Defective concrete delivered resulting in cracked concrete on June 1, 2020 Newport Paving and Ready Mix, dispatched two loads of ready mix concrete. Load A was dispatched at 7:04 AM and a second load, load B, was dispatched at 9:09 AM ticket numbers 209347 and 209350 respectively. 5 minutes per cubic yard is allotted to offload the truck before additional charges are imposed. Both trucks were offloaded in a timely manner and no additional charges were levied.
The temperature on June 1, 2020 was 50 degrees in the morning with a high of 81 degrees.
Load A was poured and finished without any issues. Load B was poured and finished and was cracking before the concrete finisher had loaded his tools and left. Before leaving the concrete finisher noted the crack and recommended misting the concrete. All concrete was misted several times a day for 7 days. After 7 days Load A was fine while the cracks in Load B had widened.
I called Newport Paving and Ready Mix Quality Control (QC) and was told the QC person was out of the office until the following week. I called again the following week and a QC representative came to the site and took pictures of the cracks (Load B). It was quite evident where Load A stopped an Load B continued. The Newport Paving and Ready Mix QC Representative told me he would give the pictures to his boss who would in need to come out and look at the concrete. I called a two days later and the QC representative told me that he had given the pictures to his boss, but had not heard back. He said he would check into it. I called again a few days later when I hadn't heard anything from the QC representative or his boss. At that time I was told by the QC representative that his boss had looked at the paperwork and he didn't see anything wrong. The pictures readily showed the length and nature of the cracks. Both truck loads were poured the same morning under the same weather conditions, by the same concrete finisher and misted for 7 days. There is no reason for Load B to have cracked other than a bad concrete mix.

In response to the complaint listed above, I will first apologize for the slow response to his questions, it was a tough time for the QC department with vacations and projects underway. We take pride in our service to our customers and regret this incident happened as it did.
We have examined the batch tickets for both loads, and at the bottom of the delivery sheets left at the jobsite, you have a list of the batch ingredients and amounts, with variance from the design posted. Both of these loads are well within the tolerance for this mix, with the highest variance in any of the materials being less than 1.5%, making the two mixes almost identical.
There was a question raised about "Hot Concrete"; a term used for leftover concrete added to a new load and sent out as fresh concrete. A practice not followed by Newport Ready Mix .The first truck , batched that morning #10276 went to this jobsite , and was batched at 7:04 , the second truck #10277 batched at 7:32 went to , the third truck #10208, batched at 8:06, went to , and the fourth truck, #10203 , batched at 9:09 came to this job. There was insufficient time between loads to go anywhere but their intended destination, it was a 45 minute drive to the site from the plant.
We included the weather report for that day and call attention to the 20 degree ambient temperature gain from 9am to 3pm. Also note that the wind peaked at 13 mph at 9:00 am and remained above 6 mph until 1:00 pm, with gusts occurring all afternoon. These factors create drying conditions that affect the surface of the concrete. The cracks that developed "before the finisher had loaded his tools" are called "plastic shrinkage cracks" and were caused by these conditions and could have been corrected by reworking the surface of the concrete and "closing" the cracks. The "misting" of the concrete was a good idea if the misting was continuous and the surface not allowed to dry. Wetting and drying conditions put the concrete surface under stress causing the tiny hairline cracks that you can now see upon close examination of the surface, these are called "spider webbing", and cover the surface of the concrete. These are seldom harmful and often cannot be seen until the surface becomes wet.
An issue with the plastic shrinkage cracks is they can became much larger cracks unless "joints" are cut in the concrete within a few hours of placement. The drying shrinkage cracks become the weak spot and the concrete relieves the stress of drying by developing a crack that starts in the shallow drying shrinkage crack and grows deeper and longer. According to the American Concrete Association, joints should be sawed into the concrete at a ratio of "2.5 times the depth in feet", (4" thick concrete should be jointed every 10 ft.) and the joint should be cut to 1/3 the depth of the concrete. The joints placed in this particular case were placed with a hand tool, a good way to ensure a proper joint but if not deep enough or within the spacing requirement, the plastic shrinkage becomes the "weaker" spot and the cracks form there instead of in the tooled joint.

Again, thank you for alerting us to the situation, we regret that this incident occurred, but we do not see anything that we could have done to change the outcome, this is a finishing problem, a weather ignored problem. We regret this occurred, please let us know if there is something we missed.
