I originally started looking for a new apartment in August of 2015 and saw a listing
online for an apt managed by Noble Real Estate so I called the telephone number associated with the listing and spoke with Simon S. He informed me of all the items I needed in order to rent from them and set up a time and date for me to view the property - which he was not present for mind you and the showing was conducted/hosted by the tenant that was still living there. I decided that I like the property and it was what I was looking for in an apt. I then got together the deposit and scheduled a time to go to the property management office (half an hour away from where a I worked and lived at the time) and when I walked in the door and explained who I was and what I was there for, they acted like they didn't know I was coming (even though I had previously told Simon) and to top things off, Simon wasn't even the one who signed/witnessed the signing of my lease agreement. Not only that, they made me wait for two hours in an office before someone sat down with me to go over the lease agreement. While we were reviewing the lease agreement, there was a page that was designated solely for their pet policy requirements. I asked how much the pet deposit would be since I was military and was curious if they had a discount or an exception to the policy because of that. The lady (I don't remember her name) explicitly informed me that I didn't need to pay any pet deposit at all since I was military.
I moved in in the middle of September 2015 and approximately a week and a half after moving in, the apt upstairs had a massive leak in the plumbing system which in turn flooded my entire kitchen from the ceiling and the light fixtures attached. I submitted a maintenance request and the handy man contacted me and came out to look at the problem. He told me that it could and would be fixed.
Early November rolls around and I submit a request to be a foster parent to shelter dogs (IAW the breed and size restrictions delineated by Noble Real Estate, TYCO Property Management, and the City of San Diego) through a non-profit shelter. The POC (point of contact) at the shelter emailed me and informed me that he had tried no less than six times to get a hold of the POC I listed on the form (Simon) and that he needed the approval of the property management company in order for me to be a foster parent to any dog or cat. I emailed Simon right after that and asked what the hold up was. He called me on my phone approximately five to 10 minutes after getting my email and informed me that it was not possible for me to be a foster parent WITHOUT paying a pet deposit. I replied by telling him what the lady had explicitly told me during the signing of my lease and that since I was in the military, I wouldn't have to pay a pet deposit. He then proceeded to be extremely rude, disrespectful, demeaning, and completely downgraded me by telling me that their policy had changed since the signing of my lease and that I MUST understand where he [the company] was coming from and that they don't have time to sit around typing up letters about policy changes all day long. I replied by informing him that is not how business contracts work and explained to him that if a company that deals with customer service (such as theirs) needs to change a policy that affects all their customers, then they need send out a letter stating that a certain policy has changed and is effective for said accounts immediately upon receipt of the letter. Or that you have all your customers come in to the office and sign a new form with the updated policy information. He fired back at me and repeated that they didn't have time to sit around typing up letters all day or re-typing their policy forms and that I MUST understand that they have gotten burned in the past by the same pet policy that I signed. So I told him that we had come to an impass and hung up.
January 2016 comes (new years) and the office was closed the entire new years weekend. I know this because I drove half an hour to Spring Valley each time to try to drop the rent off and no one was there. When I am finally able to drop the check off, I was informed that a late fee had been applied to the account (which shouldn't have even happened according to their own lease of a three day grace period, but we won't0 go there). I said, well this is the rent and your office was closed all weekend. No sooner had I said that when a man (Joseph who worked/works the front desk with the other lady jumped up and interrupted so rudely and disrespectfully that I was quite surprised he even had a job (again, we won't go there) and informed me that the office was indeed open and that he was there those days. I said "well I was here at 1400 yesterday and no one was here". He tried arguing some more, so I cut the visit short and left in order to go to the bank yet again that week to get more money this time for the late fee (which again, shouldn't have been applied). On my way to the bank, I call a friend of mine and told him what was going on. He said he was going to call the office and talk to this Joseph. We hang up, ten minutes later, I get a call back from my friend saying that Joseph and Noble Real Estate were officially on his list due to how rude and disrespectful (seems to be a recurring theme with all the employees at this company, but again.....we won't go there) Joseph was to him and that he believed me. About 15 minutes passes and I get yet another phone call-this time from Joseph-telling me that my friend called him and was rude to him and that my friend hung up on him and threatened him and proceeded to tell me that my friend had no right or reason to call him like that. and I simply replied to Joseph and informed him that my friends try to help me when they can if I ask for it and that according to the very lease that I signed, I should not have to pay for a late fee. We hung up yet again and yet again five minutes later, he calls me back to inform me that he waived the late fee for me and that he can't do it again.
