I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
Dear Ms [redacted],I believe Mr. S[redacted] had some problem understanding my letter. First of all, when the last bill I received from Simmons Window Cleaning was in October 2016 (which was paid when received) and no one came to clean the windows until June 2017 (which was eight (8) months later), I assumed they were not coming back. When they were here on July 6 and I was sitting on my back deck, I asked them where they were from and when they told me Simmons. I told them we had hired another company since they had not been out for close to a year. I did not say we hired a company a year ago. Our new company only started cleaning the windows the end of April 2017, and I did not ask them to call first and send a bill - this is their policy and the way they do business!If, as he said they were here in June 2016 and February 2017, I will not pay a bill that was not received and not aware of service at that time. I don't check my windows everyday to see if they've been cleaned, but when I get a bill I know they were here and it gets paid. What company doesn't follow up when payment is not received within a short period of time? Why wait 12 months or even 8 months to say we were there, you owe us! As I stated before, when I received a bill from them it was paid, and if he keeps such good records, he can go back and check all the times I paid when a bill was received!Lastly, the reason I paid the $20.00 (again as stated in my letter) we were home and saw him and talked to him about not coming back since another company was hired. They weren't here since I paid the last bill received in October 2016.I assumed they cleaned the front windows, but stopped them from going any further. When I received his last bill (copy enclosed) I paid the $20.00 for cleaning the front windows on July 6, 2017.As for remark about the weather, I have no idea what that has to do with anything. If they were here and left a bill, it would have been paid. My position remains the same - if I don't get a bill for a service I don't know was received, I will not pay it a year later! As for the $20.00 payment - I received that bill for July 6, 2017 and paid what I felt was fair. I have had enough of this going back and forth, I WILL NOT PAY A BILL FOR SERVICES I DON'T KNOW WERE RECEIVED 8-12 MONTHS AGO.Sincerely,Mr. and Mrs [redacted]Enc

I started doing this job in 12/30/2002 and stopped in 2008 and resumed in 2014 and stopped again around 6/30/2017 when Janet asked who we were. She said she had hired someone else over a year ago. However, she never stopped service...

by mail or phone prior to hiring some other service. I find it curious as to why she asked replacement window cleaner to phone first and mail the bill to them. This was a 4 month job and service was preformed but for whatever reason [redacted] did not receive her bill. As I said before this was a 4 month job and bad weather sometimes delays that serviced, look at the weather this year, 5 out of 7 days the weather man has been calling for rain. The original bill which was left was for $30.00 which she refused to pay. The envelope is clearly marked shows payable within 30 days or a $5.00 service charge will be added. That fee was not added originally when she told my son David she had hired another company, however, when [redacted] refused to pay because she never received a bill I added that fee and rebilled her which resulted in 2 certified letters being sent. I sent one and she returned one to me and now Revdex.com got involved.In conclusion [redacted] refused to pay this bill because she said she never received a bill for that service, but never said she never received service. Her position has been no bill therefore no service was ever performed yet she paid for partial service after date stated.
