As of yet nothing has been fixed and he still has not gotten a permit. This is the response from the [redacted] Plumbing Inspector Supervisor.
[redacted] – my plumbing inspector confirmed what I thought to be the case.  If the plumber had just switched out the pump with another one, there would not have needed to be a permit. But, because he rain new pipe and put in a new check valve, that is what needs the permit.

Hope this helps.

To whom it may...

concern,

On April 10th I did have a family emergency and rescheduled with Mr. [redacted] the following day.  We arrived between 8:30 to 9:00 in the morning.  We diagnosed the pump a short time later and advised the customer that it would need to be replaced.  I went to my truck to make a few phone calls to my supply house.  A short time later he called me back with what he had available (whether if it was in stock or else were), and I told him that it wouldn’t work, so I gave the information off the old pump to my representative at the supply house.  He said he would give me a call back in a little bit with more information.  We did wait for a return phone call, but I decided to call [redacted] since that’s what they specialize in.  I did talk to a [redacted] at [redacted] and I gave him the old information off the original pump, and he was surprised that it was still running.  He then told me that they don’t stock that brand anymore, but this other brand is what they have been replacing them with.  [redacted] asked me if he wanted him to email me the prices or call.  I told him to call me.  [redacted] called me back a short time later, and gave me the prices on the pump.  This whole time, maybe approximately an hour at the most, he was talking to my assistant and making jokes to him.  My assistant ([redacted]), told me that [redacted] said he was betting the pump was about $1,200.00.  Once I had an estimate together, I went back over to the customer and asked him if he was sitting down, and he kind of laughed a bit.  I told him for me to replace it with the existing pump it was going to be $3,600 but it’ll take 2 weeks to get in.  I then told him that they have another pump that is very similar to that one that can be installed, but 3 solenoids would have to be changed out in the control panel.  I told him that the price was $3,975.00 and that my supplier has one in stock.  I never once told him about the price of the pump and he never asked about the price of the pump.  I quoted Mr. [redacted] a turnkey price from start to finish regardless if it took me 5 hours or 8 hours to finish.  Mr. [redacted] gave me the approval to start the work; we left his house and went to pick up the pump.  We also had to pick up a check valve because there wasn’t one on there to begin with, I advised Mr. [redacted] of that also.  We also had to re-pipe because the new pump sat lower in the basin than the older one by 1.5 inches.   Once we completed the job, I wrote up the invoice for Mr. [redacted] and wrote down all of what was done, and the price that we agreed upon.  He didn’t question the price, or anything of that nature.  He went ahead and gave me his credit card, and he signed the invoice stating he approved of it. During this whole conversation my assistant [redacted] was with me and can confirm the conversation.
I didn’t learn of any problems till 3 days later when he wanted an itemized list of what he was charged for.  I did make out another invoice stating what he was charged for and mailed it to him.   I also spoke to him on the phone for 7 minutes and explained to him what all happened and how I came up with the quote.  I was very polite on the phone with him.  He continued to say, “I’m going to give you one last chance to make it right, or else I will go to social media, local media, TV, Small Claims Court, etc…”  Upon the end of the conversation he did say that I’m not very veteran friendly, which I do take personally because my father is a veteran.   After he stated that he hung up the phone on me.
A few weeks later, he lied to his credit card company about the charges.  He stated the charges should have been for $2500 instead of the amount that he signed for.  A copy of the invoice was submitted to my merchant to show proof of the actual amount he was charged for ($3975.00).
The estimate that was submitted from [redacted] is of a different price than what I purchased it at.
I never misrepresented the true price of the pump to Mr. [redacted] considering I never quoted him the actual cost of the pump.  He was quoted a turnkey (start to finish) price for the actual work.
The new pump is also an upgraded pump from what was originally installed with a 3 year warranty from the manufacture.
I treated Mr. [redacted] with the upmost respect that can be given.
Upon speaking to Mr. [redacted] I did advise him that every company has different rates and charges.
I have also learned that every place he has contacted about me via social media, he has yet to produce the original invoice for which he was billed for with a signature.
On May 29, 2014 I received a phone call from Mr. [redacted] stating that a City Permit was required. I have made an attempt to contact the City of [redacted] about it, and have contacted other Plumbing Companies.  I have been advised by other Plumbing Companies that a permit should not be needed.  The quote that Mr. [redacted] provided by [redacted], did not allow for a permit as well.  I also learned that he added via several social media sites additional complaints regarding issues and adjustments needed to the pump and that he has contacted me regarding these issues and that I have refused to fix the problem.  Mr. [redacted] has never attempted to contact me regarding any issues or adjustments needed to the pump.  He continues to make these false statements on line.  Mr. [redacted] has yet to tell me about the adjustments that need to be made or any problems or concerns that he has regarding the pump other than the permit.
Below you will find the original Bill of Sale, the itemized invoice, and the original cost of the pump.  The 2 workers are [redacted] and [redacted].

Thank You,

There is a permit pulled on the job. It did take me time to figure out if I needed one or not. I can't just go by what the customer tells me. I tried to call the city several times and left messages but received no call backs. I finally got ahold of Bobby and I did voice my opinion to him about the no call back and he was going to talk to the supervisor about it.
The customer is providing false information to his credit card company. Yet there is still no original invoice from the customer stating the original amount that he agreed upon and signed off on.
Also, this isn't the first company he has complained about.
