Scam Artist
Tom Norman of P3 Pools accepted a down payment of over $27k and never returned to my property. Any time I reached out to him he came up with one excuse or another and its now been nearly two years since I made the down payment. He has now been charged with Grand Theft as well as Grand Theft by Deception. He has several other active cases. Check the court records in Butler County Ohio as well as Campbell County Kentucky.

They both smell like weed
I called Tom on 05/11/2020 to get a liner put in my above ground pool and put whatever chemicals I needed to open it for the year. He told me to buy the liner and stabilizer and he would put it in on 05/23/2020. We agreed he would be there to install at 8:00AM.
On 05/14/2020 I text Tom to see if anything else was needed for the job, he said NO I'll see you Saturday. I said this Saturday is the 16th, you told me you would install on the 23rd, he said well I'll be there the 16th instead. I said same time and he said yes.
On 05/15/2020 Tom text me and ask me if I was pumping the water out of my pool, I said NO I thought that was your job. He said I will run a pump by so we can get the water out of the pool by Saturday. He came by hooked the pump up.
On 05/16/2020 nobody was here to install the liner by 9:00AM so I text Tom and he said "they" are on their way. At noon is when his wife Angela and step-son Jarrod showed up. 4 hours late is unacceptable.
These two are hard workers to say the least. They got the old liner out and the new one put in by 5:00PM. Tom shows up at 5:30PM with 2 other kids to work out the wrinkles in the liner.
Tom shows up drinking beer, (unacceptable). he finally finished at 7:00PM.
on Wednesday 05/27/2020 I text Tom to let him know that my pump was leaking and I needed him to come and fix it. His reply was I'll swing by on my way home from the last job" No call or text. On Friday 05/29/2020 at 9:18AM I text Tom to ask him when he plans on fixing this leaking pump and he said "I'm waiting on my son to call", at 10:21AM I text again and Tom said "He should be there anytime". Jarrod shows up at 11:00AM to tell me that Tom and himself would be here at noon the next day to fix the pump. I ask him to be here at noon because I had to work. Jarrod shows up at 12:10 (I'm late for work) and we get the pump from leaking, still NO Tom. Jarrod has his friend with him and they both smell like weed, I was getting sick to my stomach from that weed smell.
I would NOT recommend this Company at all, the communication with everyone is POOR.

where to begin with this company and its owner!! he came out and took my pool apart for a new liner and he kept telling me that he would be there at a certain time. month later came and took the pool apart and put a new liner in once the liner was put in and the pool was level the pool starting filling up with water it began to have a lot of wrinkles so he then came back out to put his helper in the pool to get wrinkles out of liner but it didn't work so then I called him back to come back out and look at it because not only is there wrinkles but big indents in the pool bottom contacted tom about coming back out to fix it and he kept telling me he would be out and never came he kept promising me he would come but it was excuses after excuses still the pool is not fixed and i'm struggling cleaning the pool never before have had this much problem cleaning a pool. now 1,400.00 later still not coming to fix it so I went down and filed charges on him. don't ever get this company to fix anything or put a pool in there will take your money and not come fix anything very poor communication between him and his workers. and one of his workers took a towel from my house the day he got into the pool to try and get the wrinkles out. beware don't hire them for anything...............

