I would like to explain with more detail of the call we were requested for EMERGENCY SERVICE the dispatch fee as off hours...
is a fee of $149.00 which the customer was informed of when he called. When the tech arrived he completed a diagnostics of the system that was the balance of the call. And he found nothing wrong at that time.

I am rejecting this response because: the vendor is not providing any new information. The issue at hand has been established: we agreed to him performing two services for two fees; one of which he satisfied and one of which he did not correctly perform. In the case of the first service, I accept that the vendor was paid $149 for an emergency service call and that the system was operating when he arrived (in part because he helped me reset it over the phone). I dispute, however, the second service (diagnostic) because the technician did not detect the discrepancy, which he should have, based on a second technician performing the same service (diagnostic) and easily correcting the problem. I paid for something I did not receive what was promised. If this behavior were acceptable, there would be nothing to stop anyone from claiming to be a HVAC technician and agreeing to conduct a "diagnostic" for a sizable fee, regardless of outcome. For the fee provided, this technician should have been able to identify the problem. I think, at this point, two things are clear (1) the facts of the case and (2) that Shipley's feels this conduct is acceptable. I request that Revdex.com make an evaluation of the vendor's behavior and determine if that's consistent with ethical practices and a "A" rated provider.
