I am rejecting this response because:
I still don't think it's fair to pay full price for non service. As when I first called the dispatcher, I want to know which law states I must pay for this non service. I know this is North Dakota, but in other
states if the tow truck hasn't hooked up yet, then there is no charge. and still other states, if the tow truck hooks up but then releases the car without towing, the charge is halfI found this information on the DOT websites, couldn't find law on North Dakota DOT. It's not really my responsibility to find the law they reference anyway. If a company references a "law" to coerce customers into paying, and then can't back up their statement with facts, in this case, the actual law, it's wrong. They need to be held accountable. I expect for them to do their homework and find this law so that there is no question the next time this happens. Their response doesn't reference the lawI'm just suppose to pay because they say

First, I must apologize for not responding soonerThe certified letter was delivered on December 7, was the first correspondence we received from Revdex.com
On September 18, at 5:55pm, we were called by the Ward County Sheriff's Office to an emergency accident towA Ford Explorer was involved in a severe accident involving a loaded dump truckThe Ford Explorer hit the dump truck head on while traveling on the bypass rendering the vehicle inoperable, and rolling the loaded dump truck on its sideWe sent a tow truck driver to the scene, along with a recovery supervisor due to the severity of the accident and it involving a rolled loaded dump truckThis was not just a regular tow, this was an accident recovery in the middle of the highway, at the end of the work day involving heavy traffic flowAfter arriving on scene, the vehicle was hooked and winched off the rolled dump truckThe vehicle was then hooked and moved to a safe location away from heavy traffic, to secure vehicle parts and load on vehicle dolliesThe Ford Explorer was then towed to our secured lotThat night the owner had contacted the police department concerned about her firearms in the vehicleAn officer came out with her combination and we secured her firearms in the office safe until she was able to pay the bill and retrieve her belongings
By September 29, 2015, we had no correspondence from the owner nor the insurance company of the owner, so we sent a request for vehicle information using the AutoDataDirect databaseOn September 30, 2015, we sent a registered letter to Huntington National Bank, the lienholder of the Ford Explorer and a letter to the registered owner, ***, which came back unclaimedOn October 1, 2015, we received a call from *** and on the following day she came out to pay the bill and get her personal belongings
When *** came to our office, along with her brother-in-law to pay the bill, Ms*** wanted us to charge the bill to AAAWe are not affiliated with AAA and cannot do soWe recommended she pay the bill and turn a copy of the receipt into AAA for reimbursementThis is when Ms*** became extremely upsetWe require a photo id when requesting to go down to the vehicles for liability reasons, her brother-in-law refused thisAfter arguing, she then paid the bill by credit card and received her firearms, which we kept secure for her, and she went to the vehicle to retrieve her belongingsAfter retrieving her belongings she came back up to the office and began to argue with our office manager about the number of days the vehicle sat in our secured lotShe was told the number of days is what it is and she continued to argue and would not stop, we requested that she leave, when she did not the sheriff's office was called, at that point she went out to her vehicle to wait for the deputy to arriveShe was not threatened, nor did she appear to feel threatened because she would not leave
*** was not overcharged for the extent of services that was givenThe intensity of the situation was raised solely due to Ms***'s attitude and behaviorMs*** was not threatened, nor did she appear to feel threatened, she was aggressive with our staff and caused us to call the sheriff after refusing to leave the premisesOle Olson's Towing & Recovery has been in business for almost years, and we try our best to treat all our customers/clients with the utmost respectUnfortunately, due to the nature of the business, we do not always get the same respect in returnThe accident involving Ms*** was unfortunate, as all vehicle accidents areHowever, we are a business, and we provided a service to Ms***, which we expected to be paid in full for that serviceAlso, I would like to add that Ms*** has since disputed her card payment

Dear *** ***: On Saturday, April 16, at 4:p.mwe were called by *** ***’s daughter that she needed her right front tire changed on her Pontiac Grand Am. Our dispatcher, sensing the distress of the owner, told the owner we would send someone right away and called out our trained tow truck driver on duty as soon as we could at 4:p.m. Our driver arrived on scene at 4:p.m., just as the owner was on the phone with our dispatcher to cancel the call. Once our driver heads out to the disabled vehicle the business transaction has commenced and is required payment of services. Our driver arrived on scene while the owner of the vehicle was on the phone with our dispatcher cancelling the call. She was then informed that she would not have to pay for the entire service but she would have to pay a service call of $for sending our driver out to the scene. We did not collect the $on scene because they refused to pay. Mr*** called to talk to our supervisor and he informed Mr*** if they would not pay, we would file a complaint for theft of services. Mr*** then called the Sheriff’s Department where they were advised to pay the service call and that is when Mr*** called the dispatcher to pay for the service call over the phone via credit card. Most of our time into a call is driving to and from the scene of a disabled vehicle, there is the mileage and also the cost of time/labor of our trained tow truck drivers. The owner of the vehicle initiated the business transaction and should have exercised due diligence beforehand. If our services were not needed then they should never have called in the first place. We are happy to help our community when they are faced with unfortunate car troubles and we take great pride in the services we provideHowever, we do require to be paid for our services when called out to the scene of a disabled vehicle. Unfortunately, the owner decided, after initiating the tow and moments before our driver arrived on scene, that they did not want/require our services.
