[To assist us in bringing this matter to a close, you must give us a reason why you are rejecting the responseIf no reason is received your complaint will be closed Administratively Resolved] Complaint: [redacted] I am rejecting this response because: Mr F [redacted] is not telling the truthI have witnesses and recorded conversations that support my allegationsAlso, the Deoartment of Justice (Attorney General) has NOT dismissed this caseThey are now in the processes of rechecking because it is now discovered that Mr F [redacted] has operated without a license in DEMr F [redacted] has been paid over and above what was agreed upon and has NOT even begun to send back the insurance money that he deceitfully stole from meI am left without a finished basement, without windows, without shutters, and siding that is coming off one end of my homeI have had to pay another contractor to FIX all of the hazards Mr F [redacted] left here before he just walked off this job with all my money!! He is a scam artist and should be stopped before he ruins anyone else's home as he did mine! Taking my insurance money alone was fraudulent and despicable Regards, [redacted] ***

10/29/2014Dear [redacted] ***: In early May of I was contacted by [redacted] for renovation work she wanted on her recently purchased houseI met with [redacted] along with my girlfriend [redacted] , who knows [redacted] and considered her a friendWe spent a couple of hours going over the work she wanted performed before she moved inAfter reviewing the scope of work I told her that I would price it out and get back to herWe did not discuss money at this time or as it turns out, the lack of fundsThe original scope included the following:Custom renovation to master bathroom New roof (approxsquare) New siding (approxsquare Certainteed monogram siding) Replace soffits and faciaInstall new gutters Remove paneling in basement and install drywall Replace [redacted] door to basementRepair fireplaceInstall new windowsI priced the job at 35,with an estimated completion time at the end of JulyI spoke with [redacted] and she agreed to the price and termsI was issued a check for $10,to get startedShe also wanted extra work performed to include:trees removed and stumpsPaid directly to contractorFirst floor bath renovatedRemove and dispose of all carpeting throughout along with tack strips Paint entire interior of house• Install new post on porchPorch roof had to be raised prior to installation of post due to a 3” sagSupply and install 125' of vinyl fencing around perimeter of backyardSupply and install light fixtures with switch and feedInstall new light fixture (dining room), install new fan in day roomSupply and install new dimmers in kitchen since the existing ones were very hot when turned on.• I informed [redacted] that the exterior was asbestos and needed to be removed by a licensed asbestos companyShe agreed and the asbestos was removed and properly disposed of(See attached landfill license and receipts)The money was paid directly to contractor by me • Remove and dispose of interior doors on the second floor and replace with panel colonial doorsWe started the job one week later with the removal of the paneling in the basement and discovered a very serious black mold problem throughout the entire basement(See attached pictures)At that point we had no choice but to remove all framing, electrical, and ceiling to abate the mold issueThis pushed the Schedule back two weeks for the additional work needed to rectify the mold issuesWe abated the mold and sealed the entire basementWe reframed the basement with a custom bar(See attached pictures of completed work)We had to rewire the entire basement along with rewiring the kitchen lighting that was improperly installedWe also installed a three way wire at the stairs to codeWe regraded the exterior and installed a dehumidifier to rectify the water problem and create a “moisture free basement.” This work was above and beyond the original scope of work but was necessaryI informed [redacted] after we discovered the mold problem and she told me to “do what needs to be done to make it right.” I told her the price would be $10,to do what needed to be doneShe agreedAt this point I requested a $10,draw to proceed with the siding, roof, and demolition of both bathroomsI met with [redacted] along with [redacted] to pick up the check and discuss the job progress and pick out selections for the tileI was issued a check for the draw and went with [redacted] to select her tile choices at ***We started the siding and roof and the demolition of the bathrooms and removal of carpeting and doorsAfter the removal of the asbestos we discovered the exterior sheathing was damaged and parts needed to be replacedThe exterior sheathing was gypsum (basically drywall), and was warped from moisture penetration due to the absence of maintenance to the asbestos shinglesAfter seeing this realized how poorly built this house wasWe did what was needed to provide an acceptable jobThe roof was completed along with the new vinyl soffits, capping