07/08/2015 Greetings All: I am the property manager here at Pointe East Apartments in Fife, Wa. I received a letter from the Revdex.com 07/03/2015 via mail about a resident that has submitted a complaint regarding various items. The complaints are raising of the rent, additional fees being utility service fee (3.70), Move out fee ($1.95) and pet rent ($10 per cat, $20 per dog), dog poop on the property, garbage/recycling, children that play unattended, and the misrepresentation of [redacted] Residential. Per lease obligations and fair housing laws, the resident was given proper notice of changes that would take place in the event she wanted to renew the lease. This resident received her renewal option notice 06/19/2015 for changes that. would take place 08/01/2015 if the resident renewed. The resident does not have to commit to another lease at Pointe East. The resident was given ample time to submit the 20 day notice to vacate, and can do so without penalty. The other complaints regarding garbage and recycling were addressed when I contacted the trash disposal company about recycling for the property. I inquired about recycling programs that were suggested for our property. I requested flyers from the disposal company and if they would provide recycling bags for our residents in the complex. The disposal representative stated all recycling that is put in the bins is sorted at the company site and is handled accordingly. Management has addressed with children as well as the parents of the children that are playing on the property unattended. There will be a playground that will be installed on the property where the children can play and have a designated location on the property just for them. After doing a thorough inspection on the property, I have not seen a severe pet waste issue on the property. Residents that have not been picking up after their pet has been contacted and they have been complying with their animal obligation at this time. [redacted] Residential has been managing this property since 02/11/2015 and has been planning various capital projects that will begin July 13th, 2015. First of all I would like to say that I am mind boggled that a so-called professional company chooses to not even offer to come up with any type of resolution to a problem.  In fact, they denied or ignored most of it.  Which, I might add, adds credence to my original report.
 
Yes, it is true that they followed the law in raising the rent.  That was never disputed.  Mine is a moral and ethical objection that is taking advantage of good, average working (or not working) people.  The extraordinary amount of increase comes right after a large utility increase.  It is ill timed and we were told it was not going to happen.  That statement, I see, was not disputed.  The terms of the new lease will raise my rent nearly $65 after a recent utility increase of approximately $40.  (The only place for that money to come from is my grocery budget.) That is a huge increase for people living on a budget.   Furthermore, the manager knows that I am recovering from a very complicated neck surgery and couldn’t move if I had to – it is physically impossible for me at this point.   The terms of the lease, without signing up for twelve months are ridiculously high when we really have no way of knowing if this new company is going to do what they have said – especially when they are already raising rents prior to repairs and after saying they were not raising them.  They have no credibility and so it is very frightening to sign a 12-month lease with them.   And they are not willing to budge on this issue…. or any issue!
 
The on-site manager is fully aware that Pierce County has a free program to help residents of apartment complexes learn how to recycle properly.  She has the contact information.  She does not want to get involved with that even though Mission Rock claims to be a “green” company.  She states that she requested flyers – I have not seen any.  She said she asked for recycling bags – I find this hard to believe because bags are not allowed in the recycling bins.  If she had spoken to them they would have told her that.  Contaminated recycling bins are dumped in the landfill.  They are not sorted.  Our garbage/recycling area is disgusting and nothing is being done about it.
 
There are no physical signs and there is no evidence that the parents or children have been notified that children should not be unattended.  There are always unattended children all over the place and they are very disrespectful of drivers when playing in the parking lot.  It is very dangerous.  I don’t mind the children playing unattended in the grassy area that happens to be behind my apartment.  I think it’s great that they are outside playing and not inside staring at televisions or video screens!!  Plus, they all seem to get along together quite well.  It is nice to see in this age of technology!!  It is the parking area that I am concerned about.  I have several damaged spots to my car that I am guessing came from kids playing near it.
 
“Severe pet waste” is a relative term.  When I walk from my apartment to the garbage area I literally count the poop piles in disgust.  There is always between 12 and 18.  This has not changed.  It did not used to be this bad.  The old managers were more diligent.
 
There is finally evidence that there will be some improvements made to the property, but it is still my feeling that the rents should not be increased until they are finished.  In hopes of finding a resolution, I suggested a 3-month extension to my current lease while repairs and improvements were made, also expressing my worry that the removal of my deck wall and opening of a 24-hour fitness directly behind my apartment might destroy my quietness and privacy.  Again, they are not willing to consider any sort of resolution.
 
In the meantime a notice has gone out to residents that was rather offensive stating things like:  “Any and all residents are not to mess with any items” and “This sign is not to be messed with.”  We are adults, not juvenile delinquents.  This phraseology gives even more credence to the lack of customer service and respect here.  They are also taking away our patio/storage access for up to three weeks during the summer when people like to use their BBQ grills and spend time outside in the nice weather.  And yet, they are asking for higher rent at a time when they are taking away use of part of our units.  In the past we have always been treated kindly, respectfully and professionally here.  When work was being done we were given specific dates not huge blocks of time, most of which probably won’t even apply to every unit for that entire length of time.  It is really hard to accept this lack of decency, professionalism and kindness and then be charged more for it.
 
If you will notice, they chose to not address the issues of the lies and inaccuracies on the complex website.  I pointed out the untruths on just one of the pages regarding their so-called Green Initiatives to Scott S[redacted] at the corporate office and I suggested that I would critique the rest of the website for a consultant fee to help me be able to afford my rent.  He declined to answer as of yet.  I thought that seemed like a very good way to resolve at least the rent increase issue and the dishonest website issue. I have lived nearby all my life and already know most of the information or where to find it.
 
They also did not address the issue of using inappropriate comps for their market surveys.  They continue to use other complexes that are gated, have pools and actual fitness centers, are nicely landscaped, have energy efficient windows, are much newer and have other amenities that are not available here.
 
So, as you can see – I came up with two ways to work toward an amicable resolution, but one was denied and one was ignored.  As I already stated, I am in no physical condition to be moving any time soon.  Furthermore, my income is very limited and I do not have the money to move.  Most of the tenants here do not have the means to move; therefore the new lease requirements are much like blackmail.  They leave people with little to no choice.  It is dehumanizing, unethical, unprofessional and just play mean.  We are talking about people here… human beings and their homes.  But the management here says, “if you don’t like it move.”  Again, total lack of compassion or empathy or professional courtesy. Believe me, if I had the means to move I would have already done so!!!!  They are taking advantage of that fact!
 
I am by no means a troublemaker or person that is hard to get along with.  What I am is an honest person that expects to be treated honestly and with dignity and respect.  And I want to see others who are not as capable of defending themselves treated that way also.  The residents here made a choice to live here because it is middle of the road.  If we wanted to pay nearly $1000 in rent (or more) we would be living in the newer and energy efficient units at[redacted] or [redacted] or Rain[redacted] or the new [redacted] enjoying many more amenities, knowing that our budgets supported that.  To uproot people from their homes, or cause them to spend their grocery money for rent, because of greed is not a morally sound or responsible decision.   Oh, I absolutely get that it is the legal choice the new owners and managers have – but that doesn’t make it right.
 
What kind of a company moves into a new city and immediately starts trying to gouge and or uproot the residents there?  This is Fife.  It is not Bellevue or even Tacoma!  What kind of company moves into a new area and immediately starts forcing long time residents into inappropriate financial hardships?
