Review: We ordered window shutters for our brand new home in June. Gilbert "the owner" said it would be ready within 4-6 weeks. It has been more that then time given to us. Everytime we call him, he never answers the phone. We will leave messages and emails but seldomly replies back. When he does reply back, he gives us the run around. We asked for our money back and he told us we would get it back last Monday August 5th 2013. He did not deliver. He then told us he would give us the money back on Friday August 9th 2013. We called him repeatedly but no reply. We are very concerned that we got ripped off and this whole thing was a scam.Desired Settlement: Cash refund for the amount that was paid to Gilbert Ponce "the owner"

I really apologize for this situation... The shutter manufacturer I use (which I will not name) really dropped the ball on this and a couple other orders I placed. I purchased materials to manufacture product for this customers order. Once the order was delayed twice the customer requested there money back. I agreed, I informed the customer that I would need some time, and that I would try to get the money to them as soon as I can. I lost $2900 on the material which was paid for and since the material was already in production I could not get the money back. I am the entire company, I do all the sales and installs myself and am very small business. I dont have that kind of money sitting around, again I apologize for the delays but will refund the customer as soon as I can.

Review: We hired [redacted] to install shutters in our newly purchased home on approximately 5 Oct 2013. We provided him a check for $3225 as a deposit, covering half of the total price to install shutters for 18 windows in our house. He said he would send his assistant over in a few days to take final measurements. A week passed without anyone coming over to take measurements. My wife and I left several msgs on his phone before he finally responded. He finally stopped by our place a week after initial payment to perform the final measurements himself. I asked him when we could expect the install to begin and he said it typically takes about 10 business days. After that time elapsed, I called and left messages inquiring about our pending install. I finally established contact with [redacted] and he told me there would be a delay with the manufacturer but the good thing is "installation would only take about 3 hours". One more week elapsed before my wife reached out to him to get an update. It is that time he texted her back and told her he would be filing for bankruptcy. After reading the reviews on the Yelp and Revdex.com sites, we believe he either used extremely poor judgment in the initiating of our contract with him or he never intended on providing services to begin with.Desired Settlement: We want a full refund of our initial deposit of $3225

Review: Like the other complaint that was filed against this company, I also ordered shutters for my brand new home from Pacific Horizon Window Coverings. I placed my order on July 5th, and was told that I would receive my shutters in 3 weeks. When I placed the order, I gave a 50% deposit of $2,000. It is now two months later, and I still do not have shutters in my home. After several attempts to contact [redacted], he finally told me (back in mid-August) that he would not be able to provide us with the shutters, and we would instead receive a refund. It has been three weeks since he told us we would receive a refund, and he has not paid us a dime. The ONE time that he responded to us, he said that he "is a small business and can not afford to pay us back right away". We have asked him several times since then what his plan is to repay us back, but have received no answer. We send him emails, text messages, and call his phone on a daily basis - yet he never responds. Needless to say, my husband and I are VERY frustrated.Desired Settlement: At this point, we just want our money back so that we can move on with our lives. My husband and I are both active duty Navy, AND I am currently battling cancer - this is really the LAST thing we need in our lives right now. We don't want to have to settle this through the courts, but at this point we really don't seem to have any other option.

I PAID HIM 1725.00 AND HE NEVER DELIVERED THE PRODUCT WHICH I PAID FOR. HE REFUSES TO ANSWER MY CALLS, MY TEXT MESSAGES AND E-MAIL COMPLAINTS. NO PRODUCT WAS EVER DELIVERED AND HE SCAMED ME OUT OF MY MONEY.Desired Settlement: I WANT HIM TO STOP TAKING PEOPLE MONEY AND NEVER DELIVER A PRODUCT AND I SEEK CASH REIMBURSEMENT OF THE MONEY I PAIDED TO HIM

Hello there,

Pacific Horizon Window Coverings been paying back my customers and making payment arrangements in order to get back on our feet. I have said before that the situation we were put in was all my fault using bad judgement in selecting my vendors. I have since then learned from my mistakes and am no longer selling any foreign brands.

Review: I ordered shutters with the owner Gilbert for my new home in June. I had paid thousands of dollars to secure an installation appointment 3 weeks later which was never done. I repeatedly called and emailed Gilbert for status updates. 20% of the time he would reply. Eventually he agreed to refund the money but everytime I've tried to contact him for the refund he would either not have it or not respond entirely. I have strings of emails and texts saying he would pay me back for the last 2 months but no results. I am very concerned that I will not see my deposit money back as we need that money to pay for some kind of window covering. As of now we are still have uncovered windows with no means to pay for it.Desired Settlement: A full cash reimbursement for the deposit I gave to Gilbert in June.

I am doing all I can to recover from the issue I had with my shutter manufacturer. I was ripped off by a company in TJ and am paying back deposits that were given to me in the odder I received them. I wish I had been responsible enough to not use a foreign company, I am completely at fault. Like I Said if I had the cash at my disposal I would expedite the refund. I greatly appreciate your patience and promise you will receive a full refund soon.

In regarding the response, I tried to reach out to Gilbert but he still did not respond to my calls or emails. I want to work out some sort of good faith installment repayment plan so that it wouldnt be such a financial burden to him or his company.
