shaking I'm so upset. I called to pay the bill and he made me feel like a total deadbeat. It was uncalled for. [redacted] is NOT an asset to your organization.

Review: This company is trying to collect a debt that was paid in full over 7 months ago. My husband and I have told them repeatedly that we paid this bill and even provided the check number, amount and date. What more do they need? Chapman financial has no problem calling us and sending bills to us when one phone call to the hospital would clear-up the whole matter. Do these people not communicate with the people who hired them for a period of more than 7 months? I called them to dispute the bill and asked for proof of the debt and was told that they could only provide proof from November 2012. Really? Almost a year ago when I did owe this bill but nothing more current? It is clear to me that Chapman financial is completely aware that this debt has been paid and for whatever reason, chooses to pursue the matter. Isn't it fraud to try and collect money that is not owed to you? In addition, Chapman financial is now reporting negative information to the credit bureau. I asked the Chapman financial lady on the phone what they would do with the money if I did send it to them? She said they would send it to the hospital and I said so you would have me pay the same bill twice and she said yes. Unbelievable, common sense has completely disappeared from this world!Desired Settlement: For Chapman financial to stop collection efforts and remove any information from any credit bureau that they have reported to.

The lady is rude. We have been nothing but polite. She called my husband stuipid and plain refused to take a payment. I asked her over and over to please take a payment and she refused and kept yelling at me. I told her I was having a panic attack from her yelling she wouldnt stop. She kept saying to pay her over and over but every time I asked her to take my card info she would talk over me and say I was yelling and beING rude. She eventually hung up. Never let me pay. How am I supposed to pay my bill when they refuse to take my info. You can't yell at me saying I owe you money than yell me when I ask to make a payment . I felt like she was trying to bully me into giving them tax money instead of making my normal monthly payment

Review: I have been making $25 monthly payments to them and noticed that my bill is going up instead of down and when I called to inquire about it I was told I had to make larger payments or it would continue to go up, this makes no sense. We send payments that we can afford as I am disabled and have no income, and my husband is retired.Desired Settlement: I would like my payment to count!

Review: BELOW IS THE LAST CONRRESPONDENCE I SENT THIS COMPANY: Ac# [redacted] HEREBY DECLARE MY INTENT TO SUE To whom it may concern, The last correspondence I sent you company on March 21, 2013 pertained to a demand for validation. Your company has failed to provide me validation of the accounts and at the same time persevered with reporting them on my credit report. This is a blatant violation of Fair Debt Collection Practices Act (FDCPA Sec 809). Hence, I hereby declare my intent to bring suit against your company under the regulations, due to your continued collection activity and failure to remove the accounts from my credit report.Desired Settlement: I am allowing you a period of 14 days to remove the accounts from my credit report, after which I will pursue this matter in Superior Court. I have brought this matter to the attention of the Attorney Generals Office. You may only correspond with me by mail and are to cease all collection activity pertaining to this matter.

Please be advised that in response to Ms. [redacted] complaint, the validation of said accounts has been sent to Ms. [redacted]. As a courtesy, all accounts have been removed from her credit file. In addition, Chapman Financial Services of WA, Inc. has noted Ms. [redacted]’ request to correspond only by mail and cease collection activity. A copy of this letter is being provided to Ms. [redacted].

This collection agency has called my home at least 6 times in the last month. They always leave a message which states that they are a collection agency & that I'm to call them back at 877-528-5077. There is never a reason given or who they are representing. I have never received anything in writing from this company and I do not have any outstanding debts. I consider their calls a nuisance & very annoying. Is it not proper to receive a notice in writing first before calling?

I am writing to inform you that I am not impressed with one of your employees, [redacted] (unknown spelling). She has a very poor attitude and has an insulting and rude tone to her voice. I understand you are a debt collection company, however, being rude to people surely isn't the way to go about collecting debt. Obviously, people sometimes struggle with debt and its not a picnic for those it happens to and when they have to talk to someone like her, it just makes the situation worse. While speaking with her, she said "this isn't customer service". So does that mean it gives her the privilege or right of being rude and condescending to people? I am guessing she is not perfect and has probably experienced her fair share of hard times too.
She has been rude not only to me, but my wife to the point of bringing her to tears. That is unacceptable and should not be tolerated by your company! You may work well with clients who you assume debt for and provide excellent "customer service" to them, but I would encourage you to do the same to the people you are attempting to collect debt from. You may see that you have more positive results and less suits being filed as well in a further attempt to collect the debt.
I know that I have just paid my account balance in full online, and it would appear that her tactics have worked. The only reason I placed the balance on my credit card (which continues to compound the issue), was to save my wife any more negative credit reports and negative contacts with your company.
I know this will probably fall on deaf ears and nothing will be done, since that's the nature of the business, but I felt it necessary to vent my frustrations to whoever receives this message in hopes of possibly gaining some sort positive result.