Fast forward to April 2016 when I got orders to the east coast. I went into the office and informed them that I intended to move out and break my lease early due to me having orders. The lady at the front desk said that wasn't a problem and asked if I wished to submit my form of Intent to Move Out. I said that I would like to do that and told her that I would be moving more than 30 days from then. She told me that wouldn't be a problem and that she'd make a not of it in her computer. She had me fill out the paperwork and sign it. I asked again if it was too early to submit the request, and she said no it would be fine. So I believed her. In that paperwork, there was a section stating that I was to show the property to potential future tenants (while I was still living there) without hindering the re-rental of the property and a checkbox next/near it asking if I wished for the property manager (Simon) to be present for it. I checked the box.
May 2016 comes and I hear nothing from Simon or Noble Real Estate in regards to a pre-move out inspection or anyone coming to view the property. One day after I've gotten back from work, I hear rustling and rattling on the screen door outside, so I go investigate. Simon was there posting a letter of 24 hr notice of intent to enter the property. He looks up at me through the screen door and says my name with a question mark as if asking if it's really me. I replied by saying yes, how can I help you. He then informed me that he and Noble Real Estate had been trying to get a hold of me for quite some time about a pre-move out inspection and that I had not gotten back to them (again.....they hadn't contacted me at all up to this point). He also informed me that the the walk-through with the tenants was the next day at 6:30PM and that he would be present for it like I had checked on the form and proceeded to rudely remind me that I was in no shape or form to hinder the re-renting of the apt. The next day rolls around and I'm in the master bath doing last minute cleaning and the doorbell rings multiple times at a rapid pace (almost like an impatient little kid hitting the button multiple times in a row at his/her friends house) so as I'm on my way to the front door (from the master bath through the master bedroom then through the hallway and then through the living room) I hear what sounds like someone opening the door with a key. I open the main door to see Simon there with the screen door open. He looks up at me and simply says while holding a key in his hand "I have the master key". I was livid due to the fact that he hadn't even trie to call me up to this point in time, only gave me 24 hour notice, and then had the absolute nerve to let himself in after I said and agreed that I would be present for the showing. During the showing he let himself into the garage without me being there as well.
May 30th comes and I call the office before going into the bank to get the cashier's check for the rent in order to see how much my rent was going to be since I was leaving sometime in the beginning of June. The lady on the phone had no idea what I was talking about, put me on a ten minute hold and when she finally came back, she said "Oh, you're returning the keys today, right?" I replied in shock with no, I wasn't and that I had submitted the paperwork a month prior and there should have been a note in the system about me leaving in June. We go back and forth about the issue, and once finally resolved the "granted" and extension to the checkout/termination date (as if it was my fault). I accepted (not like I had any other choice), and moved out on the date I had originally told them.
June 2016 comes and I receive a security deposit in the mail. I open it and it is not at all what I expected in regards to one particular item. When Simon did the walkthrough with me (just him and I), I told him that when I moved in, the kitchen sink was in the condition that he was seeing it then and there. He told me very clearly that the kitchen sink was not a problem. Imagine my shock for a moment when I look at the itemized receipt for repairs, to see kitchen sink resurfacing. Hhhhmmmmm, that's very interesting.

Noble Real Estate Services is comprised of very rude and disrespectful employees who don't know anything at all about customer service. There should never be a time where a current tenant of any property should be made to show the property to potential future tenants (I didn't argue it because I had signed that I agreed to that in my lease prior to knowing what I was getting myself into). They don't take pre-dated personal checks (which for someone in the military who travels, this is somewhat of a necessity). Simon is never at his desk or near his phone and can hardly be reached by that. (Honestly, most of these in this last paragraph aren't even opinions, they're all facts). I will never ever rent from this company again. I almost forgot...last but certainly not least, since when is a property allowed to be managed by two property management companies? The apt I was renting was in a complex that was divided up in to a co-op. The entire complex is under the management of TYCO Property Management, but the owner of my unit decided to go through Noble Real Estate Services (I have no clue as to why, but whatever). I don't even know how that is legal. I really have no idea how this company has stayed in business at all. Simon should have his real estate license revoked forever more in every state in this country and be fired from Noble Real Estate Services, Joseph should simply be fired or moved to a job where he's in a room in the back of the building filing paperwork in various filing cabinets.
