I have reviewed the response made by the business in reference to complaint ID# ***, and have determined that my complaint has NOT been resolved because:
My complaint has not been resolved bec**se no deposit was returned I expected a full refund for the following reasons Firstly, no DeptOf Building permit was ever submitted or applied*** *** Energy Services work orders are free An inspector comes to location free of charge (***)Secondly, no equipment or labor was ever provided. Thirdly, David Y** is the one that hired Allan T***, who could not deliver the job at the price described in the estimate Finally, David Y** claimed to be the middle man, however the deposit was given to David Y** and not Allan T***Therefore is the reason he should be the person responsible in returning the deposit

My complaint has not been resolved bec**se no deposit was returned.  I expected a full refund for the following reasons.  Firstly, no Dept. Of Building permit was ever submitted or applied. [redacted] Energy Services work orders are free.  An inspector comes to location free of charge.  ([redacted])Secondly, no equipment or labor was ever provided.  Thirdly, David Y** is the one that hired Allan T[redacted], who could not deliver the job at the price described in the estimate.  Finally, David Y** claimed to be the middle man, however the deposit was given to David Y** and not Allan T[redacted]. [redacted] had given me $1000 as a deposit to hire an electrician Allan T[redacted] to add 2 more electric meters for his house. Since the amt. was in cash so I had issued him a receipt. I remembered on my receipt there is no statement in the case should there be any refund since the same amt. I had...

received from Steven, I have given the same amt. to the electrician, & most importantly, I have no control over this matter except to follow up. As a matter of fact, I had helped the 2 parties to make the connection & had zero dollar benefit on top of it. The reason I did that because I was just hoping I could get some renovation work that may come along. At around the same time, Steven had actually asked me to go to his house to give him an estimate for some exterior walls repair & window replacement. I did & I had given him a free estimate with a competitive price but he had given the job to some other contractors, which is okay. After t he electrician received the $1000. he had conducted an electrical inspection. As a result of the inspection, I was told by the electrician that the dept. of buildings require new holes to be drilled in order to install wiring for the new meters. I can see on Steven's complaint statement he is saying that the digging is up to the electrician. For that detail, to be honest, I will not know if it is really required by the department of buildings but I have seen that was being done on the other jobs. Anyway, Steven did not tell me to cancel the job but he told me to put the job on hold after 2 weeks. I had managed to negotiate with the electrician on the behalf of Steven for a refund but I was told that the inspection had already been conducted & since he got paid for only a min. $1000, there will be no refund. The electrician had clearly stated that the had provided the part of the service & had spent the time on the application. For this matter I was only acted as a middle man which had taken no money from Steven. I had also received threatening message from Steven & I had to ask him to stop doing that, and he did.

Review: On Feb *, 2015 I paid the CEO of NEW TREND CONSTRUCTION INC, David Y** a deposit of $1000 convert 1 electric meter to 3 new electric meters on my property. The total cost of the job is $3500. The price includes all Dept of Building permits, materials and labor. March ** David's electrician, Allan T[redacted] came on site for the first time with ConEd inspector. Allan T[redacted] said he needs to dig up the driveway to complete the job, which is an additional $2500. During this time I talked with ConEd energy services to find out if it is mandatory to dig up the driveway, they said it is not and it is up to the electrician. I notify David Y** on April * to put the job on hold, while I seek another solution. On April **, I sent certified mail seeking my refund of $1000, which I have not received at this time.Desired Settlement: I would like my deposit of $1000 return in full, because no Dept of Building permits, materials or labor was ever provided.
