Chimney Flashing Disaster
I hired Penn Ohio to replace my chimney flashing. Dustin from Penn Ohio took me for a little over 2,000 dollars to do what you see in the picture. He sent young kids to do the work and they were very sloppy. They left cigarette butts and got mortar/caulking all over my new roof. They were never supposed to add mortar/caulking to the whole chimney, only where the old flashing was. He got irate when I tried to get some of my money back and hung up on me. I originally hired Penn Ohio because of all of the supposed good reviews but as you can see please beware hiring this company.

For your reference, details of the offer I reviewed appear belowRe: Complaint #***I met MrG***, owner of Penn Ohio Roofing and Roof Cleaning LLC, only one time on April 17, when he gave a quote and presented the contract for installation of a new roof and skylights at my homeI will address his comments, which I will highlight statement by statement as follows and include all emails attached beginning on page I installed a new roof for ***.MrG***'s company, Penn Ohio, did install new shingles on May 12, I also installed new mobile home skylights for ***.MrG***'s company, Penn Ohio or a subcontractor (not sure) did install new skylightsShe had a leak in one skylight.Correct, there was a leak during the first rainfall after the initial installI cam down and fixed the leak.MrG***'s company, Penn Ohio, or his sub-contractors did come to attempt repairs on June 2nd but the skylight leaked again during the next rainfall on June 16thI sent *** over ten emails and asked her if the leak was fixed and never got a response! Many emails were exchanged (I can provide all) and I did respond to all MrG***'s emails, but refused to answer his question whether still a leak because: aNo further repairs were made after initial repair attemptI requested that they (his crew or subcontractors) do not do any further repairs until MrG*** has the chance to personally inspect the installThere was no reason to expect the leak had stopped, bI realize that had I told MrG*** that there were no visible leaks inside the house, it would be very unlikely that he would come and inspect his company's work, everShe tried to tell me the skylights were not installed correctly so I sent her the email with the directions *** ***After comparing the install instructions provided by MrG*** to the photos, it was clearly obvious that the skylights were not installed to the manufacturer's instructions.See photos and instructions attached belowShe was never home!!!!!Answering MrG*** referring to his inability to find time to personally inspect, I work only hours a week and am available every day until at least 2:pm.Emails below showing attempts to schedule:
She relied on her neighbor to be home to come over!!!I relied on my neighbor from the start due to his experienceAs far as covering for me to meet MrG***'s schedule we never saw himIt is hard to get ahold kf these peopleTime line of emails shows the opposite is true
...we came down times and she told my workers to leave the last time!MrG***'s only visit to my home was to bid the jobHis crew, or subs, was there once for the initial install, once for the first leak repair attempt and once for the second repair when I requested they have MrG*** personally look over the job(If he did come and inspect, he (Penn Ohio) would have been to my home times)
11aOnce again the skylights are not leakingNo repairs were made during the second call back, so assuming no leaks is ludicrous.11bthe only reason the one leaked is because the wood had a bow in it from her not wanting to do new wood on the roof. The "replacement of the wood" that MrG*** is referring to was actually suggested to him by us, only after he came and quoted the job, MrG*** agreed it would make for a better job and he did quote aprice not to replace the existing wood sheeting, but to overlay the existing woodI opted to not have new sheeting overlaid because a high-end builder advised me that it may add too much weight to the roof structureMrG*** never advised me that all the existing wood was inferior and that he would replace any inferior "wood" during installationI believe his crew or subs replaced two 4xsheets during the installation11, showed them both that the I wood was not okay for the roof but they decided not to replace it.I assume both meaning myself and my neighborMrG*** was not present at the install so he could not "show” us the condition thenIf he showed us when quoting, neither myself nor my neighbor can recall and if he did show us, why did his quote not reflectWe fixed a couple sheetsAs I mentioned in the rebuttal to statement l1b, Penn Ohio did replace sheets at Penn Ohio's discretion, if Penn Ohio thought that the sheeting was going to be an issue, why did they not repair during the install?
The skylights are installed correctly which are self flashing skylights.Refer to statement rebuttalMrG*** provided me with the manufacturers' instructions and he also provided photos of the skylights after the first repair attemptMrG*** provided me with the info showing the install was incorrectIve spent hundreds of dollars on gas to go to ***s house and she is very difficult.MrG*** has only made one trip to my home and that was to quoteThis is the first complaint I have ever filedMy workers can fix anything that is not right but I will not warranty skylight without exterior caulking.MrG*** refers to exterior caulking, I assume, because the manufacturer's instructions only call for two beads of caulking between the skylight flange and under the shingles.Again, comparing the instructions to the photos there are massive amounts of caulking applied to the top of the shingles....so much caulking that is can be seen from inside my houseThere is caulking underneath to manufacturer specs as wellThe reason I requested that no repairs be made at the 2nd call back was because my neighbor (who was on the roof during this call back) noticed that there did not appear to be caulking applied between the skylight flange and the sheeting when the repair crew lifted the shingles from the top flangeWe decided to hold repairs till MrG*** personally saw the installation. In concluding, I am so disappointed that this has been such a difficult experienceIt would have been so much easier if MrG*** would have come to inspect the work at the first sign of a problem with the skylightRegards,