of facia and rake boards, along with a seamless gutter systems with downspoutsThe tile work was in progress and all the carpeting was removedThe painting in the house was also under wayAt this point I was due another draw to continueAfter talking to [redacted] about the progress and additional money to continue is when I was informed that she was out of money but would pay me in full after thesale of her existing houseShe told me that she might be able to borrow some money from her neighbor or ask her wealthy sister for the money but was uncomfortable to do soAt this point questioned why I was contracted for the original job along with additional work (i.ecustom bathrooms and landscaping) when the funds were not thereAt this point I was taking money out of my pocket to keep the job movingAgain spoke with [redacted] to find out how this could be worked out and what resources could be used to complete the house to move in conditionThe priorities had to be changed but the bathrooms had to be finishedI met [redacted] again along with [redacted] and told her that we can help her with some of the extras but I was not in the position to finance $30,for the completion of the original scope plus the extrasShe became emotional and told me that I said I would complete the job and wait for the money until the sale of her houseI do not provide financing and never agreed to finance this job but (still considering her a friend) told her that I would help her anyway I canShe informed me that she could give me the money that she was going to receive from her insurance claim for the house at [redacted] **where she livedI agreed and continued working out of my pocket to complete the [redacted] **, projectShe eventually received $12,for the settlement of the claim and was issued to me to continue progress at [redacted] **The fence was supplied and installed to the rear yard at this time and the interior work was completedI told [redacted] that the settlement amount on [redacted] **was inadequate and that I would meet the adjuster to review the claimI met (twice) with the adjusters and negotiated more funds toward the settlement of StonewoodAt this point [redacted] wanted me to perform the work at Stonewood which would have costed $20,I told her that I was not in a financial position to do that considering I already had $10,out of my pocket for the [redacted] **jobAgain she became emotional and demanded that the $12,that she gave me was for the replacement of the roof and siding at StonewoodThis is when I knew that [redacted] was not acting rationally and would need to diffuse this situation to recover the money that I had in to the job that was owed to me above the payments that I receivedNow she wanted me to finance another $20,to [redacted] **Against my better judgment I agreed to do the repairs at [redacted] **using the additional funds negotiated with the insurance company and wait for the remaining money at settlementAfter some time passed I contacted the insurance underwriter inquiring about the disposition of the claimI was told that the check was sent on August and that [redacted] should have received itI had my roofer lined up to start on that weekI contacted [redacted] and she told me that she did not receive the check but she had weeks of unopened mail that she would go through to see if the check was there and would call me right backShe never called back and this was the last communication that I had with herAt that point I was not able to move forward due to lack of funds and mistrustWork completed at [redacted] **:Removed and work she wanted performed before she moved in. After reviewing the scope of work I told her that I would price it out and get back to her. We did not discuss money at this time or as it turns out, the lack of funds. The original scope included the following:Custom renovation to master bathroom New roof (approx. 22 square) New siding (approx. 20 square Certainteed monogram siding) Replace soffits and faciaInstall new gutters Remove paneling in basement and install drywall Replace [redacted] door to basementRepair fireplaceInstall new windowsI priced the job at 35,000 with an estimated completion time at the end of July. I spoke with [redacted] and she agreed to the price and terms. I was issued a check for $10,000.00 to get started. She also wanted extra work performed to include:5 trees removed and stumps. Paid directly to contractor. First floor bath renovated. Remove and dispose of all carpeting throughout along with tack strips Paint entire interior of house• Install new post on porch. Porch roof had to be raised prior to installation of post due to a 3” sag. Supply and install 125' of vinyl fencing around perimeter of backyard. Supply and install 4 light fixtures with switch and feed. Install new light fixture (dining room), install new fan in day room. Supply and install new dimmers in kitchen since the existing ones were very hot when turned on.• I informed [redacted] that the exterior was asbestos and needed to be removed by a licensed asbestos company.