Where to start? Tom and his helper came out late last fall to close my inground pool. He came to my house with his helper and started working only to realize he left a tool he needed to do the job at his last customers house. No big deal he left his helper at my house and I helped him do what he needed to do until he could return. Me and his helper finished up what he could do until Tom could make it back with the tool, I went inside to talk to my wife about what was going on and we agreed that we should invite the helper in because it was cold out and we didnt know how much longer Tom would be gone. Looked out the window and his helper was sitting up by the pool smoking weed...lol I dont judge and I dont let my wife know about it cause she would have ran him off. I let him finish and then invited him in to get warm while we waited for Tom. Tom then shows up and very quickly finishes up (or so I thought) closing the pool. We head down the road because he wanted cash instead of a card and I realized he didnt even put any winter chemicals in the pool! I pulled over and mentioned this to him and I could see the frustration on his face. I asked if it was a huge deal or if it was just going to make opening it a PITA (I'm a new pool owner) to which he said it wouldn't hurt anything. I made a deal with him that he give me a discount on opening the pool since the way he closed it would make opening it a pain and he agreed.
Fast forward to the pool opening and he came out right on time and held up his end of the deal on the discount. The same helper was with him that day and went to the truck with a 5 gallon bucket to get chlorine. He was using the bucket prior to that and I told him he had a hole in his bucket. Unbeknownst to me that's the same bucket he put chlorine in and then left a bleach trail from the truck, all the way up my driveway, through my garage, all across my wooden deck, and when he came back up to us at the pool said "I lost half of it in the way". I immediately went to see the damage but Tom wasnt too concerned and stayed up at the pool. I approached them both and said I wasn't trying to be a #$%& but I've got bleach stains everywhere. I grabbed the hose and started spraying down areas on the driveway and cleaning up in the garage. I had to move my cars out of the driveway so that bleach splatter wouldn't hit them. He said oh well it just cleaned everything just pressure wash it and it will all be fine...whatever I just wanted the to leave at this point.
Now his shtick with his opening and closings are if you let him do both he would guarantee his work and if you had any plumbing issues from improper closing he would fix it free. I noticed I was losing 3" of water a day (almost 1k gallons) and asked him to come out and test the lines since I couldn't find a leak in the structure. He told me he had just had surgery and I told him to take his time and when he was back up and moving to come out. He told me on a Friday that he would be here 1st thing Monday morning. Monday morning comes and he texts and says he wont be there until noon, then he doesnt show up. He then tells me he will come the next day, once again doesnt show up. No calls or texts from him explaining anything. I explained to him I had the water dept calling me because the noticed abnormal usage, I had to dig a trench in my yard to allow water to drain just so we could mow. Horrible business practices, I was very patient and understanding with him regarding being busy and surgery but for him to ignore calls and text and not hold up his end of the bargain is just bad business in my opinion. If he would have just answered his phone or called me back at any point in time to communicate any delays I would not be writing this on the Revdex.com site. He also changed the name of his company from "People's Paradise Pools" to "P3 Pools and construction". Found a few similar experiences from people on *** and one guy sued him and one and still awaiting payment. Beware of this company, honestly I would trust a craigslist guy before I would trust this guy again.

Provided a $14,400.00 deposit to this company on May 24, 2019. The installation of the pool was to begin on June 10, 2019. Since then, we've heard nothing but excuses relating to "back-order" on the pool kit while watching him install another pool on June 10, 2019 (*** posts) despite being told in May that we were his next install.

The owner, Tom ***, had been evasive in his little bits of communication. He will not answer phone calls and the last time he accidently answered when I called, he hung up on me. The only way I have been able to get any response from this company is via text message.

I have asked for a refund on three separate occasions. He claims to have ordered the pool kit. When I asked where the distributor was located, since the pool kit was being delivered, the response was "America baby." I have asked for documentation to support that the pool has been ordered to which he has not responded. The latest we heard is that he would be starting the job August 1st or August 2nd. Today is August 2nd and we've heard nothing from this man. At this point, the matter is with our attorney for next steps if the refund is not provided in two weeks.