I have reviewed the response made by the business in reference to complaint ID ***, and have determined that this does not resolve my complaint. For your reference, details of the offer I reviewed appear below
Good afternoon ***Thank you for your most recent correspondence dated 9/18. The current status of our complaint against Penn Ohio Roofing & Siding sadly still has not changed. Therefore, the negative status should stay, as they have not done anything to cooperate.Penn Ohio Roofing & Siding not only had a duty/obligation to us, its "paying" patron but they also breached their own binding contract. The owner failed to comply with his own warranty after the fact. He has done nothing at all to help. Instead, his less than desired negative behavior has been completely unacceptable; aggressive, disrespectful and obnoxious. He promised to pay for our deductible "if we turned in a claim to our insurance company". The insurance company had a field adjustor physically come out to prepare an evaluation. The facts and findings stated many errors from installation, which could have been easily avoided if the professional that we hired would have been present during installation. Quick summary- the insurance company stated our policy would not cover "installation issues", which contributed highly for our loss.Since then, we have had several companies physically come out and complete evaluations with estimates as well. Their evaluations came up with the same conclusions. The owner of Penn Ohio Roofing & Siding mishandled the evidence. He took shingles and stated he was giving them to the representative of the shingle company, IKO. However, over a month later the shingle representative was still awaiting those shingles. At that point, the owner of Penn Ohio Roofing & Siding gathered up some shingles and gave to the IKO rep. After the shingles were tested, it was concluded that the manufacture date of the submitted shingles were from February 2017; but our roof installation was November 2016. This clearly proved those were not our shingles. The owner of Liberty Roofing, where the roofing materials came from, has gone above and beyond to help remedy part of our claim. He came to our residence and picked up more shingles that were not fastened to the roof. He also gave us a bundle of shingles for the temporary repairing. All further costs involved for quick repair, could have been avoided and clearly should have been covered within my year warranty with Penn Ohio Roofing.Yes, I recently received bundles of shingles from the shingle company to replace the defected ones (the monetary value of $per bundle)However, if the professional would have been here at the time of installation, he easily could have seen the defective product as well as the installation issues. At that specific point he could have made corrections to have saved money and time for all parties involved.Yes, I received $2,for IKO's opinion of "reasonable labor costs". There is no contractor that was willing to complete the full roofing installation for that price, so that $2,basically covers partial labor. Penn Ohio Roofing & Siding should cover the difference for us to be made " whole" againEven though that amount would not cover all costs associated or involved, it would help and extend an olive branch of goodwill on their part.In fact, if Penn Ohio Roofing & Siding are willing to give us the promised $500 for submitting to our insurance and the $difference ($for shingle value + $for partial labor = $5100; we paid over $to Dustin)at that point we would agree to close the claim and without anything negative. At any rate, Dustin or any of his representatives do not need to harass us any longer. No more phone calls. No more text messages. A $1,check is the only thing needed to send to me, no other correspondence is needed or wanted. No future business is to be expected between us and that affiliation.Respectfully,*** * *** *** ** *** *** *** ** ***Sent from my iPhone

