Summary Quartermaster Properties is a veteran-owned company, in this case, managing an active duty... military member's property, previously rented to veteran, [redacted] ***, from March 2015 through February 2016, who failed to adhere to the mutually agreed upon conditions of the lease. Quartermaster Properties takes pride in our responsibility in preserving the owner's property while providing our tenants the highest quality rental. All work/repairs on our managed properties in excess of $100 requires prior approval by the property owner. Deductions taken from the [redacted] ' security deposit were to: 1) correct the interior touch up painting Mr. [redacted] admitted to doing with an incorrect paint color (see attachment: QMP answer to complaint 2016.05.11.docx , pg 10), 2) interior cleaning and 3) carpet cleaning, which was required, but not completed by the [redacted] at move out, as outlined in the "Move Out Instructions", (see Attachment: Move Out Instructions) part of the lease, and provided to Mr [redacted] at lease signing. Security Deposit Disbursement: The following deductions totaling $479 were withheld from Mr. [redacted] s security deposit of $1500: $179 - Carpet Cleaning: The lease, (see Attachment: [redacted] Lease - dtd 2.25.2015) specifically the "Move Out Instructions" referenced under Section # 44 Additional Terms and, again a copy of which was provided at lease signing, explicitly state that carpets are to be cleaned at move out (pg. 2). LIVING ROOM: 1. Carpets, if applicable, must be commercially cleaned and a receipt must be left on the counter at move-out. Check with your property manager if you need a suggested company. 2. Baseboards cleaned and finger marks or other marks cleaned off switches and walls. 3. Windows must be washed, inside and out, and sills dusted and cleaned with damp cloth. DINING ROOM & HALLWAY: 1. Same as living room. 2. Hardwood floor cleaned and waxed, if applicable BEDROOM: 1. Same as living room. $200 – Repainting - (Repainted areas touched up by tenant with incorrect paint color) By his own admission, Mr. [redacted] touched up the walls with the incorrect paint color (see email dated Feb 28, 2016 ref & excerpt below). It is regrettable that he did not use the correct paint color that was stored in the garage. Consequently, the walls in question had to be repainted. NOTE: No where in the lease or "Appendix: Move Out Instructions" is the tenant required to touch up paint. ***, We are completely out of [redacted] , the keys and garage door openers are on the kitchen Island along with the completed move in / move out inspection paperwork. The house is in the same condition or better then when we moved in. We repaired and painted the walls were we had pictures / items but the paint left at the house does not match and will have to be color matched. Note: While I am sure Mr [redacted] had the best of intentions, nowhere in the "Move Out Instructions" does it state the tenant is required to do touch up painting. $100 - Interior Cleaning: kitchen cabinets (inside & out), bathrooms, ceiling fans, mini blinds, again outlined in the "Move Out Instructions" (Attachment. Move Out Instructions) In summary, ALL actions taken by Quartermaster Properties are in accordance with the SC Landlord Tenant Act and the SC Real Estate Commission guidelines. This is incorrect. The owners approved and paid for this work. Jason S[redacted] has gone above and beyond taking care of my property! I live in the Seattle area and have a property in Charleston SC. You can imagine the stress of being so far away and not having a reliable contact in the area! I chose Quartermaster Properties after doing some research and reading reviews. I couldn't be more happy! Jason answers, or quickly returns, every call. He reassured me that he would prepare my property for rental quickly. That's exactly what happened. He had it cleaned, painted and made beautiful again, all at a fantastic price. Jason even went to the hardware store himself and found new, inexpensive lighting fixtures to replace the existing, which he installed himself! He was hands on, which was a concern when interviewing larger companies. I felt like I would get caught up and lost in a bigger a company. He is a hands on owner with handyman skills and not above using them! He clearly knows what he's doing and executed every task at hand, from posting my add, screening renters, bargaining with maintenance people for a great bid (my favorite!) and after the unit was vacant for a month due to the last ineffective manager, he got it rented in 8 days! From paint, pictures to finish! Amazing, is all I can say! He has a professional staff and great system in place to track billing and deposits. His rate was great, comparable or better than others. But choosing a smaller company I knew would work out in my favor. He prides himself on doing, as if it were his own property, what he would do as the owner. All is good in the world of Property Management and Ownership thanks to Jason and Quartermaster Properties!!
