The student-graduate is refusing to abide by our diploma eligibility policy, which includes submission of the Graduation Request Form.  Per our policy, that form must be submitted by all students prior to the student receiving final approval for graduation.  The form serves to actually...

prove that the student says who she is, and protects her educational records from privacy intrusion.  We have provided the student with the required format to complete the procedure, and the failure to submit the form in a timely manner (within six months), will negate the graduation date (per our policy and Learner Handbook), and will require the student to re-enroll.  We bypass our policy because all diploma eligible students at our school are required to follow the policy; to submit the form; for their protection and ours. (they are also required to pay the reasonable fees for shipping and handling).

Our response is: 1.  Student records contain very sensitive information, and without social security number, specific date of birth, and last attended institution, we cannot look up a student's official records.  This student can provide that information to us, and we would be glad to look up records. 2.  Tuition holds are typical for private schools.   Students are apprised of school policies through the Learner Handbook, and are aware that tuition must be paid to zero (0.00), in order for records to be released.   3.  In the case of adult learners, they, the adult learners, sign a tuition agreement at the time they submit the admissions application.  The application asks for the responsible party.  If, in this case, the student paid a third party, then it is the student's responsibility to ensure that the third party has paid the tuition in his or her name. The student can begin to resolve this issue by doing the following: 1.  Obtain a receipt showing that 300.00 was paid by the student, to [redacted].  If that is submitted, we will be glad to move the issue forward within our policies. Moving the issue forward does not guarantee the issuance of official records.  Moving the issue forward includes the following: 1.  Requiring the student to fill out Orion's Graduation Inquiry Form. This form provides substantive information regarding higher education, Title IV funding, and other events that may have occurred during the past year.2.  Requires Orion to remove the records from archive to determine when and if the student took the required course work necessary to meet diploma eligibility policy.  If the student did in fact complete the required coursework, then the student is approved to then file the appropriate form for Graduation.3.  The student would fill out the Graduation request form, listing the reasons why he/she did not request official documents within the school's three month required period.4.  The student would then be issued official documents. The entire procedure could take up to 30 days; however, the student must first provide the receipt.  The receipt must be specific showing that the funds were paid to [redacted], for the purposes of high school tuition.  If that is done, we will be more than happy to move the issue forward. Further, the uploaded receipt does not open as a JPEG - in fact, it does not open at all.  We called the complaint handler and did not receive a return call from him.    Please either upload the receipt so that it can be read correctly and the receipt must comply with the information we have provided above.  The receipt must clearly show that the tuition was paid to Orion Online Learning and/or [redacted].  If the receipt is better emailed to us, please do so.

We cannot release a diploma because the learner has not met the following criteria: 1.  Authenticity of Student Work Policy - the learner has not met our assessment proctoring policy which requires us to be able to monitor her assessments as she completes them.  This policy is in...

effect to keep the integrity of online courses and allows us to understand the student's level of knowledge regarding course content.  FaceTime is not an option for proctoring - the student has been apprised of the requirement both in the learner handbook, and in the calls made in to our school.  The student has been given an opportunity to prepare for these assessments by procuring the appropriate equipment, but missed her appointments to call back into the school to schedule proctoring.  Without authenticating via our required means, we cannot approve a learner for graduation.  This policy and steps were made clear to the learner both in the learner handbook during the orientation, during the course, and during phone calls with the school. There are two options here:1.  Comply with the Authenticity of Student Work Policy by scheduling the assessments on or before 9/30/16 or2.  Receive a full [redacted] refund, and we will release records so that the student can attend another school.