I have reviewed the response made by the business in reference to complaint ID ***, and have determined that this does not resolve my complaint. For your reference, details of the offer I reviewed appear below.June 8, ID ***This message is in response to your recent letter dated 6/6/2017.I will briefly respond to the message supplied from the businessI have been patiently awaiting a remedy from the warranty or due to the shoddy workmanshipAlthough a refund simply will not cover all costs associated with replacing the inferior materials used or the inadequate roof installation, it would be acceptableI, the homeowner, have had absolutely no experience regarding roofing or roofing materialsI did not measure or buy any materialsI wrote one check and it was to Penn Ohio to remove my old roofing, purchase the proper materials, and professionally install my warranted roofThe new roofing shingles were to be warranted and the workmanship of Penn Ohio's installation was to be warranted*** and the owner of *** Roofing Center did not come to my location and remove shingles from my roofThe owner of *** Roofing Center could not have possibly stated that the roof was properly installed as he had not physically come to my residence prior to May 26, This complaint was submitted May 25, Lastly, Dustin with Penn Ohio Roofing physically came to my residence one time (not numerous times) after he was notified of such issueOn March 09, 2017, he came out unannounced and while I was at workHe took shingles that had been laying in my yard.March 14, - the rep from *** shingles, *** ***; contacted us per *** Roofing Centers requestHe asked for the pictures and video pertaining to the shingles not sealingAfter he received the pictures and video he then sent me a confirmation via email stating such.March 22, - *** came to my location and picked up a shingle that Dustin had missed*** did not get on a ladder to remove any of the unsealed shinglesHe was not on the roof at all.March 30, - I sent *** an email; did not get any response.April 06, - I sent *** another email and noted the previous attempt within email.April 07, - *** respondedHe stated that he needs more than shingle for testing and that he has been waiting on Dustin (Penn Ohio) to give *** (*** Roofing Center) the shingles which he previously took.April 07, - *** emailed me stating that Dustin gave those shingles to ***I questioned how we would be guaranteed that those shingles would be ours and why couldn't we just submit more since the shingles were not sealedHowever, *** wanted these shingles to be tested*** stated to us and to our insurance agent, *** ***, that he would notify us of the results.May 26, - I stopped at *** Roofing Center in New Castle, PAI had asked for the owner, BobbyHowever, he had stepped out to pick up lunchA representative named Rick, seemed to be familiar with the *** case, pictures, and videoHe called *** to discuss any results from the shingle testing*** stated to him that the manufacturing date of the shingles that were submitted for testing was February No one seems to be clear how we received shingles of the future; our roof was completed on November 27, Apparently, those 5-shingles did belong to someone else after ail as they could not possibly belong to us.! waited for ***'s returnAfter our discussion with him, we decided to go along with his idea of having more shingles tested since ours obviously had not been*** stated that he would personally come and pick them up and would turn them in for testingHe gave us a bundle of shingles to take with usAfter we returned and had the shingles which he requested, we then phoned himHe came out and picked them up the same dayThis was the first time that he had physically been to my residenceHe phoned me the day after Memorial Day as promised to let me know that he personally turned those shingles in for testing. I have validated proof from my insurance company regarding my insurance policy not covering inadequately or improperly installation of my roof. I have validated proof from other evaluations of contractors that there in fact are several issues relating to my inadequate installed roof. I have a screenshot that Dustin from Penn Ohio provided to meThis screenshot shows his discussion with *** at *** Roofing Center pertaining to the shingles NOT sealingHe provided this to me on March 14, 2017.Dustin has yelled at me, downgraded me, verbally assaulted and threatened me...I am the customer/client that believed in him and his business; so much that I entered a contract with him and gave him over $5,in my opinion, he should be spending less time being aggressive and more time satisfying his clients as promised (trying to remedy the situation)

This is a complete lie! My attorney is willing to go to civil claims court anytime, we do over roofs a year and have not had a problem! Iko obviously stated that the shingles were a defect and thats why they got the money back!!!!! They even stated that!! I have seen no report from insurance because t does not exisit! Also I am owens corning certified and iko certidies, we did nothing dofferent to there house as I would do to mineThey have zero proof of faulty workmanship except some amish people came oht

this is complete lie! the homeowner bought the material and picked the material to match there exsiting garage roof. iko and the owner of [redacted] roofing came out and removed shingles off the roof. the owner of [redacted] roofing even agreed that the roof was properly installed, I don't know how...

homeowners can file illegal complaints. I will be filing a wrongful lawsuit against [redacted] my attorney has already filled the papers and they will receive there court papers soon. this is a complete lie and I have been out numerous times.

