Revdex.com: I have reviewed the response made by the business in reference to complaint ID [redacted] , and have determined that this does not resolve my complaint For your reference, details of the offer I reviewed appear below May 12, 2015To Whom It May Concern:My friend and I went to Mr [redacted] on January 24, to transfer a motorcycle title; of course, I did not insure the motorcycle because it was January and the motorcycle needed workIt was never stated that I would return to Mr [redacted] As far as I was concerned he was finished with this transactionAround the beginning of March the weather was nice and my wife insured the bike with our insurance company.I went to AAA to register my motorcycle; they informed me since I did not register the motorcycle at the time of the title transfer, I could not receive a plate until Harrisburg processes my titleOn March 13th I returned to Mr [redacted] and asked him where my title wasI told him I could not get a license plate without the titleHe said it’s probably lost in Harrisburg and no problem that he will give me a license plateI gave him a check for $made out to the State because I already gave him $and told him to keep the $change, so I left with a plate and no temporary sticker because he stated he did not have any and he would call me when he got some.I have been calling Harrisburg all this time to see if they received the titleThe representative I talked to advised there was no record of anything sentI returned to Mr [redacted] about the middle of April and stated my pink slip was going to expire at the end of the month and asked him where my title was and to my surprise, my check, the original title and all the paperwork was still on his desk, he never sent anything.Mr [redacted] said the reason he did not send it was he did not have proof of my insurance (if that was the case then Mr [redacted] should not have issued me a plate the month before)Anyhow, he gave me a new pink slip and swore to me that it will be in Harrisburg that night by his messenger serviceI kept calling Harrisburg and still nothingMy friend went to Mr [redacted] who he knows very well and asked him what the problem was, and Mr [redacted] again stated that he sent it in.I continued calling Harrisburg to no availIt is now May and I still have no titleI don’t care what the dates are on the checks and paperwork Mr [redacted] sent to youHere are the facts:1) Mr [redacted] had days to send all paperwork to Harrisburg, which he did not and I can prove.2) Mr [redacted] should not have given me a license plate without the title which he did.3) Mr [redacted] never gave me a temporary sticker to go with my plate which he should have.4) Mr [redacted] is a liar.5) I do have a witness to all of this.Harrisburg finally cashed my $check for the license plate on May 4th, have also contacted the office of Occupational Affairs and filed paperwork to have them investigate Mr [redacted] ’s business practicesEven when or if I get my title, I am still going to follow through with the state investigation.I also have talked to my attorney about filing suit at the local magistrate’s officeIf need be it is my strong opinion that Mr [redacted] is incompetent, a liar, and a questionable business man and should not have a notary or any other kind of business license.Sincerely, Regards, [redacted]

Review: Transferred Title on August 8. Still no title back on 10-6. Checked with State. They have no record of any title being received or rejected. [redacted] changes his story every time I call him. First said that he could not find my paperwork, then said he found it and sent it in by messenger and told me I would have it in 10 days. It is now 20 days and State still has no record of receiving anything by the VIN number. I told him I had a buyer for the truck and he said to bring him up and he would do the paperwork so I could sell it. Doesn't sound legal to me to have paperwork done without a title so I refuse to do this. This business has paper scattered all over his office and in huge piles. There was another customer complaining about the same thing (Not getting his plates) when I went in. That should have been a warning to me but thought it was isolated case. This place needs audited by the state which I will also pursue.Desired Settlement: NEED MY TITLE. NEEDS TO BE LOCATED AND CONFIRMED WHERE IT IS AT AND GET IT IN MY NAME.

In response to your letter dated October 6, 2014 (included) regarding the above referenced complaint, the following are the steps taken to rectify the situation.

On October 8, 2014.1 made a phone call to the Commonwealth of PA, Department of Transportation inquiring about Mr. [redacted]’s paperwork - which was returned by Harrisburg to my office along with a MV-965 Office of Risk Management Form. Usually if an application is returned to my office by Harrisburg, there is a rejection letter indicating what information needs to be added and or corrected. However, that was not the case with Mr. [redacted]'s paperwork. Customer Service Associate, [redacted], informed me that this form indicated that "S-Stop Removed” means that the vehicle was a stolen vehicle which had been recovered. I informed [redacted] that there were no further instructions and only an ORM Analyst's initials of "SP" written on the Form. At this time, she said she sent an email to the appropriate Department and that someone will get back to me within tliree business days.

I also spoke to Mr. [redacted] - who also spoke to Harrisburg and was given the same information. We were in conjunction to hold the paperwork until hearing back from Harrisburg.

Today, I contacted Mr. [redacted] to see if he heard any thing back from Harrisburg. He informed me that the origian paperwork was received by them and when they went to process it they saw that it was a stolen vehicle and there was a S-Stop assigned to it. The Title Department forwarded Mr. [redacted]'s paperwork to the appropriate office dealing with stolen vehicles, and that is when the MV-965 Form was attached to the paperwork. This Form is an inter-departmental Form indicating that the stolen vehicle had been recovered and it was supposed to be returned to the Title Department for processing. However, the paperwork, along with the MV-965 Form somehow was returned to my office instead.

Therefore, everything has been cleared and is okay to resubmit the paperwork. It is being returned to Harrisburg today through the messenger service with no additional fees required.

Review: I purchased a motorcycle on January 24 2015. As of April 23 2015 I still have NO title and Penn Dot has no record of the transaction. [redacted] has an excuse every time I speak to him about this problem. I payed. him for a service that he did NOT fulfill. I don't think I'm the only one he's pulled this on and I feel there will be A LOT more complaints soon.Desired Settlement: I want my title from the state or I want the original title and ALL the money.that was paid to Mr [redacted] for the notary service.
