I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.

The representative of Pebble Tec has chosen the path of blaming everyone else without accepting any responsibility of wanting to do any further research into the matter.

Although [redacted] did the plastering they are promoting the Pebble Tec brand. Not every pool plasterer has Pebble Tec's authority to apply their material because of its special qualities. I did speak with the representative at Pebble Tec who told me they would get in touch with [redacted], but no one from [redacted] every called me.

Pebble Tec would like to put the sole blame for the pebble erosion on water chemistry. However both my pool maintenance company and [redacted] have said that a slightly high PH reading would not cause the cement to have issues holding the pebbles. These are professional opinions, not that of a homeowner. In Pebble Tec's world pool water would always have static qualities and no chemicals would ever be needed because all the water qualities would remin the same week after week. For numerous reasons pool water is constantly changing and my records show that I very frequently have it tested. In addition no information was every given to me to state exactly what water chemistry is acceptable other than a national standard which is applied to all plaster pools. This standard is also used in the water testing by my pool maintenance company which is why they disagree with Pebble Tec's opinion.

Since Pebble Tec is unwilling to do anything further than blame the customer I will have to take my fight to social media as well as my local magistrate. I will bring the professionals from my pool water company which has been in business over 35 years as well as [redacted] who will state that the water would not have caused these issues. Then we can let a judge and the on-line consumer decide.

Pebble Technology, Inc. is a supplier of aggregate stone, not an installer or pool builder. Mr. [redacted] hired [redacted]) to build his pool, and that is who he has a contract with, not Pebble Tec. [redacted] subbed out...

[redacted] to apply the finish using our Pebble Tec aggregate in addition to their own cement (not supplied by Pebble Tec). Our Warranty Manager spoke with Mr. [redacted] multiple times about his concerns. As we explained to Mr. [redacted], the problem he is experiencing with his pool finish (loss of stone) can only occur when the water chemistry is out of balance such that it etches (eats away) the cement, thus deteriorating the bond between the rock and the cement, causing pebble loss. Mr. [redacted] sent us his water chemistry records and they were consistently out of acceptable ranges over the lifetime of the pool. Pebble Tec does provide a “material only” warranty on our stone, but we specifically disclaim that issues such as pebble loss, caused by adverse water chemistry, are not covered by the warranty. Their workmanship & labor warranty would be provided via [redacted] or [redacted] is neither a franchisee or sub-contractor of Pebble Tec as Mr. [redacted] states in his complaint. [redacted] said they have never been contacted by Mr. [redacted]. We have communicated with [redacted] and [redacted] about Mr. [redacted]’s concerns. It is our understanding that [redacted] will be visiting Mr. [redacted]’s home in the coming weeks. Pebble Tec has done all we can do at this point to address his concerns.
