Greetings, Northwestern Utility Billing Service is a 3rd-party billing company who contracts with owners of apartment complexes to bill tenants for a portion of their utilities We offer types of billing methods for water, Sub-metering and Ratio Utility Billing System (RUBS) billing When the construction of a property does not allow for water sub-metering then the next option is to offer RUBS billing, which is the case of the property where Mr [redacted] resides In order to calculate a tenants bill under the RUBS method, we allocate a portion of the water bill to each apartment based on the number of people in the apartment Typically there in an allowance deducted from the master meter water bill which is attributable to "common area" usage, ie; laundry rooms, irrigation, pools, etc At this particular property, the allowance for common area is 20% Therefore, the tenants are being billed 80% of the water charges, collectively There is never a profit made by the Owner of a property when billing back for utilities, as the WOULD be an illegal business practice Mr [redacted] states that he is being billed for occupants incorrectly If his occupancy count is incorrect, he will need to contact his property manager and ask that they contact our customer service department for an occupancy correction If he has in fact been billed for too many occupants, once we receive confirmation from the manager, we will happily credit his account for the time period specified Mr [redacted] has been billed the same amount that all other tenants with occupants have been billed He has not been billed a greater amount than the tenants with or more occupants
