I am writing in response to Ms ***’s complaint dated 5/27/regarding her ATM card being confiscated by the Ohio Catholic ATM machine at our Garfield heights location. Ohio Catholic’s policy is not return any card our ATM machine captures that belongs to another financial institutionThis is a standard policy forall financial institutions in the United States, not just Ohio CatholicTo understand why it is important to understand what happens when a member inserts a “foreign” (non-Ohio Catholic) card into our ATM. When this occurs, our ATM connects to the other institutions computer systemAt that point the transaction is handled and directed totallyby the other institutionTherefore, we have no way of knowing the reason a card was confiscated by our ATMThe other institutioncould have the card marked as stolen, for fraud, or many other reasonsWe simply have no way of knowingIf we were to allow that card to go back to the person who inserted it into our ATM, and there was a legitimate reason for the confiscation such as theft, fraud, etc we would be held liableTherefore, standard policy is to destroy the card and refer the person back to their institutionAgain it is important to know that this is standardpolicy for all financial institutions in the United States. As to the posting of this policy, we are a federally regulated institution and our ATM disclosures comply with all NCUA regulations. [redacted]   [redacted] has had multiple conversations with Branch Managers located in Garfield, Akron and the E-Branch requesting 3 fees totaling $90 to be refunded to her. On April 11th, [redacted] received 1 fee refunded to her in the amount of $30 as a courtesy for her banking relationship; however she wanted all 3 fees to be refunded and requested to be transferred to the Regional Branch Manager. [redacted] did not like the explanation and hung up on the Regional Branch Manager on April 11th. On the same day [redacted] left a voice mail message requesting for a return call only to let her know when the fees would be deposited into her account or she would be contacting the news media and Revdex.com.   According to Reg CC “Exception Holds” (Seventh Day Availability,) OCFCU may place a specific exception hold where the transaction involves ATMs that we do not own. Funds deposited at ATMs that we do not own may not be available until the 5th day following the day of deposit.
