July 5, 2016VIA FACSIMILE: [redacted] Ms [redacted] The Revdex.comBryant Woods SouthAmherst, NY 14228Re: ID# [redacted] Dear Ms [redacted] We are in receipt of your letter dated June 27, in regards to the above referenced matterIn the complaint, Mr [redacted] stated that he had not registered for a class at Onondaga Community CollegeOn Friday July 151, Mr [redacted] met with Rebecca H [redacted] and during that meeting admitted that he could have registered by mistake.In order for Mr [redacted] to have been able to register for the class he needed to log on using his unique identifying information (username and password)Attached is a copy of the Financial Responsibility Agreement that he would have had to have agreed to in order to move him to the registration screenAs you can see it clearly states "I understand that if I decide not to attend the courses, which I am registering for, that it is my responsibility to drop the course (s) by the due date to avoid any financial liability"There are a limited number of seats for each class and by registering for ENG-he reserved a seat in that course that may have precluded another individual from being able to have taken it.Where we are a college of the State University of New York (SUNY) system we are required to adhere to the Community College Regulations and in particular Section Refund of Tuition and Fees (attached)After looking at the account it appears that the faculty dropped Mr [redacted] from the course on February 8, for non-attendance (which does not relieve the student from financial liability) and that date was the last day to qualify for a 25% refundAs a result the charges have been adjusted to reflect that adjustment and the balance that is currently due is $570.50.I hope this clarifies the situation for you as we need to abide with college policies as well as Community College RegulationsIf you should have any questions or need anything else please don't hesitate to call me at [redacted] .Sincerely,ONONDAGA COMMUNITY COLLEGEMark RM [redacted] Chief Financial Officer

of registration as the payment due date for the semester, December 15, 2016, had already passed.Over the next few weeks, *** made multiple changes to his registered courses using the online functionAt each occurrence *** would have been presented with and agreed to the terms of the enclosed "Agree to Pay" screen (copy enclosed) which states in part:"!understand that if any portion of my account remains unpaid at the end of the semester, my account will be forwarded to a collection agency within 60-days. I understand that if the college does use a collection agency or take legal action for any account balance due, I will be responsible for all charges owed which may include collection and/or litigation costs or attorney fees"If *** had not accepted the terms of the "Agree to Pay" screen he would not have been blocked from access to the online registration function.Our billing records show that *** was notified of the past due balance on January 30, March 2, March and April27, The notice of April27, clearly stated that payment in full or enrollment in the College's payment plan was required no later than May 11, and that accountsthat remained unpaid after that date would be sent to an outside agency for collection. The account was moved to the College's collection agency, ConServe, on July 28, and at this point in time *** was responsible to pay the principal balance and the agency collection costsTherewere payments made directly to the College on July and August 10, which were reported to ConServeThese payments were applied to the total amount owed (principal balance and collection costs) per our agreement with ConServeAny payments made to the College after an account has been moved to collections will not be used to reduce the principal balance, but will be applied as a direct payment to the total owed to ConServeThis is a total ofthe the principal balance owed to the College and the collection costs added by ConServeConServe reported the total amount owed was paid in full on January 18, 2018.Please contact me if you need any additional information on this matterYou can reach me by telephone at *** or by *** ** ***.Sally L***Assistant Director, Student Accounts
