PetConnect Rescue is a 501(c)3 non-profit founded in 2005,  which rescues cats & dogs from high kill shelters, places the animals in foster homes, provides needed medical attention and seeks to find them forever homes via adoption. We take the welfare of the animals in our care very seriously and believe in the importance of treating everyone with dignity and respect.Adopters are asked to complete an online application, after which they are contacted by an adoption coordinator. In the case of [redacted] the adoption coordinators were Kim L[redacted] (who is not a director with our organization) and [redacted] B[redacted], who conducted the initial telephone screening. In addition to a telephone interview, the adoption process consists of a veterinary reference for the animals currently in the adopter’s home, personal reference checks, and a home visit. If at any point an application is deemed not in the best interests of the animal it can be declined.During her initial screening process [redacted] indicated that her two dogs and cat were current on vaccinations. She was asked for the name and phone number of the veterinarian where they had been seen.  [redacted] indicated that the vet was in Texas but that she would try to provide the information. Subsequently, we were told that her veterinarian had died and that she believed no records were available, but that she would reach out to the veterinarian’s son to try to obtain them. [redacted] also indicated that her current dogs were not spayed or neutered. She asked us to provide a list of what vetting was required for animals in the Commonwealth of Virginia which we provided, while also explaining that a consistent vetting history would be required for an adoption. We have copies of texts from [redacted] (attached). Indicating that she was taking her dogs to the vet because she was concerned about allergies and that during that visit they would receive their vaccinations. She scheduled a vet visit and had her dogs brought up-to-date on routine vaccinations and a heartworm test. She also purchased heartworm preventatives (which she later returned after her application was declined). We are not aware of any vetting that was done for her cat, nor have her dogs been spayed/neutered.Responsible pet ownership includes routine vet visits, vaccinations, preventatives and compliance with state law (rabies vaccinations). Despite assurances from [redacted] that her animals had received proper vetting she was unable to provide any documentation to that effect and we therefore informed her that we would be unable to proceed and approve her application. At that point [redacted] became angry and started to send a number of unkind emails, texts to the foster, Ms. L[redacted] and Ms. B[redacted].While every attempt was made to explain the adoption process and treat [redacted] with courtesy and respect it is obvious that she is very unhappy with our organization. We feel that we have an obligation to ensure that the animals that we rescue go to good homes where they will receive responsible care. We regret that [redacted] is unhappy with our decision, but believe firmly that we had every right to decline her application and that her complaint is without merit.
