those examinees to another test center Registrants are advised of the possibility of travel and/or a center reassignment both on the Admission Ticket and on the Test Centers page of the NCBE websiteAs stated: “The *** is administered in over test center locationsTest center choices cannot be guaranteed, and travel may be requiredOccasionally, it is necessary for LSAC to reassign applicants to another test center after Admission Tickets have been issuedIn this case, LSAC will notify the applicants by email and post new Admission Tickets to their *** Accounts.” I’m sorry, but all fees for the *** are nonrefundable and nontransferableThis information is available to *** registrants on the Registration page of the NCBE website. I am rejecting this response because:Dear [redacted], I would like to request then; where on their website there is terms and agreement, which explicitly states, “It is the candidate’s responsibility to be aware of the refund policy and deadlines associated with their LSAT registration.”  Instead, the representative pointed to the whole of the website. “The excerpt that the candidate provided in his communication to you is incomplete.”  Please note that the representative intentionally misrepresented in her statement by showing a page not displayed, when registering for the LSAT or one added later.  I have taken the liberty of attaching a screen shot of the page and the quote that addresses the December exam. http://www.lsac.org/jd/lsat/test-dates-deadlines/2016-2017/us-canada-dec. This page refers only to deadlines and although helpful does not appear in the process of registering for the exam. “The candidate also referenced in his response information from our webpage regarding withdrawing your registration up until the day before the exam. The information provided by the candidate regarding this is also incomplete. The complete statement on our website regarding withdrawal of an LSAT registration is as follows:  “After the Test Date Change and LSAT Registration Refunds deadlines have passed, you will be able to withdraw your registration on the LSAT Status page of your LSAC.org account. This option will be available until 11:59 pm (ET) the night before the test. If you withdraw your registration, you will not receive a refund. You will be required to pay the full registration fee if you register for another test date.”” This complete statement is again on a different page presented to me when registering or seeking to withdraw.  I have also provided screen shots that actually prevented me from withdrawing on the 9, and 10th. Would it not have been simpler to maintain good customer service to direct me to where I could have received a refund, or warned me of an impending deadline?  Would LSAC not have been more judicious to place a warning on the front page?    http://www.lsac.org/jd/lsat/withdraw-test-registration “As previously stated, the LSAT refund policy and deadline information was available to the candidate on our website. It is unfortunate that the candidate did not review that information in a timely manner to meet the deadline; however, the deadline has now passed and a refund cannot be issued.” As with previous statements made by LSAC, they seem to place all the responsibility on the candidate who is the customer and none on their methods of communication or lack there of. Please note that this complaint been filed with the Attorney Generals of the state of Pennsylvania and Delaware.  I am also filing a complaint with the FTC and will be filing a complaint in small claims court in Miami Dade County. Please let this serve as LSAC’s response to [redacted]’s complaint.
 
Every LSAT exam registration period has both a regular, and late registration deadline. All candidates who register for the exam during regular...

registration are required to pay the registration fee of $175 in order to register. Candidates who register during late registration must then pay the late registration fee of $72, along with the $175 registration fee. Please refer to the link provided below for a complete list of all LSAT administration dates and deadlines, posted on our website 24/7.

[redacted] was approved for LSAC’s fee waiver on 3/10/2014. Each approved LSAC fee waiver includes two LSAT registrations free of charge, however late registration fees are not covered by the fee waiver and still must be paid. The fee waiver also includes free registration for LSAC’s Credential Assembly Service (normally a $170 registration fee), a free copy of the LSAT Super-Prep (normally a $24 publication) and four free law school reports (normally $30 apiece). Please refer to the link provided below for complete information regarding fee waiver policy, and what it includes.

On May 12th, [redacted] spoke with Barbara, an LSAC candidate services supervisor, and was told that the late registration fee could not be waived, as it is not covered by the fee waiver. She also informed him that he had until May 13th, by 11:59 pm eastern time to register for the June 2015 LSAT. Barbara gave him her direct phone number to contact on May 13th if he wanted to register over the phone during business hours. She noted in his file that she was expecting him to call her the morning of May 13th in order to register. She did not hear from [redacted], so she called him directly to attempt to see if he wanted to register for the June LSAT, but got no answer. She then left him a message, informing him that he could register online through his account up until 11:59 pm eastern time on May 13th. Candidates may register online through their accounts, or may do so over the phone with a representative. Online registration can be completed at any time, as long as registration is still open.
 
[redacted] did not call LSAC again until 5/15/2015, after the late registration deadline had passed. At no point did Barbara say that she would provide an ‘override’ to register him for the June LSAT. Further, no such action is possible. Once the late registration deadline has passed, no one may register for the LSAT exam for any reason. This policy is enforced without exception. [redacted] had over 24 hours after speaking with Barbara on 5/12 to register for the June exam.
 
As stated previously, LSAC’s fee waiver includes four free law school reports. Once all four have been used, the $30 report fee is then applied for all subsequent reports to be sent out. [redacted] asserts that the report fee was applied after he submitted his complaint, however that is not the case. Our records indicate that his four free law school reports had all generated, and were sent out prior. One report was sent on 3/16/2015, one was sent on 4/1/2015, and two were sent on 4/8/2015 respectively. The law school report fee was then applied because all four of the free reports had already been used.
 
On 5/15/2015, [redacted] spoke with Barbara again and insisted on speaking with another supervisor. He was called back several minutes later by Mary, another supervisor in candidate services. Mary disconnected the phone call after repeatedly being told to stop talking by [redacted].
 
LSAC is committed to providing courteous, accurate, and professional service to candidates. At no point was [redacted] spoken to rudely, unprofessionally, combatively, confrontationally, or provocatively, in [redacted]’s words. He was given very clear information regarding the fee waiver, the late registration fee, and the late registration deadline.

for LSAT Registrants, certify that they have read the LSAC Policies & agree to be bound by them, and are also aware that they will be subject to LSAC’s Refund Policy should they choose to cancel their registration at a later date. They cannot complete their LSAT registration without checking that they certify that they have read the Notice for LSAT Registrants. A link to LSAC’s refund policy is provided during the registration process, and states that the LSAT registration fee is only partially refundable, due to the fact that processing costs are incurred in the registration process regardless of whether the applicant actually takes the test. On the partial refund request form, it is again stated that LSAT fees are only partially refundable due to the fact that processing costs are incurred in the registration process, regardless of whether the registrant actually takes the test. Those requesting the partial refund must sign & date the partial refund request form, confirming that they authorize LSAC to process the refund of their LSAT registration, certify that they have read LSAC’s policies, are aware that their account will be refunded, and that their registration will be canceled in accordance with the published refund policies. Please find a copy of the partial refund request form attached. As such, all LSAT registrants are made aware of the LSAT partial refund policy when they register to test, and also when they submit the partial refund request form should they choose to do so. This policy applies to all LSAT registrants who elect to cancel their LSAT registration by the partial refund request receipt deadline for the LSAT administration they’ve registered for.