Re: Complaint #[redacted]I met Mr. G[redacted], owner of Penn Ohio Roofing and Roof Cleaning LLC, only one time on April 17, 2016 when he gave a quote and presented the contract for installation of a new roof and skylights at my home. I will address his comments, which I will highlight statement by statement as follows and include all emails attached beginning on page 4.1. I installed a new roof for [redacted].Mr. G[redacted]'s company, Penn Ohio, did install new shingles on May 12, 2016.2. I also installed new mobile home skylights for [redacted].Mr. G[redacted]'s company, Penn Ohio or a subcontractor (not sure) did install 4 new skylights.3. She had a leak in one skylight.Correct, there was a leak during the first rainfall after the initial install.4. I cam down and fixed the leak.Mr. G[redacted]'s company, Penn Ohio, or his sub-contractors did come to attempt repairs on June 2nd but the skylight leaked again during the next rainfall on June 16th.5. I sent [redacted] over ten emails and asked her if the leak was fixed and never got a response! Many emails were exchanged (I can provide all) and I did respond to all Mr. G[redacted]'s emails, but refused to answer his question whether still a leak because: a. No further repairs were made after initial repair attempt. I requested that they (his crew or subcontractors) do not do any further repairs until Mr. G[redacted] has the chance to personally inspect the install. There was no reason to expect the leak had stopped, b. I realize that had I told Mr. G[redacted] that there were no visible leaks inside the house, it would be very unlikely that he would come and inspect his company's work, ever.6. She tried to tell me the skylights were not installed correctly so I sent her the email with the directions [redacted].After comparing the install instructions provided by Mr. G[redacted] to the photos, it was clearly obvious that the skylights were not installed to the manufacturer's instructions.See photos and instructions attached below.7. She was never home!!!!!Answering Mr. G[redacted] referring to his inability to find time to personally inspect, I work only 20 hours a week and am available every day until at least 2:00 pm.Emails below showing attempts to schedule:8. She relied on her neighbor to be home to come over!!!I relied on my neighbor from the start due to his experience. As far as covering for me to meet Mr. G[redacted]'s schedule we never saw him.9. (If he did come and inspect, he (Penn Ohio) would have been to my home 5 times)11a. Once again the skylights are not leakingNo repairs were made during the second call back, so assuming no leaks is ludicrous.11b. the only reason the one leaked is because the wood had a bow in it from her not wanting to do new wood on the roof. The "replacement of the wood" that Mr. G[redacted] is referring to was actually suggested to him by us, only after he came and quoted the job, Mr. G[redacted] agreed it would make for a better job and he did quote aprice not to replace the existing wood sheeting, but to overlay the existing wood. I opted to not have new sheeting overlaid because a high-end builder advised me that it may add too much weight to the roof structure. Mr. G[redacted] never advised me that all the existing wood was inferior and that he would replace any inferior "wood" during installation. I believe his crew or subs replaced two 4x8 sheets during the installation.11, showed them both that the I wood was not okay for the roof but they decided not to replace it.I assume both meaning myself and my neighbor. Mr. G[redacted] was not present at the install so he could not "show” us the condition then. If he showed us when quoting, neither myself nor my neighbor can recall and if he did show us, why did his quote not reflect.12. Mr. G[redacted] provided me with the manufacturers' instructions and he also provided photos of the skylights after the first repair attempt. Mr. G[redacted] provided me with the info showing the install was incorrect.14. Ive spent hundreds of dollars on gas to go to [redacted]s house and she is very difficult.Mr. G[redacted] has only made one trip to my home and that was to quote. This is the first complaint I have ever filed.15. My workers can fix anything that is not right but I will not warranty skylight without exterior caulking.Mr. G[redacted] refers to exterior caulking, I assume, because the manufacturer's instructions only call for two beads of caulking between the skylight flange and under the shingles.Again, comparing the instructions to the photos there are massive amounts of caulking applied to the top of the shingles....so much caulking that is can be seen from inside my house.16. There is caulking underneath to manufacturer specs as wellThe reason I requested that no repairs be made at the 2nd call back was because my neighbor (who was on the roof during this call back) noticed that there did not appear to be caulking applied between the skylight flange and the sheeting when the repair crew lifted the shingles from the top flange. We decided to hold repairs till Mr. G[redacted] personally saw the installation. In concluding, I am so disappointed that this has been such a difficult experience. It would have been so much easier if Mr. G[redacted] would have come to inspect the work at the first sign of a problem with the skylight.Regards,

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint.  For your reference, details of the offer I reviewed appear below.

