three unrelated girls a property elsewhere, at which time they put in an application for the first property Their application was rejected by the owner in favor of an applicant who had a more stable job history.Because MrPekar knew what a tight rental market the area was experiencing, he mentioned a property he owned that was not yet on the market and needed a lot of work He gave them the address They looked at it from the outside and were really excited about renting itThey were told then that it was in poor condition due to the previous tenants The girls were anxious to see the interior anyway, to which we reluctantly agreed They viewed the inside with their parents, said they wanted it and volunteered to help We indicated we did not encourage their assistance, but they kept insisting MrPekar reluctantly agreed to let them help, but wanted their parents present while we discussed the matterThe complainant's parents were present when he discussed the situation, cautioned them that he was not comfortable with them doing any of the work, but agreed to let them try They wanted to start right then Again he was reluctant, but they volunteered to help by moving the furniture down to a central locationOur own people subsequently loaded the furniture and removed it from the property After moving the items, the girls asked if they could paint MrPekar was very reluctant, but they were eager, and brought paint color guides At that time, they asked about the carpet (which was only one year old)MrPekar told them he needed to look at it after the furniture had been removed before he could make a decision When he went to examine the carpet, it had already been removed, as well as the padding, without any prior knowledge or permission We never asked them to remove the carpet Now that the carpet and pad was removed we made the decision to replace it with laminateOnce again they wanted to help and we responded no that we would install the floor They wanted to help so we said ok they could remove the staples in the floor which they never completedMrPekar agreed to buy paint in the colors they selected During this time, they kept asking for more repairs on the property until at one point, MrsPekar went to the house to talk to them and the parents She was unhappy with the paint job and told them so There was paint on the floor, on the trim, cover plates, heating units, steps and kitchen and bath vinyl They also painted over places that had been spackled but not sanded Places where the wall and ceiling met with different colors were jagged and poorly done The paint was thin in places In short, the painting was not done in an acceptable or workmanlike manner Our workers have since repainted much of the walls The girls kept insisting that they had people who could lay the floor MrPekar told them no, that he and his crew would do itStill they insisted and moved the laminate in place to install it Once again MrPekar said not to touch it and we subsequently installed the new floor.The girls moved personal items into the property, removed sinks to replace with their own, pulled out the existing dishwasher and partially installed their own again without our prior knowledge or consent Our workers then installed the new sink....twiceThe girls brought a washer and dryer, then removed it, then returned it, then removed it a second time Again my workers installed them ..twice(They kept changing their minds) They were frequently asked to remove and keep their personal items out of the workers' way At one point, the complainant requested permission for a fourth person (her boyfriend) to be added to the lease We responded that the property was being leased to three unrelated persons only, and that a fourth person was not acceptable At this point, the complainant (girl with the boyfriend) indicated she would not be moving in...and then changed her mind again, she was going to moving inThis kept happeningthey kept changing their minds.We were uncertain whether or not the girls intended to occupy the property On September 25, the complainant informed MrsPekar she would not be moving in, and returned one of the four keys to the property About two weeks later, a second girl of the three telephoned and said she was not moving in The third girl left personal items in the property until November Some of their stuff is still there Two of the four keys were never returned About the middle of October the complainant came back to remove some of her stuff including the dishwasher leaving us with no dishwasher and a hole where ours had been Also during this time they removed the sink (for the second time) leaving us with no bath sink where one had existed.To summarize: The girls volunteered their workThe girls changed their minds about taking the property (numerous times)The Pekar's had agreed to waive the security deposit and rent the property to them for $a month instead of the $fair market valueSpecifically, Rick never asked them to move the remaining furniture: they volunteered to move it to the lower level.They removed the carpet without our permission.There was never any significant mold or evidence of rats in the propertySince they had keys and full access to the property for well over a month, they had ample opportunity to inspect the property before they did any voluntary work At no time did anyone slam doors in their face or deal with them rudelyWithin a week following the complainant's return of her key, the complainant's mother called Karen P [redacted] and threatened to report her to some authority for unauthorized disposal of (drug) paraphenalia which the mother had put in the trash while cleaning the property While we were eager to give the girls a start at living on their own, we were reluctant due to their youth and limited work history The issue with the boyfriend moving in as well as constantly changing their minds about moving in were added red flags While disappointed that the tenancy agreement could not be consummated, we believe we acted in good faith, and that the girls volunteered their labor (which at no time was demanded or encouraged by us) At no time did the girls tender any deposits or rent money and they are the ones that terminated the agreement.Submitted by Karen and Rick P***

Review: Rick P[redacted] told me and two other roomates we could move into [redacted], the house was trashed from the previous tenants. Rick had us clean out all of the furniture (this took 8 hours of work and 11 people helped). They also demanded that we take the carpet out and pull up all the little nails out of the flooring and they would "inspect". Then later bought us paint so we would paint the celling, walls and doors in the entire house. None of this was volunteer work, the deal was that we would be able to move in the house by september 1st and they would void the security deposit. Meanwhile September first comes around and we did not get any phone call that the house was ready, so we go to the office and get a door slammed in our faces Rick then tells us that the house wont be ready until October 1st. Karen P[redacted] then offered to pay us for the work we had done, we told her we would think of a price. Then called her a few days later and gave a price and Karen said the offer was no longer avaliable. I believe that we have been robbed, our labor has been stolen. Not to mention there was a mold and rat infested and they also had us clean paraphernalia from the previous tenants, which they were well aware of.Desired Settlement: I believe they should loose their license, no business should be run this way, they steal from innocent people and they are going to keep doing it until someone stops them.

These people are constantly in court to defend themselves. No resolutions are ever done. Basic necessities aren't met.
