Norwegian Wood Floor

I am writing to you regarding the above complaint. Please be advised that the complainants letter was reviewed with the Board of Directors of the Marlton Meadows Condominium Association on September 11, 2017. The Board does not meet during the months of June, July and August, as outlined
in the community newsletters. A response was sent to *** *** *** on September 21, 2017. Unfortunately, the condominium units are privately owned homes and the homeowners are permitted to install their desired floor covering at their own expense, whether it be hardwood or carpet. I am rejecting this response because
It does not solve our problem...We are owners of OUR unit too, unfortunately on the first floor and I think we have rights to live at OUR home in peace and quiteAnd in our opinion manager should check floor condition in unit above us first and THEN make her decision

I am writing to you concerning the complainant's reply to my recent correspondence. As indicated, the condominium units are privately owned homes. They were built in design to that of an apartment building whereas one unit is upstairs with a unit directly below. As the flooring requirements are not in violation of the Association's governing documents I am unable to address this matter. Due to the layout design of the units being in close proximity of each other, similar to an apartment layout, you will hear noise from your neighbors especially if you are living in a downstairs unit. These are not single family homes whereas you have more privacy and sound proof methods from neighbors. In addition, the unit is rented out by the landlord which is also permitted. I am rejecting this response because:
It doesn't help our issueWe know very well that we live not in a single house and we not talking just about noise from aboveWe keep asking management to check floor condition in unit *** because it sound that hard or laminate floor falling apart and make our life miserableWe try to protect our quality of life and manager answer is "homeowners are permitted to decorate their units to their desire as long as does not intrude on common area." How about us? We not permitted to live our live in peace and quiet? And his floor is our ceiling and this is a common areaWe nor asking a lot, we just want MrsT*** talk to unit owner and this broken floorShe persistently protecting his rights and completely ignored our right to live in peace and quiteThank You
again for Your help and could You please tell us what can we do next?