We contracted with People’s Paradise Pools, LLC and Tom *** in October 2018 to resurface out existing gunite swimming pool. The work was performed and the contract for nearly $6000 was paid in full. However, there were several pool tiles broken and chipped during the project.
In November 2018, we again contracted with People’s Paradise Pools LLC and Tom *** to tear out and install new concrete decking around our pool and to overlay the concrete patio area extending to our home. There was also as agreement to install and replace the damaged pool tile. The second contract was a disaster !!! None of the concrete work, overlay stamped was performed correctly. Our pool was basically reined. The entire experience was a nightmare from Day 1.
Within weeks of the initial installation, the concrete patio began chipping, flaking and breaking off in small chunks. The Main patio now has started to crack. The border around the pool began chipping and breaking off into the pool, ruining more tiles and ruining the pool surface that was just replaced.
When concrete was installed on the patio area and around the pool, it was spattered on to our aluminum fence, patio furniture and house and was never cleaned off. Some sections of the fence were embedded into concrete. Tom’s answer to this was to sand off the fence and go over with black marker. The estimate we received from another vendor to properly replace/repair the fence is over $4,000.00.
The concrete patio area and steps leading from our house were painted/stained as different colored concrete. When pointed out to Tom, his solution was to paint the concrete to match the other existing concrete. This was never done.
Debris and leaves and concrete and tile were left in the pool during construction and the cover was never put back on the pool. The debris was never removed.
Our lawn was severely damaged used to remove the concrete. Tom stated that he tamped it down and repaired it by seeding and straw. When the straw was lifted, the tire marks and grooves were still present underneath. It was never repaired.
Tom and his workers left the project abruptly in January. His construction equipment was left in our yard for several weeks. *** even contacted us personally looking for their rented equipment. Apparently Tom *** had rented the equipment. Eventually *** showed up and removed it.
Debris of tarps full of dirt, tool left to rust, wheelbarrows with concrete residue were all just left abandoned in our yard.
When the work was abruptly stopped in January 2019, we had paid over $14,000.00 to Mr.. (the entire contract was for $16,478.00). The shoddy, unprofessional work that was completed was less that 2/3 of the contracted work. People’s Paradise Pools had also torn out our sidewalk from our house to our back patio and never replaced it with anything. It was left as a muddy trail to our house. We tried repeatedly to contact Mr. about completing and repairing the job. He promised to return on several dates but never appeared.
When Mr. would not further reply or contact us, we contacted several other concrete companies to come out and evaluate, suggest and inspect this horrible mess. Everyone’s reaction was the same. They were embarrassed about the condition of the project and questioned the quality of the work performed. Were the concrete was installed, it was chipping, flaking, breaking and cracking. Apparently, the overlay concrete was installed over our existing patio and the wood expander joints were never removed. Every company told us that this would cause cracking and breaking in the new concrete. It has already occurred. We now need to completely tear out the new and old concrete to reinstall correctly.
It was also pointed out to us that when work was done around the pool, 2 inches of our skimmer basket return was cut off, so that it no longer had the 4 inch gap exposure that was in place originally.
IN March, Mr. contacted us with a “great plan. He was going to bring out another concrete company to complete the work. We compared notes and the work to be performed and it was not at all going to be what the other concrete companies had told us needed to be done to correctly install the project.
Eventually we had to hire another concrete company too tear out his work and do the job over and complete the project at additional costs to us, well in excess of the original contract with People’s Paradise Pools, LLC.
We feel that this company was not professional and that Mr. is not a “man of his word”. He and his company’s failure to perform and the shoddy workmanship on the work that was performed, were not professional. His unkept promises and assurances have not given us what we paid him for. We asked for a refund and were told he would talk it over this his wife and get back to us. To date we have not heard from him and are now pursuing legal action to seek a refund of our monies.

While having the mess fixed by another company the pool came out of the ground. We had to pay another company to bury the concrete, fix the lawn, and redo the landscape. Now we no longer have a pool.

We hired Paradise Pools to install a liner for our inground pool on April 17, 2019. On that same day we picked out the border and the liner and paid him $1500 to go ahead and order the liner and a new pump to get a start on getting this done before things with the pool industry starts getting busy. He said that it would take 2 weeks to get the liner in and he would contact us to let us know what date he was coming out to install the liner and the new pump. After 3 weeks we contacted Tom of Paradise Pools to see when he was coming out and he came out the following week to take out the old liner. After that day he has continued to ignore our calls or text to find out what is going on with finishing our pool. It now has been 2 months and he still continues to ignore our calls or text. He will not call us back after all of this time. So we continue to look at a big concrete hole in our backyard. I can not believe that this is how someone would contact business. He has been paid and now we are left stranded by this guy without any communication or any progress on our pool and out of $1500. It has been very frustrating in the last 2 months just trying to get a hold of this guy about just getting a date to get this done. We have been more than patient with this guy but he continues to just ignore us without any communication. I would advise anyone that is looking to have work done on a pool to look for another company so that you don't get the run around with this guy like me and my husband has been having to deal with. We just want our pool finished. I can not tell you how upset we are with the poor customer service that this company has provided.

