[redacted] >Thank you for the help I have attached our response and a copy of her signed enrollment including the renewal letter with the overview of the blanket bill contractPlease note [redacted] was a WGL Energy customer for years and a Blanket Bill customer for years She had tried both the fixed contract with a budget and the blanket bill contract She remained an active blanket bill customer for years I must assume that she appreciated the service and the support during that time frameI attached the letter that she signed That offer letter clearly list WGL Energy as the supplier and explains the offer While we do contrast the blanket bill contract to the budget bill; we are clear that the blanket bill is a more stable option since there is a price guarantee There are other distinguishing features not found in a budget bill among them: A guarantee that the price will remain the same for the full term of the contract regardless of the weather or market conditions A unique price developed for that individual customer and not transferable No true up at the end of the contract regardless of the change in conditions I hope this information is helpful Thank you again for your help Please let us know if you have other questionsAILEEN P C*** [redacted] [redacted] [redacted] [redacted] In [redacted] ’ last follow up she remarks that the WGL Energy Blanket Bill contract was presented as a budget To ensure that this is incorrect, I pulled the contract where [redacted] selected the blanket bill offer I cut and paste the section below that explains the contract offering As you can see the blanket bill is unlike a budget bill in that it does not changes prices or true up during the term of the contract Also the budget bills are set by group and not individual where the WGL Energy blanket bill is unique to each customer The only item similar is that they both start out as a fixed amount The only fixed amount contract that guarantees that the customer pays no more than the agreed to amount is the WGL Energy blanket bill There are no guarantees on a budget billWe have great news! Upon receipt of her request, WGL Energy send her a pre enrollment letter listing the contract details including the rate, term, contract conditions and ability to cancel before start. *** *** request also went to the local utility, again she was notified of her request to enrollment and provided an option to cancel or enroll. The account enrolled. At enrollment *** *** selected the budget option and her electric supply was provided to her at a monthly budget amount. This was noted in the budget review letter mailed to her on 12/9/2014. Each year, at renewal a new budget review letter was mailed to *** ***. She remained a customer from until 11/29/ On 11/29/*** notified WGL Energy that *** *** was moving. They would end her contract, complete a final meter reading and apply the budget balance to her last bill in December 2016. The final charges were $for new service and the underfunded budget charges of $for a total of $171.80. The contract ended with this final bill. There were no early cancellation charges Please note on each monthly bill the utility prints and update about the WGL Energy budget components. This update includes a notice as to the balance and the amount due or credit pending. Customers can cancel budgets at anytime. There are no cancel fees to remove the budget. I did ask our supply team to notify the utility that this issue is a utility issues and that we are requesting that the complaint forward to the utility. It is my understanding that the sales team did review with *** *** their contract and they will continue to work with the company to provide them additional information. The current contract, which I attached for her review, does provide for her to cancel at anytime We can process that request along with the cancel fee if she requests this action.
