Amended Complaint:
Complainant registered and paid for six credit hours at Northern Virginia Community College (Annandale location) on or about 10/15/2014, the last day of registration and a couple weeks prior to withdrawal date. The Community College is not...

accredited. Complainant filed for FASFA under the aid and guidance of three members from the Financial Aid Department. Complainant was found eligible by FASFA and a Financial Aid staff member observed the online eligibility manifestation by virtue of his aiding Complainant with his filling of the online request form. Complainant immediately upon notice of eligibility expressed to the staff member that he was ill and on medication, unemployed, a recent law graduate with about $165,000 of FASFA debt, an alumni, and a veteran, and, expressed that if The Community College was not planning to award FASFA then he would be forced to withdraw for financial and health reasons. The Financial Aid staff members at various times made oral manifestations that Complainant might be awarded the FASFA. The Complainant manifested to each Financial Aid Staff member that he was relying to his detriment on the FAFA and that at equity should reasonably delay the withdrawal period upon notice of whether The Community College would award him the FASFA. On or about 11/10/2014 Complainant had corresponded several times via oral and email manifestations with the Business Department over a two week period in regards to the matter but the department delayed on the decision. On or about that day Complainant sought and was given supporting email manifestations by one Raphael S[redacted] from the Financial Aid Office directed to one Abbie B[redacted] from the Business Department that Complainant should file an LEX. Mr. S[redacted] told complainant that there had been an administrative error and the Complainant could not be given FASFA due to his high debt. Complainant filed the LEX, under the recommendation of Mr. S[redacted], with the Business Department along with Mr. S[redacted]'s manifested "aid" recommendation, on or about 11/10/2014 in support of Complainant’s request for equitable refund or monetary credit toward the next semester. One F.R. T[redacted], the supposed director of the Business Office, denied Complainant's request on the fraudulent basis that Complainant should have filed the LEX on OCT 15, 2014. Complainant alleges breach of contract and fiduciary duty and systematic fraud and either demands specific performance of service, or, a refund that should be paid to the private party that paid Complainant's tuition via check or money order. Currently, Complainant is subject to a pending retaliatory student conduct hearing filed by Abby B[redacted] even though her supervisor F.R. T[redacted] manifested to Complainant that there was "no basis" for the student conduct hearing. F.R. T[redacted] continues to shift the burden of a review to vaguely posted procedures which are not procedures but substantive reasons for a refund to be given past the refund date; "extreme financial hardship" being one of them and NVCC has Complainant's FASFA eligibility request. F.R. T[redacted] seems to be under the false belief that Complainant must prove that he is an unemployed professional student. Complainant demands either a refund toward the private party that paid for Complainant's education, or, a monetary allotment toward his tuition. Complainant demands that NVCC dismiss the retaliatory student conduct hearing filed by Abby B[redacted] on the basis that F.R. T[redacted], her supposed supervisor, manifested to Complainant that Abby B[redacted]'s accusations had, "no basis." These allegations were shared with Steven M[redacted] who oversees such matters and he is still trying to push Complainant into a kangaroo panel for the purpose of slander and not for the purpose of resolving evident miscommunications.
