To *** *** ID # ***,, yes we had a call about water leaking into basement,, I al l*** (owner) went out look at rotten downspouts all four corners of home ,front n rear porches as well,, house was older type home with built in type box gutters,, was in need of cleaning resealing seams
, replace eve tubes (drains) , then painted tinners red oxside paintSlate roof,, there was slates that slid down laying in box gutters,, needed reinstalled and some was broken and need replaced,, facia was coming off front of dormer needed fixed that as well, I called *** about all work needing done as described above I gave her an estimate $3800, *** said fine go ahead with repairs,,on 9/8/work was started *** was home as we got there to preform work, Then *** told one of my workers she was off to work have a good daySo we did all workActually all went very well,, there was only one way to reroute the Downspouts drained all spouts on grounds at least inches from home to prevent water from getting in her basement or next-door neighborsI spoke to *** later after the job was complete telling her all went well, *** returned my call claiming I moved her next-door neighbors fence , she claimed it was up to her home,, I explained to her that the fence was inches away from the house, we ran the Downspouts to rear of yard only feet from corner,, there was enough room to put spouts between fence n corner of houseI showed her a picture of the work before doing,, she was like wow I thought it was up against the house,, so she look and look she asked about the open sewer pipes from removing spouts because of cracks n leaking into basement,,, I told her that's a plumbers job,, so I agreed I'd come back and put caps over pipes,, of them,, she paid the bill,, *** stated about an itemized bill, I told her I don't use computers or programsand those types of billing systems never did, The next Monday then *** calls me again ,, she claims pipe needs added in rear corner Close to neighbors fence didn't want water to go into her yard,, I told her a black inch drain pipe can be added ,, there made for those reason,, *** agreed so I was to meet her Saturday 9/16/at am,, so I was going to cap the sewer pipes and add a inch pipe,, well on 9/13/I find out *** stops payment,, because check she gave us was returned for stop paymentI tryed calling *** to see if a mistake or some thing,,, Left a message,,, hours later towards evening I get a Tex she just stops payment ,, never returns my call ,, then I receive this letter,,actually this needs worked out her complaints are Downspouts,, we did roof work , gutter work and downspout work,, roof work replaced broken slates and reinstalled ones laying in gutters we reinstalled,, replace Dacia one dormer cost $1875.00, then gutter work as described above $then replace new spouts and elbows at $825.00, please understand we never charged $for down spouts,, Had men there one day,, all I'd like is this worked out as honest people would,, thank you al l***

Hello again,, we was called from *** she told me she had water coming into her basement and was told to do repairs to downspouts and gutters,, we went out looked at issues ,, *** agreed to do repairs to slate roof , box gutters and replace all new downspouts old ones was old round rotten metal,*** agreed to the price $3800.00,,, we did all repairs as described above, replaced broken and missing slates,, mostly fixed sliding slates nails are rotting , also fixed and sealed chimney flashings, domer on right side of roof alum.facia was hanging off , renailed back in place, boxgutters on main house roof scraped cleaned and fixed holes and split seams,, then painted tinners oxside red metal paint, then replaced all new downspouts and elbowed and drained on to home owners property,, because of broken sewer lines in basement,, work was done, *** payed us with a bad check and not call for reason of bad check, then we got this Revdex.com letter,, so *** claims first we mover her steel fence to install downspouts,, showed her sorry fence was cemented into the ground,, then claimed she needs caps for open sewer pipes,, I advised *** to call a registered plumber to see if sewer gases could be explosive , so *** agrees,, then *** wants us to redo front right and left sides of downspouts and reinstall them back into her sewer pipes we did as she request , then a plastic extension pipe add it on right rear ,, we did that, then wanted a elbowchanged from a B type to a A type inch above ground, so we did that as well,,*** wanted slate replaced because it looked bad to her,, so we replaced the slate as well,, thew out the hours of doing requests from *** ,, she all us *** numerous times ,but finally *** did pay us in full $ what is even lower than our estimate of $,we really hope ***s finds happiness, A very bitter person Thank you al l***

