the owner of the company, kept money that I gave him for materials to do repairs on my house and will not pay me back.

I hired *** Remodeling (***) on January *8, 2020 to make some repairs to my home that he estimated would take about days to complete. I informed him that I wanted to get this done as quickly as possible because of my job, which requires me to be out of town for, sometimes, weeks at a time. He asked for $1,500.00 to buy the necessary materials, which I gave him on January *8th. No one ever showed up here until weeks later, when he sent a fellow named *** to look at my roof on Monday, Feb. 18th. *** looked at the crown moulding on the roof and said he could fix it, himself, for $100, which was much less than what *** had quoted me. *** did no work and left, never to be seen again. *** and one of his employees finally showed up at my house almost a MONTH after I hired him, on Friday, February *1st, to begin working on my house repairs. He, his partner and some girlfriend, arrived at my house at p.m. and were here at my house for hours, and promptly left at*** p.m., for a total of hours of "work". I returned home at:*0 p.m. and inspected what they had done and was appalled at how sloppy and amateurish the work was. For instance, a post for my deck that was put in the ground with concrete, wasn't even plumb, or straight. It will have to be dug up and re-set. The roof repair looked like something a kid had done. I thought I was hiring professionals! I could have done a better job if I had done it myself. I shot video of all that they had done and texted the video to him and immediately let him know that I didn't want him doing any more work on my house. The major portion of the $1,500.00 I gave him for materials was to purchase some French doors for my basement. I priced the supplies he actually bought and it came out to $51.80, plus tax, my cost. (I'm sure he got it cheaper at "Contractor's cost) I rounded the $51.80 up to $60.00. *** said he could fix the roof for $100.00. I figured $100.00 for the hours of labor between *** and his helper ($50/hour). That total amount was $160.00. I texted him that I would deduct the $160.00 from the original $1,500.00 that I gave him, which left a balance of $1,140.00 that I wanted refunded. He AGREED and apologized for the "inconvenience", and texted me, on March 1*, that he would mail me a check "next week". On March rd, still no check. I asked him if he had mailed my check. His response: "Not yet. Sorry". I texted him again on March *6th and asked when I would get my check? His response: "Next week". On April *rd he told me that he had my check. I told him not to mail it, but to bring it to my house and give it to me personally. He AGREED and said, he was "on his way". When he didn't show up, I texted again. He said, "*** be there". He never showed. Same *** the next day. He never showed up. I have never heard another word from him since. I filed a police report with the ***olice Department on April 8 (case #XXXXXXXXXXXX). I have all of the texts between myself and ***, which include the videos I shot of the work he did at my house.