I hired them to install my above ground pool and agreed on pricing. First day the guy who was to dig out the area was three hours late. Before he was done, the bobcat broke down, so he was unable to finish. Day 2, The crew showed up with no equipment. They used the shovel and rakes I provided and my husband went and bought a wheelbarrow so they could move the sand into the pool, that the bobcat guy would have moved, if not for his equipment not working. I sat and listened to them complain through the patio door what a pain it was going to be to shovel all the sand by had (6 tons) That is the minimum required for a 27ft above ground pool. They then said there were broken pieces to the pool so they couldn't finish it that day until they were replaced. (which we had inspected the whole thing and we had no broken pieces, so I do believe they broke them so they could leave. (just my opinion) Day three, the crew comes back, said they will be there around 7am, so we are up waiting, they showed up at 10, left for lunch at 10:50. Came back at 12:15. My grandson who's 17 said he would help shovel the sand, so he did for about an hour while the crew sat on my porch. I had to make him come in the house so they would do the work. They put 3 of the 6 tons of sand in the pool, put up the pool started the water and left. Did I mention in the middle of installing the pool the owner *** called me and said he had to charge me another $200 for the bobcat digging more than they thought. Remember the bobcat driver is ***'s dad and it broke down. I called the next day because the columns are not on all the pavers, and most of them are not sitting flat as they should they are all crocked leaning inwards and broken pavers . I called, him and his wife told me for 5 days they were coming out but always some excuse and after waiting all day no one showed up. So it's now been 2 weeks and nothing but promises while I see him posting picture on *** of all the pools he has done since. Job wasn't done correctly, I was upcharged in the middle of installation, so I had no choice at that time, on what was done poorly to start. Poor service all around. Now I have to pay someone else to finish the job.

The excavation was done by a man that was very experienced and ethically sound we never give an exact time for an excavation and always let the customer know he will call when he is on his way as he does multiple digs a day and it would be impossible to pinpoint the exact time he would be there. He happened to have issues with his equipment that day but was almost complete with the dig. Our crew came out to install the pool and manually finish leveling out the area. I am very sorry if my crew was unprofessional in any manner as far as complaining or taking breaks. They were paid for their labor. I was not able to make it out to her house that following week to come view the items she had concerns with as I was trying to squeeze a lot of things in that week preparing to head out of town. I whole heartedly apologize and have since traded out to Ms. to try and resolve the issue. I have not received a return call but hope to. As this was a labor only job I would ask to have the opportunity to resolve the issue for her and I will personally be there to do the corrections and make sure she is happy when we leave.

The owner did call and leave a message, almost a month after the job was done and ONLY after filing the complaint with the Revdex.com. Didn't bother to call all the days I took off from work and sat at the house on the days he promised to come out and make the repairs.

I have since hired another contractor that has come out and completed the job, that his company failed to do correctly. I had to pay an addition $800 for them to make the repairs, which included them having to remove the liner. This company has supplied me with writing letter of what was done incorrectly and the repairs that had to be made.

I want to be refunded my entire amount I paid *** of peoples paradise pools of $1200 and the cost of the liner of $390 due to having to buy another one to replace the one his employees put up incorrectly. The job was not done correctly and incurred me additional cost.

If the business will not refund me the entire amount of the $1590, then I will be taking his business to small claims court as soon as the Revdex.com closes this file, and will add in ALL the money I spent, that was in my original complaint with the pictures and all documentation I have.

Please let me know as soon as this has been concluded, so I can pursue him in litigation.

I understand that the client is frustrated because we were unable to come out the specific agreed upon times immediately after the install for the problem listed in her original complaint where there were columns that were crooked leaning inward and not sitting flat as they should. We did reach out to try and set up a time to fix the issue and did not receive a call back. As for all of the other information listed in the original complaint the bobcat driver was never suppose to be there at 8 and communicated with the client his location the client even sent a text to this effect. The additional information and costs the client has continued to add to this complaint after having other people work on this pool and not giving us the opportunity to adjust the columns is not our companies responsibility. The pavers were not “broken” they are cut in halves because they are 18” pavers and only half that size is needed for the columns. The client sent pictures and their pool was not in an “emergency state” where it required same day turn around so we were trying to fit them in a full schedule at a very busy time, which once again I deeply apologize for and was willing to help make right. The client has added to this complaint after it appears having dealt with multiple other contractors and we can not be held responsible for anything they have charged her or as a result of their service another person is now charging her. Also in regard to the digging upcharge was due to the additional deepth that was needed for leveling and not originally communicated by the client, this is standard and not the “shady” practice the client is trying to portray. We have addressed the employees complaint issue with our employees to ensure they are not doing this on job sites, and have never required a cus***er to provide us with tools or labor we have plenty of workers, shovels, rakes, and wheel barrels if they were missing anything at this job site it could have been brought to them or they could have went and picked it up so if the customer pitched in in that way then it was completely their decision. I wish we could have fixed this issue with them but now that the pool is in a different state and multiple other people have made a mess of it what the customer is requesting is not fair when the complaint was originally just a need to fix a few columns. We also have records of pictures and text messages to support this.