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint.  For your reference, details of the offer I reviewed appear below.The owner of Three Rivers Roofing (to be referred to as owner from here on) convinced me I needed extra work done that I did not (ie diverting the front downspouts when they didn’t need to be), completed work in a manner that was not up to code (ie the downspouts), dismissed my concerns when raised, did not complete other work stated on work order (I still have missing and loose slates) and is now slipping in new claims of work done after the fact (ie no mention of replacing facia on work receipt)- which I suspect is to justify, after the fact, his price gouging. After doing research as advised by owner during our last conversation, I have since discovered that the information he provided me was incorrect and my downspouts are NOT UP TO CODE. In my original work request, I asked for only the back 2 downspouts to be diverted from pipes to sewer into back yard. It was THE OWNER THAT INSISTED he had to divert all the downspouts. The most recent ordinance that impacts whether downspouts can remain connected to the sewers is known as the dye test ordinance. Information about this ordinance can easily be found on the PWSA website ([redacted]). Upon review of the information easily accessible on this website, I learned that the city of Pittsburgh sewer system has 2 types with in its system- the Sanitary Sewer and the Combined Sewer. The dye test ordinance requiring downspouts to be separated from the sewer actually only applies to downspouts that are connected to Sanitary Sewers. In addition to this information about the ordinance, this same webpage also has maps of each of the City’s neighborhoods showing which neighborhoods have sanitary sewer lines and which have combined sewers. Please refer to attachment: PWSA documentation page 1 -- I have downloaded the map for Mt. Washington and circled where my block is located clearly showing that there is not a sanitary sewer anywhere near my home and consequently this ordinance does not apply to me. The original map without my edits can be found using the above link.Just to further clarify that my original work request was completely appropriate- I spoke with at PWSA to get clarification on when diverting a downspout what is and is not allowed. (Please see attached service request as verification of this action—PWSA Documentation page 2). I was contacted by someone named [redacted] at PWSA after speaking with constituent services through my city council district office. When [redacted] and I spoke, we discussed the ordinance and that my neighborhood does not have sanitary sewers. Because I am not connected to the sanitary sewer he confirmed that I did not have to divert my downspouts and my home was “grandfathered” in. He explained that meant I can repair and replace downspouts as needed. We then discussed that when a downspout is diverted that the water must be diverted to an area where is can soak into the ground and that it absolutely cannot come into contact with my neighbor’s property. Having a downspout just empty out on to the sidewalk or flush up against my neighbors chain link fence is completely unacceptable  NOT UP TO CODE.(Please refer to the attachment Revdex.com complaint pictures to see that there is now way this is up to code)In addition, I would like to amend my original complaint and address the fact that the owner is now claiming he did work that he did not do and the work he did do is unsatisfactory. In the owner’s response to my original complaint he finally broke out how work was done and which piece of the job cost what- something he adamantly refused to do for me. ·         Roof work (replace facia on dormer, replace 6 slates, reinstall loose slates) $1875.00·         Gutter work (clean, seal, paint) $950.00 ·         New downspouts and elbows $825.00 My new point of contention beyond the downspouts in the original complaint is with the roof work. At no point during this job did he ever mention anything about the facia on the dormer nor is it documented in the work contract with his signature given to me upon completion of the job. (Please refer to attachment TRHC-Contract page 1). When I saw this written in his response, I was shocked and immediately went up to my attic to look out the dormer window to look at the facia. What I saw was the bottom of the facia on the dormer clearly still has the original chipped paint from the house on it. And at this point I noticed a loose slate that is sliding into the gutters and missing slates. It should be noted that the gutters are clearly freshly painted so I will not dispute that piece of work. (Please refer to attachment Revdex.com complaint pictures and ppt with video) As the roof work accounts for the largest charge of the work completed and it is clear that it was not done correctly as well as now he is claiming work that simply is not documented and was not done at all. In addition, I am also baffled why anything needed to be done on the dormer as I just had the dormer replaced and it is under warranty with this same roofer. (Please refer to attachment TRHC-Contract page 2)The work completed was not only done poorly it is not up to code and the owner of Three Rivers Roofing  is now reporting and billing for work that was never agreed to nor is documented on the work contract. This is more than gross incompetence and I believe his actions are fraudulent.This goes far beyond bad work and I believe his actions to be criminal. I recognize that is outside the scope of the Revdex.com.  Please advise-- what are my options? I want this matter resolved and the work completed first and foremost but I also believe this business should be held accountable for its gross misconduct and the grief they have given me.Regards,