[redacted],,
I have asked Mr [redacted] numerous times for a copy of his insurance so our insurance companies can work the details out.He has failed to produce any insurance information. He told my insurance agent that he would get a copy to him and he told me by text message on Tuesday April 22 that he would get me the information by the end of the day.. As of today,April23.he has not done that. My drains worked fine and I never had a problem with them backing up until the first rain after the new roof was installed.I did have small leaks which is why I replaced the roof..The buckets were there because the day Mr.[redacted] removed the tar and chip roof it rained causing more leaks to appear because the tar was removed. He should never have removed the tar and chip knowing it was going to rain.) We deducted $100 (not $200) from his bill because the tiles were damaged because of the leaks caused by his removing the tar on a day when it rained..The leak caused by the drain backing up is a whole other issue..The water came in in droves. It"s a 2 story building which the area involved is leased to [redacted].The day this happened the water damaged not only the second floor but made it's way into the first floor damaging walls, flooring and tiles in the [redacted] store. Mr.[redacted]'s assertion that I waited 4 hours to call him on purpose to get "free money" is laughable.. I was at home when I got a frantic call from the manager of the [redacted] store stating that his store was being flooded.I called Mr [redacted] immediately after hanging up with the manager and proceeded to go to the store to see for myself what was going on. He claims he is a roofer and not a plumber but part of installing a new roof includes inspecting the condition of the roof before repairing. That should include inspecting the drains.A worker who helped repair the clogged drain was also someone who worked on the new roof. While I was cleaning the floor at [redacted] the night of the incident I asked him,in front of the person helping me,"How did this happen?' He said.,"We thought [redacted] checked the drain and he thought we did." I believe the drain was clogged during the removal of the tar and chip roof. The material clogging the drain was the same material found in the clog.I was told it was tar and stones. I never had a problem before this with a clogged drain but  if it was,Mr [redacted] was negligient in not inspecting the drain before doing the roof..There is also a drain screen that was on the drain that should have prevented anything going into the drain. I believe that was removed during the removal of the old roof which would have allowed debris to enter the drain. I did tell Mr [redacted] I was turning it over to my insurance because I was getting nowhere with him finding out who his insurance company was.. I also told him my insurance company would contact his insurance company once he told me who they were.He has yet to do that..Mr [redacted] actually had someone else install the roof.. In his contract it states that the subcontactor would be [redacted]  (###-###-####) I called Mr [redacted] after the incident and he said he hasn't worked for [redacted] in over a year. Even though Mr [redacted] stated to me when selling me on doing the job, that he has done many rubber roofs, this was the first job  the roofer who was subcontracted by [redacted],has actually done for [redacted].  I have to laugh again at his assertion that I have been trying to scam for years to get free money and a free roof. I have been in business for 29 years and don't need to scam anyone for anything. If Mr [redacted] does have insurance that was in effect when he did my roof, all he has to do is tell me who his insurance carrier is along with a policy number and the name of his agent and the insurance companies can work it out.( Mr [redacted] is also a licensed insurance agent who works for a local insurance agency.) I believe he wasn't insured at the time which,if true, makes his being an insurance agent troubling. He did send me a bill for cleaning up the mess caused by the drain clog.. When I called him about it shortly after receiving it he told me to throw it away. He told my insurance agent the same thing when he questioned him about the bill. He also claims he repaired the old drain and installed the new piping.. Not true.. The person who actually intalled the roof did the drain repair and told me Mr [redacted] had no idea how to repair the drain and left the building before the repair was done I was there during the repair and saw [redacted] leave long before the repair was finished. Again, if Mr [redacted] did indeed have insurance when he did my roof, tell me with who and give me a contact number..If he doesn't he fraudulently represented to me that he did to get the job as I would never have hired him knowing he didn't have liability insurance.
Regards,[redacted]

HI [redacted] I AM RESPONDING TO A ROOF THAT MR [redacted] FILED AGAINST ME. THESE ARE TOTAL FALSE!! I DO HAVE CURRENT BUSINESS INSURANCE, MR [redacted] TOLD ME HER WAS TURNING A CLAIM UNDER HIS OWN...

