I could not complete the application because there always technical difficulties or the sight was down for repair. There is a time limit in which you have to complete the application process. I have been trying for over two weeks. When I contact the Customer Care Center it's always "we understand, please try again later". I've tried and I've tried and I've tried to no avail. I ask one of the Customer Care Center associates if I could complete the application by phone since there seem to be so many technical problems. I was flatly told "no".
