Review: 04-04-15 my car was stolen. I called 911 and made a report with CHP. 04-05-15 my vehicle was recovered, and in operational condition. I received no notification. 04-09-15 Nieghborhood Enterprise Towing sent first class mail,a "Notice of Stored Vehicle/Amnesty Offer" and "Notice of Pending Lien Sale". 04-13-15 I received in my mailbox, these notices from Neighborhood Enterprise informing me they had towed my car!In order for me to have my stolen vehicle returned to me, I would have to Pay Bill In Full $515.00 ($195 for Towing, $250 storage to date 04-09-15 at the rate of $50 per day, and $70 cost to conduct a line Sale.) If I was unable to Pay In Full or in there words, Reclaim My Vehicle, I Can Participate In there Amnesty Program. Pay Neighborhood Enterprise $545.(towing fees plus seven days storage), before the date of the sale, and give them title of vehicle.They Would Wave The Deficiency Claim! IF I Do Nothing I Face a Collection agency AND I OWE Neighborhood Enterprise a total charge of $3265.00 for (towing and lien processing costs)and up to 60 days storage. Oh yeah I almost forgot, less amount received from sale of my car. My car was stolen and now it is being stolen again. I am a licensed insured driver, my registration current. I have never been in an accident. I have never had a DUI. I am 100% disabled and exist on a fixed income that is 200% below the federal poverty line. I was unable to attend a high stakes FCS Custody Hearing and I have lost my child. My home is set for foreclosure sale 05-08-15. $430 of my disability check was in the car! l cannot even go to the grocery store. I am NOT a criminal why am I being punished? I have done nothing wrong? MOST IMPORTANT DMV requires this notice be sent 31 to 41 days before date of sale CERTIFIED MAIL, RETURN RECIEPT REQUESTED or US POSTAL SERVICE CERTIFICATE OF MAILING. Neighborhood Enterprise Towing will not negotiate any charges taking that into consideration, or the fact my car sat in their yard for 4 days before sending notice.Desired Settlement: I am a victim of a vehicle theft. I should be overjoyed my car was found.Instead, I WOULD RATHER HAVE SEEN IT DESTOYED BY THE FIRST THIEFS THAT TOOK IT INSTEAD OF THESE BANDITS!!! Shame On You Neighborhood Enterprise. You are negligent and failed to properly notifying me in a timely manner that you had my vehicle. You did not follow DMV stolen vehicle users manual. I was not properly mailed notices. My car needs to be returned to me. I agree to pay the towing fee of $195.00 Period.

On 04/05/2015 at 16:14 we were requested by CHP to the location of [redacted], Sacramento CA. We were requested to recover a stolen vehicle. We were dispatched to the scene and arrived back to our tow yard one hour later. Our contracted rate is $195.00 per hour with $50.00 of storage fee per day. As for notification to registered and or legal owners CHP notifies them at the time of recovery or after recovery. Per vehicle code law we cannot start a lien for 72 hours. We also notify all interested parties which by law we are not required to notify all interested parties for up to 15 days. Neighborhood Enterprise Towing never received a phone call or communication about reclaiming this vehicle. (97 [redacted] Green) With every lien package submitted an amnesty option for those who choose not to reclaim their vehicle is also attached. In this case Mr. [redacted] chose to contest the lien therefore giving us no choice but to file court action.