INSURANCE WHICH HE DID! HIS COMPANY IS AUTO OWNER. HE SAID IT WAS OKAY BECAUSE HE ONLY HAD A 500 DEDUCTIBLE. MR [redacted] HAD TAR AND CHIP ROOFING ON HIS CURRENT ROOF. HE CLAIMS THAT I BUT CHIP AND TAR IN HIS DRAIN HAHAHA. NUMBER ONE I REMOVE EVERYTHING AROUND THE DRAINS AND BOOT COVERS TO MAKE SURE NOTHING GETS IN THEM. NUMBER2 THE LITTLE BIT OF CHIPS THAT WOULD GO IN WOULDNT CLOG A PIPE IF IT WAS FLOWING SMOOTH. SO I INSTALLED THE RUBBER ROOF WHICH WAS A COVER OVER. YES IT DID RAIN AND YES IT DID LEAK. MR [redacted] FORGOT TO MENTION THAT THE ROOF WAS ALREADY LEAKING AND I HAVE PROOF FROM MY SUBS THAT HE HAD BUCKETS UP THERE ALREADY TO ME INSTALLING ROOF AS WELL AS CEILING TILES ALREADY DAMAGED. I AM JUST A ROOFER, I AM NOT A PLUMBER, NO WHERE IN MY CONTRACT STATES THAT I REPLACE DRAINS OR SNAKE DRAINS OR UNCLOG DRAINS!!!!!!!!!. WHEN THE ROOF LEAKED HE WAITED OVER 4 HOURS TO CALL ME. I BELIEVE HE DID THIS ON PURPOSE IN ORDER TO GET FREE MONEY. THE WALLS WERE ALSO ALREADY DAMAGED. SO I WENT UP THERE AND TOOK PICTURES. I CUT OUT THE DRAIN FOR MR [redacted] TO SHOW HIM THAT IT WAS FILLED UP WITH TAR AND CHIP AND DEBRI FOR OVER YEARS!!!!!, HIS OTHER 2 DRAINS WERE ALSO CLOGGED ON THE MIDDLE PORTION OF HIS ROOF! ONCE AGAIN I AM NOT A PLUMBER BUT I CUT OUT THE OLD DRAIN AND INSTALLED NEW PVS PIPPING AND FURNCO.....ONCE I DID THIS THE WATER STARTED TO DRAIN AND HE HASNT HAD A LEAK SINCE!!!! SO WHATS THAT TELL YOU!!! IT WAS THE DRAIN!!!!! I ALSO TOOK A PICTURE OF THE OLD DRAIN TO SHOW THE LEAKING AND DEBRI BUILD UP....MR [redacted] IS TRYING TO GET FREE MONEY AND THE WHOLE TOWN KNOWS IT, I HAVE BEEN TOLD HE HAS BEEN TRYING TO SCAM PEOPLE FOR YEARS TO GET FREE MONEY AND A FREE ROOF! I installed a new roof for [redacted]. I also installed new mobile home skylights for [redacted]. She had a leak in one skylight. I cam down and fixed the leak. I sent [redacted] over ten emails and asked her if the leak was fixed and never got a response! She tried to tell me the skylights were not installed...

correctly so I sent her the email with the directions [redacted]. She was never home!!!!! She relied on her neighbor to be home to come over!!! It is hard to get ahold of these people... I have a business to run and I pay my workers to take care of problems, we came down 3 times and she told my workers to leave the last time! Once again the skylights are not leaking and the only reason the one leaked is because the wood had a bow in it from her not wanting to do new wood on the roof, I showed them both that the wood was not okay for the roof but they decided not to replace it. We fixed a couple sheets for them. The skylights are installed correctly which are self flashing skylights. Ive spent hundreds of dollars on gas to go to [redacted]s house and she is very difficult. My workers can fix anything that is not right but I will not warranty skylight without exterior caulking. There is caulking underneath to manufacturer specs as well
