Included with this response is a copy of our Inspection that was performed by our staff and documents all the related charges, the Rules and Regulations which specifies in number 5 (five) about charges for bulbs. We have also included our move out packet which has extensive and specific information on cleaning and the expected condition of the apartment upon leaving.The administrative charge covers the shampoo costs and any light cleaning that may be required. We did apply this charge to those items and have billed for anything that may have exceeded that amount.As to the wall damage and painting: We cannot definitively determine wall damage until the student has removed everything from the walls and this is not evident throughout the year during routine inspections until the walls are clear. In this case, the walls were discolored and dirty due to the hanging of twinkle lights and/or candles or both. Due to this these choices by the tenant, we are obligated to paint and repair in order to correct it for the next tenant. We only billed back a portion of the $125.00 we paid for the wall painting. Ms. Grant was billed $42.63.The cleaning of the apartment was not as described to you by Ms. [redacted] and our billing to complete it was fair and equitable at $60.25.As to the administrative fee of 15%, this is communicated at the time of leasing and applies to any repair or maintenance situation that we have to facilitate due to tenant damage. The Administration fee is disclosed in the Lease's Rules andRegulations #31 & Move Out Procedure Section and in the Move-out Manual as well. Again, it was disclosed early and often and is a reasonable charge.In summary, it is always our goal to communicate expectations up front and then execute the charges and actions equitably and fairly to each and every tenant.
