The shop has had my car since January 4, 2019 and has yet to show any proof that the vehicle was fixed and has ignored multiple requests to do so.
I took my car to the shop on 1/4/19 to be repaired. The owner stated the car had not been looked at and I told him I would come and get the car. He then stated that the work was done. I went to the shop with the police to retreive my vehicle and then went to file charges. I offered to pay for the vehicle only when a proper invoice was drafted on 1/25. 33 days later I have no car and no invoice. This is not the first time he has refused to return someones car and I have been without for quite some time. He is not providing proper documentation that the car was fixed. I want my car back. There is no contract stating that he is liable to fix my car.

Desired Outcome

I want my car to be returned so that I can take it to have it properly inspected before paying for any work that he claims was completed.

I towed my vehicle over to the shop located on 1603 Plum Street, Baltimore Md, 21226 on May 29, 2018 for the purposes of repairing the vehicle due to an accident. It was towed a guy that I was referred to by the name of ( ***)On the day that I was supposed to deliver it to him it wouldn't start. He stated that he would take care of it. No diagnosis was given, and no costs were discussed.'I was told that the check from the insurance company should be payable to "PLATINUM VEHICLES" . Over 30 days I contacted him multiple times about the status of my car. On the 30th day when he contacted me to pick my vehicle up, not only was car not done being painted, my car was still inoperable. In three weeks of time he told me 3 different reasons as to what he thought was the reason that my car wouldn't start. 1. were the ground wires, number 2. Was fuel pump and after that was my relays. At that point I was confused, frustrated and felt taken advantage of. I did not know what to believe. I called the shop and told them I wanted to take possession of my vehicle to have it properly diagnosed and repaired. Then the secretary cut me off and told me that she's was actually in the process of calling me to let me know that they were unable to diagnosed the issue or fix it. I would have to pay for repairs that they CLAIMED were done and they were welling to discount the amount since my car still wasn't working. I asked for proof that they knew that the repair they did was needed and prove the repair was actually done and they couldn't provide proof of either. They handed me an invoice that had "*** " on it. I was unfamiliar with that name because I was told that my insurance check was to be made out to "PLATINUM VEHICLES " The police were present as this exchange took place because I requested their presence. Even though the police were present, they said it was a civil matter and couldn't force the shop to return my car. I still don't have possession of my car. PLEASE HELP
