To whom it may concern,On this project the owner acted as their own General contractor with noprevious experienceWe were hired us as a Sub Contractor to perform onlya PORTION of the work required for sign off This is a mixed usecommercial / residential buildingNot typical residential home Work that was excluded from our scopeincluded but not limited to: Chimney upgrades that may or may not be required,fresh air / ventilation fire proofing, house wiring, patching painting, or anypre -existing conditions with heating system.We worked with the customer to perform any work that was part of our scope aswell as work that was notWe even helped the engineer that was hired by theowner with no boiler experience fill out required forms and perform expeditingservices at no extra expense to owner At each inspection PitmanPerformed all changes the Deptof Buildings required of the plumberAs wellas informing the Owner/ contractor what additional work was required on his orher partAll work was performed in a timely mannerOur gas inspection wasfiled for and performed as self certificationIt was physically spot checkedby a NYC DOB inspector and all gas work was cleared and passed Boiler Division inspections were performedby Pitman on and Both boiler division city inspections failedboth field tests for inadequate fresh air / Ventilation by (2) separateinspectorsThis is clearly excluded from our contract and scope of workAllcorrections noted by inspectors on Pitman's scope were performedWe corresponded with the customer up until The ventilation is stillnot up to code as a result we will no longer call for any inspections until ourbalances and expediting and or legal fees are paid in fullThe customer only contacted us after twoyears of owing a balance when the city issued a violation for not filing annualBforms and Pitman was NOT contracted to perform these inspectionsUponreceipt of an email Dated April [redacted] at 8:AmI responded in an emailthat we have "attached" at 3:pm The same day with and explanationas to why the violation was issuedI also gave a price to correct theviolation and perform the required annual inspectionsI also explained in a phone conversation withthe owner when asked why this happened I explained sometimes the city never catchesitSometimes the oil company responsible for the oil delivery performs theseinspections as a gratis in exchange for the fuel service business or as part ofa service contractEither way it is the owners responsibility to keep theseinspections upSometimes the city issues a fine and sometimes notProof ofthis is the building has NO inspections performed ever aside from yet only(2) years have penalties dueThe NYC DOB website only shows one annualinspection being performed in by a John S [redacted] There is also an openviolation for which has yet to be paid by the building ownerIn closing, we requested our balance bepaid as the ventilation has not been completed causing all permits to expire.We will not pay to renew permits, incur any more permit, expediting expenses againor perform any work that is not in or contractAttached are pictures taken todayshowing the building where work was done It clearly shows that there is NO fresh airor it is blocked by the roll down gateEither way it is wrong and not ready for inspectionJason M [redacted] Pitman Plumbing and Heating Inc
