Please be advised that Jones Petrie Rafinski (JPR) is contracted with [redacted] (District) to provide their monthly billing service to all customers within the...

District. Their customer list was provided to us by the District and all decisions regarding late fees and charges are determined by the District. It is our belief that Mr. [redacted]'s complaint is with the District and not JPR.
When Mr. [redacted] contacted JPR to advise us that he was not receiving his invoices for his properties it was determined that we had a different address then where he wanted them sent. All invoices were being mailed to a previous address Mr. [redacted] had lived at in [redacted] During the time we had mailed invoices to Mr. [redacted] and late notice letters not one of them was returned as undeliverable. Therefore, we believed he was receiving those invoices and late notice letters. Mr. [redacted] then requested that his late fees be waived due to him not receiving the invoices I informed him at that time that I did not have the authority to remove those fees and it had to be approved by the District. I forwarded his request to the District and emailed Mr. [redacted] asking that he put his request in writing and email it to [redacted] who works for the District and the District would review it at their next board meeting on April 7, 2016. (See attached Exhibit A)
The board then unanimously denied his request to waive the late payment charge and advised Mr. [redacted] of this by letter dated April 8, 2016. (See attached Exhibit B)
Mr. [redacted] was not happy when he received his letter and emailed myself and [redacted] as to such. (See attached Exhibit C) With that email the District decided to look further into his request. They discovered that Mr. [redacted] had changed his address with Kosciusko County back in October 2013 and they had given JPR a wrong address. They decided on April 13, 2016 to waive the late fees on both of Mr. [redacted]'s accounts. A letter to Mr. [redacted] was prepared and mailed on April 14, 2016 advising him that the fees were gong to be removed from both of his account. (See attached Exhibit D)
JPR made an adjustment to both accounts of Mr. [redacted] and at this time he only owes the current amount of the monthly fee of $11.20 on each account. (See attached Exhibit E & F)
Therefore, I believe since the late fees have already been waives, which is what Mr. [redacted] had originally requested in his complaint as wanting done in order to resolve the complaint, this complaint has already been resolved.