I want to make sure I address all *** has said in his reply. 1. The client frustrated because we were unable to come out the specific agreed upon times immediately after the install. The pool install was 6/17 when finally completed. We exchanged text and calls up until 6/24 when him and his wife stopped returning my calls and text still promising to be here. I have included all the text with ALL the times he and she said they would be here and were not.2. I'm glad he addressed his employees, but my complaint is not with his employees. My complaint is with him and his company, who is responsible for his employees not doing what they were paid to do correctly.3. The digger was his dad or wife's dad and their 8 or 9 son as the survey guy. *** gave the quote over the phone without seeing the site. That was poor on him not doing his due detergents and properly surveying before giving the quote. Then still uncharged me without ever laying eyes on this site. 4. He said he is not liable for another company. I never said he was. I hired another company to fix what they wouldn't. No one touched this pool prior to my complaint and I gave them plenty of time to make it right and they didn't. I think a month is more than being reasonable on my part before hiring someone else. I am not trying to get something for free here. I am trying to retrieve my losses from a company that didn't do what they were paid to do. Payment for service. (poor service) if I had not filed with the Revdex.com I'm sure to this day I still wouldn't have ever received a phone call back.I am attaching some of pictures for review by Revdex.com and ***, since to this day he has never seen the pool his employees put up. Shows his guys laying the track on lumpy uneven ground, leaning columns, broken pavers, columns not completely on the a paver, messed up liner they said would be fine once the pool had water and wasn't.. I want my money back from HIM***

So after three weeks and a decent chunk of change our pool still looks like this. Mother's day weekend we hired this company to come and clean it out because it was not closed properly and was pretty disgusting. They did a great job! I didn't even complain when their equipment put a hole smack dab in the middle of my liner! While they were cleaning the pool they noticed it was off track. So we paid them an extra amount to fix this. While they were fixing this they mentioned some sand had washed out in one corner where they were working and I told them yes we had a hole patched last year and it would make sense if the sand had washed out there. They continued to work and finished up without replacing the sand. We start filling up the pool immediately after they finish because with an above ground pool liner time is limited and you don't want the liner to dry out. So after getting the pool close to halfway full the liner slips out of the corner where the missing sand was. We have never had this happen before! We call they send someone over. We have to drain all the water out. Which took a whole night. The guy didn't come back for almost 3 days to put the sand in and fix the liner. When he was finished and I checked the work(he was already gone) he had left mounds of dirt and sand IN the pool. So now I had to soend the next three days recleaning the whole bottom of the liner myself. What happened in those three day? A damn hailstorm. Turns out when there is no water to break the hails fall it will put holes in your liner! 57 to be exact! So they come back (for a small fee) and patched all these tiny little holes. While also telling me my liner(WE HAVE ONLY HAD THIS LINER FOR ONE SUMMER)Was shot and we would probably just need to buy a new one and have it installed. So they patch them all and we start filling again. The liner slips out again! They come back look at it says his guy didnt do it properly (I'll add that the owner told me he had to just fire this guy for doing shady stuff) but also the whole liner wasn't done properly(is this not something that could have been caught when you were taking things apart and fixing them for us two weeks ago?!? Or even the benefit of the doubt it should've been caught with the first liner slip and fix) So they fix it and we start refilling. He also tried to sell the idea of a new liner AGAIN after us telling him with house updates and what we've already dropped to have them clean and "fix" the issues it's just not in the budget this year but he continues to insist it's probably the best idea. We started filling it and then woke up to it basically falling apart this morning. We paid them 600 for the cleaning job 200 for the repair and 75 to repair the holes.

Since this complaint we have been in contact with the client to resolve their concerns. The information included in the complaint was not an accurate representation of the events and the damage to the liner was not a result from anything our company did. This pool sat mostly empty for approximately a year which as the client pointed out is not good for a liner. When we washed the pool we brought it to the owner’s attention it was out of track and by putting it back in track the liner later came out of bead. We came back to fix it for them and then this hail storm put a bunch of holes in their liner which was clearly weakened by drying out all winter, I came back and patched all the holes from the hail advising them that they need a new liner because clearly this has been weakened from sitting out so long as well as it seems whoever installed the liner cut it too short which is why the pool was out of track and the liner comes out of bead when it’s put back in track. After discussing the situation with the client’s husband they agreed and purchased a new liner and I gave them a discount on the installation to show good customer service on my end. Please contact us with any follow up questions. At this point I am of the understanding we have a happy customer.
