As a result of the substandard job that Nicolls performed on my home, the California State Contractor Licensing Board issued Nicolls a citation (#[redacted]) and $4,350 fine. The specific violations were: 1) abandoned project without legal excuse; 2) willfully disregarded the project plans and specifications without the owners’ consent; 3) failed to comply with the law regarding home improvement contracts; and 4) failure to secure Workers Compensation coverage for his employees.
Previously, I filed a complaint with the California Contractor State Licensing Board (CSLB) claiming fraudulent billing, substandard workmanship and breach of contract. The CSLB reviewed my evidence and determined that a full investigation was warranted.
As soon as I filed my claim with the CSLB, Nicolls immediately canceled his general contractor license (871645) and bond (Old Republic Surety Co.) and obtained a new general contractor license (1003454) and bond company (Business Alliance Insurance Co.). The new license had the exact same classifications as his previous license (B-General Contractor and C45-Electrical Signs).
