In I contracted with Padilla Homes to build a home in the
Franklin Hills district of El Paso The construction was undertaken while my family was living in an apartment in the city and while I was serving overseas as an army officer in Saudi ArabiaAfter MrPadilla missed the original, agreed upon October completion date (this his "there's no way that could happen" assurances), my wife and kids agreed to move just prior to Christmas 2016, conditional upon written, detailed promises from MrRafael Padilla himself that he would still complete numerous unfinished parts of our home's constructions All these items were detailed om a "punch list." Other parts of the house showed damage within weeks/months of moving in
Our son's shower head has not been installed This after MrPadilla promised that he was not going to ruin a 30-year reputation over a shower headIt has been almost TWO YEARS now The exposed parts of the outside, upper balcony are still unfinished and exposed It is one of the first things our guests notice The roofer has come and said it's not his problem and the stucco guys have said it's not their problem Apparently, it's not Padilla Homes' problem either The front and back porches still have paint and stains all over them from construction There is still a crack running up the fireplace to the ceiling The spa has a crack in the pool decking The pool guy is afraid it will get worse if not fixed The master bedroom backdoor is leaking rust from the center glass pane The stucco on the front courtyard is cracked all over, front, back, inside, outside, and all the way through It is starting to come off It is cracked beneath the lower front windows as well
But since my family moved in, MrPadilla has failed to complete the work on our home, to include even essential items as even the shower head in my son's shower He has also failed to take any responsibility for multiple unfinished and damaged/smeared exterior works, or even shoddy workmanship like an exterior courtyard that already started to crack and crumble At one point the El Paso police asked us if our home had been vandalized because of all the leftover, construction paint stains that were left on the walkway to our front door
MrPadilla's repeated, established standard operating procedure is to instruct us to inform us "that these things take time" and to "be patient." Eventually he would send one of his sub-contractors unannounced, often without even the professional courtesy of a warning phone call, to our home The sub-contractor then says it's not his responsibility and leaves Apparently nothing is the responsibility of Padilla Homes, eitherThis has happened again and againAnd again
I did not make a contract with any sub-contractors, I made it solely with Rafael Padilla and Padilla Homes Yet MrPadilla has consistently failed to make any effort to supervise his
sub-contractors or take any responsibility for their work Over time he has also became increasingly elusive to reach or blatantly belligerent to both me and my wife about his failure to uphold his part of our contract
I have recently retired from the US Army after three decades enlisted and commissioned service It is extremely disheartening to both my wife and myself that our retirement "forever home", something that we dreamed about for years, is a half-completed messThis after we heard again and again about "Padilla Quality" and how important MrPadilla's reputation was to him It is too late for my wife to start over with a reputable builder, someone who is actually true to his word, but if I can help some other potential victim of this con artist make a better decision, I will have done El Paso a public service
