Placer Property Management was not provided with a forwarding address.  Placer mailed a copy of the first deposit disposition to the property with a hand written note on the envelope to pleaseforward.  This disposition included a copy of the billing for the wall/ceiling washing and priming.  No charges were held for painting.  I also noted on that form that the other items were estimated until the invoice was received.  The house showed no signs of cleaning when the tenants vacated.  I've attached a few photos of the kitchen and the walls.  We were contacted by the tenants on August 14th at which time I spoke with the owner and the owner agreed to waive the expense of carpet cleaning because the carpet were pet stained and burnt at the fireplace and wax, she decided to replace the carpets.  The house cleaning expense will be lowered because the owner has replaced the cabinets in the kitchen, as you can see from the photos they were left in poor condition.  The verticals on the slider were replaced and the blinds in the bedroom had been broken at the headrail.  We sent a copy of the amended disposition out on Aug 14th. with a check for $240 for the adjustments at that time.  The tenant stated that we were given the forwarding address this did not happened until August 14.  They also were not told not to wash thewalls we do request that the tenants not fill in picture holes, because this dictates that we have to paint at times.  The condition of these walls/ceilings in the living area and master bedroom are way beyond normal wear and tear.  The owner has photos of other damages to the property.  The tenant had met with our leasing agent and wasn't completely moved out on July 3rd, so he left the keys inside the rental.  The cleaning and damages to this property far exceeded the full security deposit.

I am rejecting this response because: In the "amended" invoice it clearly states that I was charged for a "professionals" time "filling of picture holes" so Placer Property Management is clearly lying about their charges. The landlord also in fact did not change the carpet, she laid a completely different type of flooring down, wood laminate to be exact, and she couldn't have kept the original carpet anyways because it was very old. A dirty stove top and a dirty drawer do not amount to $400 in cleaning fees and soot on 2 walls doesn't cover a reported 40 hours of labor to remove. These pictures will just further my court case. The property was old and poorly cared for by the owner and they are obviously just trying to have us pay for their upgrades.

I am rejecting this response because: Placer Property Management had our forwarding address and did not provide the invoices or deposit within the allotted time frame, we did not receive an invoice or check until 08/14/2017. This is a clear violation of California law, which states that Placer Property Management had 21 business days to return the deposit and provide an invoice with any deductions or else they forfeit the entire deposit.  The unit did not need $800 of wall cleaning and $400 of additional cleaning because we were told not to do anything to the walls before move out. The owner also did a complete remodel of the home directly after our move out, including removal of all kitchen cabinets and flooring, so a $400 cleaning charge was not warranted or needed. Not only are they in direct violation of state law they are also stealing money from us.
