the Solar Panel.  A phone call to the business just after delivery, stated that I should have the switch OFF, to properly charge the battery.  Therefore, I have tried both ON & OFF switch settings without getting the Solar Panel to charge  the battery to the correct 3.2 volts! 
Finally, please note the attached 2 page PDF states this product has a six (6) month warranty by P3 International Corporation, that should be in effect during this time frame.  In Minnesota, it can only be used for 3 months, before Winter sets in.

Both units were returned for repair on **AUG2015 AND problem remains !!

The amount of sunlight will greatly affect the performance ( charging) of the P7912.

Solar cells in solar panel of P7912 experience daily variations in light intensity, with the incident power from the sun varying between 0 and 1 kW/m2. At low light levels, the effect of the shunt resistance becomes increasingly important. As the light intensity decreases, the bias point and current through the solar cell also decreases, and the equivalent resistance of the solar cell may begin to approach the shunt resistance. When these two resistances are similar, the fraction of the total current flowing through the shunt resistance increases, thereby increasing the fractional power loss due to shunt resistance.

For best li-ion charger, ask electronic store staff to help to choose the right charger for battery.

The solar panel should charge the battery to 3.2 volts, which it does NOT, even in full sunlight.Desired Settlement: Solar panel has a bug that needs to be fixed ASAP. I see no purpose in spending money on the suggested 'li-ion' charger.
